उत्तर प्रदेश साधारण खण्ड अधिनियम, 1904 (उत्तर प्रदेश अधिनियम संख्या 1 सन् 1904) की धारा 21 के साथ पठित उत्तर प्रदेश क्षेत्र पंचायत तथा जिला पंचायत अधिनियम, 1961 ( उत्तर प्रदेश अधिनियम संख्या 33 सन् 1961) की धारा 237 की उपधारा (1) और धारा 117 की उपधारा (2) के अधीन शक्तियों का प्रयोग करके राज्यपाल, उत्तर प्रदेश क्षेत्र पंचायत तथा जिला पंचायत निर्माण कार्य नियमावली, 1984 को संशोधित करने की दृष्टि से निम्नलिखित नियमावली बनाती हैं :-

संक्षिप्त नाम और 1–(1) यह नियमावली उत्तर प्रदेश क्षेत्र पंचायत तथा जिला पंचायत निर्माण
प्रारम्भ
कार्य (f}rh; संशोधन) नियमावली, 2023 कही जायेगी;
(2) यह गजट में प्रकाशित किये जाने के दिनांक से प्रवृत्त होगी।
नियम-16 का संशोधन
2–उत्तर प्रदेश क्षेत्र पंचायत तथा जिला पंचायत निर्माण कार्य नियमावली, 1984 में, नीचे स्तम् भ-1 में दिये गये fo|eku नियम 16 के उपनियम (1) के स्थान पर स्तम्भ-2 में दिया गया उपनियम रख दिया जायेगा, अर्थात् :-

IN exercise of the powers under sub-section (i) of Section 237 of the Uttar Pradesh Kshettra Panchayat and Zila Panchayat Adhiniyam , 1961 (U.P. Act no. XXXIII of 1961) read with sub-section (2) of section 117 of the said Adhiniyam and section 21 of the Uttar Pradesh General Clauses Act, 1904 (U.P. Act no. 1 of 1904) the Governor is pleased to make the following rules with a view to amending the Uttar Pradesh Kshettra Panchayats and Zila Panchayats Work Rules, 1984 :
THE UTTAR PRADESH KSHETTRA PANCHAYATS AND ZILA PANCHAYATS WORK (SECOND AMENDMENT) RULES, 2023
1. (1) These rules may be called the Uttar Pradesh Kshettra Panchayats and Short title and commencement Zila Panchayats Work (Second Amendment) Rules, 2023.
(2) They shall come into force with effect from the date of their
publication in the Gazette.
2. In the Uttar Pradesh Kshettra Panchayat and Zila Panchayat Work
Amendment of rule 16
Rule, 1984, for the existing sub- rule (1) of rule 16 set out in Column-I below, the sub-rule as set out in Column-II shall be substituted, namely:-
