यह िवधेयक पूव(cid:342)(cid:389) अ(cid:559)ादेश को (cid:366)ित(cid:830)थािपत करने के िलए पुरः (cid:830)थािपत िकया जाता है I

IN pursuance of the provisions of clause (3) of Article 348 of the Constitution of India, the Governor is pleased to order the publication of the following English translation of the Uttar Pradesh Rashtriya Vidhi Vishwavidyalay, Prayagraj (Sashodhan) Adhiniyam, 2023 (Uttar Pradesh Adhiniyam Sankhya 11 of 2023) as passed by the Uttar Pradesh Legislature and assented to by the Governor on August 17, 2023. The Nyay Anubhag-2 (Adhinasth Nyayalay) is administratively concerned with the said Adhiniyam.

AN

ACT

further to amend the Uttar Pradesh National Law University, Prayagraj

Act, 2020.

IT IS HEREBY enacted in the Seventy-Fourth Year of the Republic of India

as follows:-

Short title and 1. (1) This Act may be called the Uttar Pradesh National Law University,

commencement Prayagraj (Amendment) Act, 2023.

(2) It shall be deemed to have come into force with effect from July 10, 2023.

General

2. In the Uttar Pradesh National Law University, Prayagraj Act, 2020, for the

Amendment of words "Uttar Pradesh National Law University, Prayagraj", wherever occurring including

U.P. Act no. the headings, preamble, short title, long title, the words "Dr. Rajendra Prasad National

26 of 2020 Law University, Prayagraj" shall be substituted.

Repeal and

U.P. Ordinance 3. (1) The Uttar Pradesh National Law University, Prayagraj

saving

no. 11 of 2023 (Amendment) Ordinance, 2023 is hereby repealed.

(2) Notwithstanding such repeal, anything done or any action taken

under the provisions of the principal Act as amended by the Ordinance

referred to in sub-section (1) shall be deemed to have been done or taken

under the corresponding provisions of the principal Act as amended by

this Act as if the provisions of this Act were in force at all material times.

STATEMENT OF OBJECTS AND REASONS

The Uttar Pradesh National Law University, Prayagraj Act, 2020 (U.P. Act no. 26 of 2020) has been enacted to provide for the establishment and incorporation of a State Law University at Prayagraj in Uttar Pradesh to be known as the Uttar Pradesh National Law University, Prayagraj, for the purposes of advancement of cause of learning, teaching and research, and diffusion of knowledge in thefield of law and also to cater to the needs of the society by developing professional skills of persons 522 RPH Adhiniyam folder (vidhaika- 2023)-data 8e 4 mRrj izns'k vlk/kkj.k xtV] 21 vxLr] 2023 intending to take up advocacy, judicial service, law officers/managers and legislative drafting as their profession and for matters connected therewith or incidental thereto.

In order to name the aforesaid University after the country's first President, Dr. Rajendra Prasad, it was decided to amend the aforesaid Act to change the name of Uttar Pradesh National Law University, Prayagraj to "Dr. Rajendra Prasad National Law University, Prayagraj."

Since the State Legislature was not in session and immediate legislative action was necessary to implement the aforesaid decision, the Uttar Pradesh National Law University, Prayagraj (Amendment) Ordinance, 2023 (U.P. Ordinance no. 11 of 2023) was promulgated by the Governor on July 10, 2023.

This Bill is introduced to replace the aforesaid Ordinance.
