WHEREAS section 4(4)(b)(ii) of the Aadhaar (Targeted Delivery of Financial and Other Subsidies, Benefits and Services) Act, 2016 (Act no. 18 of 2016) (hereinafter referred to as the "said Act") allows performing Aadhaar authentication, on voluntary basis, for such purpose as the Central Government in consultation with the Authority and in the interest of State, may prescribe;
AND, WHEREAS, the Central Government, in consultation with the Unique Identification Authority of India (hereinafter referred to as the "Authority") has framed the Aadhaar Authentication for Good Governance (Social Welfare, Innovation, Knowledge) Rules, 2020 (hereinafter referred to as the "said rules") whereunder the Department of the State Government desirous of utilizing Aadhaar authentication on voluntary basis can seek permission from the Authority by submitting a proposal thereon to the Central Government for making a reference to the Authority;
AND, WHEREAS, the Ministry of Electronics and Information Technology, Government of India vide Office Memorandum eF. No. 13(4)/2020-EG-II(Vol-IV), dated 23rd May, 2023 has conveyed the approval of the Authority to allow the Uttar Pradesh Power Corporation Limited to use Aadhaar for authentication and e-KYC of consumer or new applicant, on voluntary basis, with prior concurrence of the State Government for the purpose of identification in terms of rule 5 of the said rule read with section 4(4)(b)(ii) of the said Act;
NOW, THEREFORE, in exercise of the powers under rule 5 of the said rules, and in supersession of notification no. 1410/24-3099-80-2022, dated August 25, 2023, the Governor is pleased to allow Uttar Pradesh Power Corporation Limited to use Aadhaar authentication and e-KYC on voluntary basis for electricity consumers and new applicants for the purpose of identification.
