IN pursuance of the provisions of clause (3) of Article 348 of the Constitution, the Governor is pleased to order the publication of the following English translation of the "Uttar Pradesh Viniyog (2023- 2024 ka Anupoorak) Vidheyak, 2023" introduced in the Uttar Pradesh Legislative Assembly on December 1, 2023.

THE UTTAR PRADESH APPROPRIATION (SUPPLEMENTARY 2023-2024) BILL, 2023 A BILL

to provide for authorising payment and appropriation of certain sums from and out of the Consolidated Fund of the State to the services for the year ending on thirty-first day of March, 2024.

IT IS HEREBY enacted in the Seventy-fourth Year of the Republic of India as

follows:–

Short title

1. This Act may be called the Uttar Pradesh Appropriation (Supplementary

2023-2024) Act, 2023.

Issue of Rs. 28760,67,38,000 out of the Consolidated Fund of the State of Uttar Pradesh for the year 2023-2024

2. From and out of the Consolidated Fund of the State of Uttar Pradesh there may be paid and applied sums not exceeding those specified in column-3 of the Schedule amounting in the aggregate to the sums of Rs. 28760,67,38,000 (Rs. twenty eight thousand seven hundred sixty crore sixty seven lac thirty eight thousand only) towards defraying the several charges which will come in course of payment during the year ending on the thirty-first day of March, 2024 in respect of the services and purposes specified in column-2 of the Schedule.

Appropriation 3. The sums authorised to be paid and applied from and out of the Consolidated Fund of the State of Uttar Pradesh by this Act shall be appropriated for the services and purposes expressed in the Schedule in relation to the year ending on the thirty-first day of March, 2024.

STATEMENT OF OBJECTS AND REASONS

Under Article 205 read with Article 204 of the Constitution, an Appropriation Bill has to be introduced in the State Legislature after demands for Supplementary Grants have been voted by the Legislative Assembly.

This Bill provides for the appropriation out of the Consolidated Fund of the State of Uttar Pradesh of all moneys required to meet the Supplementary Grants made by the Uttar Pradesh Legislative Assembly and the Supplementary Expenditure charged on the Consolidated Fund of the State in respect of the financial year 2023-2024.

The Uttar Pradesh Appropriation (Supplementary 2023-2024) Bill, 2023 is introduced accordingly.
