1. (1) This Act may be called the Uttar Pradesh State Universities Short title and commencement

(Amendment) Act, 2024.

(2) It shall be deemed to have come into force with effect from 19th day of July, 2024.

Amendment of

2. (1) In the Uttar Pradesh State Universities Act, 1973 hereinafter referred to section 4 of

as the "principal Act", in sub-section (1-A) of section 4,-

"(a) In clause (j), for the words and symbol "Maharaja Suhel Dev State 10 of 1973 as

University, Azamgarh", the words and symbol "Maharaja Suhel Dev amended and re-

enacted by U.P.

University, Azamgarh" shall be substituted.

(b) In clause (k), for the words and symbol "Raja Mahendra Pratap Singh State University, Aligarh", the words and symbol "Raja Mahendra Pratap Singh University, Aligarh" shall be substituted.

(c) In clause (l), for the words and symbol "Maa Pateshwari Devi State University, Balrampur", the words and symbol "Maa Pateshwari University, Balrampur" shall be substituted.

(d) In clause (m), for the words and symbol "Maa Vindhyavasini State University, Mirzapur", the words and symbol "Maa Vindhyavasini University, Mirzapur" shall be substituted.

(e) In clause (n), for the words and symbol "Uttar Pradesh State University, Moradabad", the words and symbol "Guru Jambheswar University, Moradabad" shall be substituted."

Amendment of

3. (1) In section 50 of the principal Act,-

"(a) In sub-section (1-G), for the words and symbol "Maharaja Suhel Dev State University, Azamgarh", the words and symbol "Maharaja Suhel Dev University, Azamgarh" shall be substituted.

(b) In sub-section (1-H), for the words and symbol "Raja Mahendra Pratap Singh State University, Aligarh", the words and symbol "Raja Mahendra Pratap Singh University, Aligarh" shall be substituted.

(c) In sub-section (1-I), for the words and symbol "Maa Pateshwari Devi State University, Balrampur", the words and symbol "Maa Pateshwari University, Balrampur" shall be substituted.

Amendment of 4. (1) In section 52 of the principal Act,-

"(a) In sub-section (2-F), for the words and symbol "Maharaja Suhel

Dev State University, Azamgarh", the words and symbol "Maharaja Suhel

Dev University, Azamgarh" shall be substituted.

(b) In sub-section (2-G), for the words and symbol "Raja Mahendra

Pratap Singh State University, Aligarh", the words and symbol "Raja

Mahendra Pratap Singh University, Aligarh" shall be substituted.

(c) In sub-section (2-H), for the words and symbol "Maa Pateshwari

Devi State University, Balrampur", the words and symbol "Maa Pateshwari

University, Balrampur" shall be substituted.

(d) In sub-section (2-I), for the words and symbol "Maa Vindhyavasini

State University, Mirzapur", the words and symbol "Maa Vindhyavasini

University, Mirzapur" shall be substituted.

(e) In sub-section (2-J), for the words and symbol "Uttar Pradesh State

University, Moradabad", the words and symbol "Guru Jambheswar

University, Moradabad" shall be substituted."

Amendment of 5. In the Schedule to the principal Act, for the words "Maharaja Suhel Dev

Schedule

State University, Azamgarh" the words and symbol "Maharaja Suhel Dev University,

Azamgarh", "Raja Mahendra Pratap Singh State University, Aligarh" the words and

symbol "Raja Mahendra Pratap Singh University, Aligarh", "Maa Pateshwari Devi

State University, Balrampur" the words and symbol "Maa Pateshwari University,

Balrampur", "Maa Vindhyavasini State University, Mirzapur" the words and symbol

"Maa Vindhyavasini University, Mirzapur" and "Uttar Pradesh State University,

Moradabad" the words and symbol "Guru Jambheshwar University, Moradabad" shall

be substituted.

U.P. Ordinance Repeal and saving 6. (1) The Uttar Pradesh State Universities (Amendment)

no. 12 of 2024 Ordinance, 2024 is hereby repealed.

(2) Notwithstanding such repeal, anything done or any

action taken under the provisions of the principal Act as amended

by the Ordinance referred to in sub-section (1) shall be deemed to

have been done or taken under the corresponding provisions of the

principal Act as amended by this Act as if the provisions of this Act

were in force at all material times.

STATEMENT OF OBJECTS AND REASONS

The Uttar Pradesh State Universities Act, 1973 (Presidential Act no. 10 of 1973 has been enacted to amend and consolidate the laws related to certain universities in Uttar Pradesh.

To provide quality higher education, the Uttar Pradesh Government has set the goal of establishing a State University in each division. In pursuit of this goal, one University each has been established in Devipatan Division, Vindhyachal Division and Moradabad Division. An ancient Temple of Guru Jambheshwar Ji is located in Moradabad district and the general public has unwavering faith in Guru Jambheshwar Ji In view of the above, it was decided to amend the aforesaid Act to rename the Uttar Pradesh State University, Moradabad, established in Moradabad district as Guru Jambheshwar University and similarly to rename Maharaja Suheldev State University, Azamgarh, Maa Vindhyavasini State University, Mirzapur, Maa Pateshwari State University, Balrampur and Raja Mahendra Pratap Singh State University, Aligarh as Maharaja Suheldev University, Azamgarh, Maa Vindhyavasini University, Mirzapur, Maa Pateshwari University, Balrampur and Raja Mahendra Pratap Singh University, Aligarh respectively.

Since the State Legislature was not in session and immediate legislative action was required to implement the aforesaid decision, the Uttar Pradesh State Universities (Amendment) Ordinance, 2024 (U.P. Ordinance no. 12 of 2024) was promulgated by the Governor on 19-07-2024.

This Bill is introduced to replace the aforesaid Ordinance.
