IN exercise of the powers conferred by the proviso to Article 309 of the Constitution, the Governor is pleased to make the following rules with a view to amending the Uttar Pradesh Animal Husbandry Livestock Extension and Poultry Development Service Rules, 2002.

THE UTTAR PRADESH ANIMAL HUSBANDRY DEPARTMENT LIVESTOCK EXTENSION AND POULTRY DEVELOPMENT SERVICE (SECOND AMENDMENT) RULES, 2024

Short title and commencement

1. (1) These rules may be called Uttar Pradesh Animal Husbandry Department Livestock Extension and Poultry Development Service (Second Amendment) Rules, 2024.

(2) They shall come into force at once.

Substitution of rule 3 Definition 2. In the Uttar Pradesh Animal Husbandry Department Livestock Extension and Poultry Development Service Rules, 2002 hereinafter referred to as the said rules, for existing sub-rule-3(c) set out in column-1 below, the sub- rule as set out in column- 2 shall be substituted namely:-

COLUMN-1 Existing Sub-Rule

3.(c) 'Appointing authority in respect of the posts of Farm Manager (Poultry), Assistant Poultry Development Officer, Assistant Project Officer, (Poultry), Lecturer (Poultry) and Senior Poultry Inspector means the Director and in respect of the post of Livestock Extension Officer means the Additional Director Grade-2.

COLUMN-2 Sub-Rule as hereby substituted 3.(c) 'Appointing authority in respect of the posts of Farm Manager (Poultry), Assistant Poultry Development Officer, Assistant Project Officer (Poultry), Lecturer (Poultry) and Senior Poultry Inspector, Senior Livestock Extension Officers means the Director Administration and Development and in respect of the posts of Livestock Extension Officers, Appointing authority means the Additional Director Grade-2.

3. In the said rule, in rule 5, for existing rule set out in column-1 below, the Amendment of rule 5

rule as set out in Column-2 shall be substituted, namely:-

(a) Ninety percent by direct recruitment through the Selection committee.

(1) Livestock Extension Officer- By direct recruitment through Uttar Pradesh Subordinate Service Selection Commission.

(2) Senior Livestock Extension Officer/ Senior Poultry Inspector–by promotion through Departmental Selection Committee from amongst substantively appointed Livestock Extension Officers, who have completed ten years service as such on the first day of the year of recruitment.

(b) Ten percent by direct recruitment through the selection committee from amongst substantively appointed Dressers who have completed seven years service as such in the Animal Husbandry, Uttar Pradesh and who have passed the High School Examination with Science or Agriculture as one of the subjects of the Board of High School and Intermediate Education, Uttar Pradesh or an Examination recognized by the Government as an equivalent thereto on the first day of the year of recruitment:

Provided that if sufficient number of eligible or suitable Dressers are not available for direct recruitment the posts shall be filled by direct recruitment under sub-clause (a).

(3) Farm Manager (Poultry)/ Assistant Poultry Development Officer/Assistant Project Officer (Poultry) and Lecturer (Poultry)–by promotion through Departmental Selection Committee from amongst substantively appointed senior Livestock Extension Officer/Senior Poultry Inspectors who have completed five years service as such on the first day of the year of recruitment.

4. In the said rule, in, for existing rule 8 set out in column-1 below, the rule as set

Academic Qualification:–A candidate for direct recruitment to the post of Livestock Extension Officer must possess the following qualification:

(i) Must have passed the Intermediate examination with Biology or Agriculture as one of the subjects of the Board of High School and Intermediate Education, Uttar Pradesh or an examination recognized by the government as equivalent thereto.

(i) Must have passed the Intermediate examination with Biology Group or Equivalent examination to 10+2 recognised by the Government and Must have 2 years Live Stock Extension diploma course from any veterinary college/veterinary university established by law.

(ii) Knowledge of Hindi in Devnagri

(ii) Knowledge of Hindi in Script.

(2) The Selection Commitee shall Scruitnize the application and require the eligible candidates to appear in a competitive examination.

Note- The syllabus for competitive examination shall be such as is prescribed by the Government from time to time. (3)After the marks obtained by the candidates in the written test have been tabulated, the Selection Commitee shall, having regard to the need for securing due representation of the candidates belonging to scheduled Castes, Scheduled Tribes and other categories in accordance with rule 6, call for interview such number of candidates as on the result of the written examination, have come up to the standard fixed by the Committee in the respect. The marks awarded to each candidates in the interview shall be added to the marks obtained by him in the written test.

(4) The Selection Commitee shall prepare a list of candidates in order of merit as disclosed by aggregate of marks obtained by them in the written test and interview. If two or more candidates obtained equal marks, the candidates obtaining higher marks in the written test shall be placed higher. The Selection Commitee shall forward the list to the appointing authority.

7. In the said rule for existing sub-rule 16(1) set out in column-1 below, the
