NOTIFICATION
IN pursuance of the provisions of clause (3) of Article 348 of the Constitution, the Governor is pleased to order the publication of the following English translation of the "Uttar Pradesh Go-Sewa Ayog (Sanshodhan) Vidheyak, 2024" introduced in the Uttar Pradesh Legislative Assembly on December 16, 2024.

further to amend the Uttar Pradesh Go-Seva Ayog Adhiniyam, 1999.
IT IS HEREBY enacted in the seventy-fifth year of the Republic of India as
follows:-
1. (1) This Act may be called the Uttar Pradesh Go-Seva Ayog (Sanshodhan) Short title and commencement Adhyadesh, 2024.
(2) It shall be deemed to have come into force with effect from the 17th day of
September, 2024.
4 mRrj izns'k vlk/kkj.k xtV] 30 fnlEcj] 2024 2. In section 4 of the Uttar Pradesh Go-Seva Ayog Adhiniyam, 1999,-(a) in sub-section (1), for clause (i), the following clause shall be substituted, namely:-
Amendment of section 4 of U.P. Act. no. 15 of 1999
"(i) six non-official members nominated by the Government from
amongst the following persons, namely:-
(i) one representative of the Uttar Pradesh Goshala Sangh established
under the Uttar Pradesh Goshala Adhiniyam, 1964;
(ii) five persons of whom two shall be agriculturists and three shall be connected with voluntary organisations engaged in welfare, preservation and protection of cows in the State."
(b) in sub-section (2), for the words "Chairperson and the Vice- Chairperson", the words "Chairperson and two Vice-Chairperson" shall be substituted. 3. (1) The Uttar Pradesh Go-Sewa Ayog (sanshodhan) Adhyadesh,
Repeal and saving
2024 is hereby repealed.
U.P. Ordinance no. 15 of 2024
(2) Notwithstanding such repeal, anything done or any action taken under the provisions of the principal Act as amended by the Ordinance referred to in sub-section (1) shall be deemed to have been done or taken under the corresponding provisions of the principal Act as amended by this Act as if the provisions of this Act were in force at all material times.

STATEMENT OF OBJECTS AND REASONS
The Uttar Pradesh Go-Sewa Ayog Adhiniyam, 1999 (Uttar Pradesh Act no. 15 of 1999) has been enacted to establish Go-Sewa Ayog for the preservation, development and welfare of cows and its progeny and to provide for matters related thereto or incidental thereto.
Section 4 of the aforesaid Act provides for the constitution of the Uttar Pradesh Go-Sewa Ayog. It provides that the Chairman and Vice-Chairman of the Commission shall be nominated by the Government from among the non-official members. At present, due to the increasing dimensions of cow service/cow conservation and the increasing number of cows and the difficulties/ challenges coming from time to time, it was felt necessary to expand/strengthen the Uttar Pradesh Go-Sewa Ayog by creating the post of two additional non-official members in the Ayog. In view of the above, it was decided to amend section 4 of the aforesaid Act to create the post of two additional non-official members, including one Vice-Chairman.
Since the State Legislature was not in session and immediate legislative action was necessary to implement the aforesaid decision, the Uttar Pradesh Go-Sewa Ayog (Sanshodhan) Adhyadesh, 2024 (U.P. Ordinance no.15 of 2024) was promulgated by the Governor on September 17, 2024.
The Uttar Pradesh Go-Sewa Ayog (Sanshodhan) Vidheyak ,2024 is introduced to replace the aforesaid Ordinance.
