IN pursuance of the provisions of clause (3) of Article 348 of the Constitution of India, the Governor is pleased to order the publication of the following English translation of the Uttar Pradesh Nirsan Adhyadesh, 2025 (Uttar Pradesh Adhyadesh Sankhya 4 of 2025) promulgated by the Governor. Vidhayi Anubhag-1 is administratively concerned with the said Ordinance.

THE UTTAR PRADESH REPEALING ORDINANCE, 2025 (U.P. ORDINANCE NO. 4 OF 2025) [Promulgated by the Governor in the Seventy-sixth Year of the Republic of India] AN

ORDINANCE

to repeal certain enactments that have become redundant and obsolete in the present times and to revive an enactment.

WHERAS the State Legislature is not in session and the Governor is satisfied that circumstances exist which render it necessary for her to take immediate action;

NOW, THEREFORE, in exercise of the powers conferred by clause (1) of Article 213 of the Constitution of India, the Governor is pleased to promulgate the following Ordinance:-

Short title and

1. (1) This Ordinance may be called the Uttar Pradesh Repealing Ordinance, commencement

2025.

(2) Save as otherwise provided, it shall come into force with effect from the date of its publication in the Official Gazette.

Repeal of certain

2. (1) The enactments specified in the Schedule of this Ordinance are hereby enactments

repealed.

(2) In the Schedule to the Uttar Pradesh Repealing Act, 2022 (U.P. Act No. 18 of 2022), the entry specified at serial number 7 thereto is hereby repealed for the purpose of wholly reviving the Uttar Pradesh Essential Services Maintenance Act, 1966 (U.P. Act no. 30 of 1966) from the date of its repeal.

Savings 3. The repeal by this Act of any enactment specified in the Schedule below shall not,—

( a ) affect any other enactment in which the repealed enactment has been applied, incorporated or referred to;

( b ) affect the validity, invalidity, effect or consequences of anything already done or suffered or any right, title, obligation or liability already acquired, accrued or incurred, or any remedy or proceeding in respect thereof, or any release or discharge of or from any debt, penalty, obligation, liability, claim or demand, or any indemnity already granted; or the proof of any past Act or thing;

( c ) affect any principle or rule of law, or established jurisdiction, form or course of pleading, practice or procedure, or existing usage, custom, privilege, restriction, exemption, office or appointment, notwithstanding that the same respectively may have been in any manner affirmed or recognized or derived by, in or from any enactment hereby repealed;

( d ) revive or restore any jurisdiction, office, custom, liability, right, title, privilege, restriction, exemption, usage, practice, procedure or other matter or thing not now existing or in force;

( e ) affect the audit, examination, accounting, investigation, inquiry or any other action taken or to be taken in relation thereto by any authority and such audit, examination, accounting, investigation, inquiry or action could be taken, and, or continued as if the said enactments are not repealed by this Act.
