Karmik Anubhag-4 is administratively concerned with the said Ordinance.
THE UTTAR PRADESH STATE PUBLIC SERVICE COMMISSION (REGULATION OF PROCEDURE) (AMENDMENT) ORDINANCE, 2025
(U.P. ORDINANCE NO. 5 OF 2025)
[Promulgated by the Governor in Seventy-sixth Year of the Republic of India]
AN
ORDINANCE
to amend the Uttar Pradesh State Public Service Commission (Regulation of Procedure) Act, 1985.
WHEREAS the State Legislature is not in session and the Governor is satisfied that circumstances exist which render it necessary for him to take immediate action;
3 mRrj izns'k vlk/kkj.k xtV] 3 twu] 2025 NOW, THEREFORE, in exercise of the powers conferred by clause (1) ofArticle 213 of the Constitution of India, the Governor is pleased to promulgate the
following Ordinance.
1. (1) This Ordinance may be called the Uttar Pradesh State Public Service Short title and commencement Commission (Regulation of Procedure) (Amendment) Ordinance, 2025.
(2) It shall come into force with effect from the date of its publication in the
Official Gazette.
2. For section 10 of the Uttar Pradesh State Public Service Commission Amendment of
section 10 of U.P. (Regulation of Procedure) Act, 1985, the following section shall be substituted,
Act no. 23 of 1985 namely :–
"10. (1) Every question paper shall be set by four different paper setters, who
shall not belong to the same place.
(2) Sealed question papers received from paper setters shall be kept in the
custody of the Controller of Examinations.
(3) The sealed envelopes, containing question papers received from the four
paper setters, shall be handed over to the concerned Moderators against a receipt.
(4) The Moderators shall moderate all the four question papers, place them in
separate covers under their seal, without making any mark of identification on the cover
and hand them over to the Controller of Examinations or his nominee against a receipt.
(5) The Controller of Examinations shall choose any two of the moderated
question papers of a subject without opening the sealed covers and send it as such to
two different press, which shall be responsible for printing the question papers including
the proof-reading, and for preparing packets of question papers in different
Colours/Confidential Code for all examination centers under its seal, in accordance with
information furnished by the Controller of Examinations.
(6) The press shall be responsible for maintaining the secrecy of the question
papers, and the Controller of Examinations shall issue necessary directions and take
necessary precautions to ensure such secrecy."
