WHEREAS in order to maintain aptitude in Sanskrit and to enable deserving and talented students studying Sanskrit in Sanskrit schools/colleges/Sampurnanand Sanskrit University, Varanasi Campus functional in the State to acquire higher education, arrangement for providing scholarship was made since the year 2001, vide Government Order no. 2604(1)/15-11-1499(23)-92, dated 21.12.2001;

AND WHEREAS the aforesaid scholarship scheme as amended vide Government Order no. 1335/15-9-2024, dated 30.08.2024 includes enhancing the amount of scholarship applicable since the year 2001 and relaxing the eligibility and procedure/income limit of parents;

AND WHEREAS there has been felt a need to provide scholarship facility to students studying in Sanskrit Secondary Schools/Colleges/Sampurnanand Sanskrit University Campus functional in the State from Prathama to Uttar Madhyama (Class 6 to 12), Shastri and Acharya and students studying in Shastri and Acharya classes in Sampurnanand Sanskrit University Campus Varanasi;

NOW, THEREFORE , in exercise of the powers under clause (j) of the sub-section (2) of section 21 read with section 22of the Uttar Pradesh Board of Secondary Sanskrit Education Act, 2000 (U.P. Act no. 32 of 2000), the Uttar Pradesh Board of Secondary Sanskrit Education with the previous approval of the State Government hereby makes the following regulations for the students studying in the Secondary Sanskrit Schools/Colleges/Sampurnanand Sanskrit University, Varanasi campus of the State, namely:-

THE SCHOLARSHIP FOR STUDENTS STUDYING IN UTTAR PRADESH

SECONDARY SANSKRIT SCHOOLS/COLLEGES AND SAMPURNANAND

SANSKRIT UNIVERSITY CAMPUS VARANASI REGULATIONS, 2025

Short title,

1. (1) These regulations may be called the Scholarship for Students

commencement and

Studying in Uttar Pradesh Secondary Sanskrit Schools/Colleges and

application

Sampurnanand Sanskrit University Campus Varanasi Regulations, 2025.

(2) They shall come into force with effect from the academic session

2025-26, i.e., April 1, 2025.

(3) They shall be applicable to the students studying Sanskrit education

in Secondary Sanskrit Schools recognised by the Uttar Pradesh Board of

Secondary Sanskrit Education, Lucknow and Sampurnanand Sanskrit University,

Varanasi and its affiliated colleges. Students from other States, apart from the

State of Uttar Pradesh, Nepal and other countries who are studying in the said

institutions will also be eligible for scholarship.

Definitions

2. In these regulations, unless the context otherwise requires,-

(a) "Academic Session" means the academic session from

Prathama to Uttar Madhyama(class 6 to 12) from 1st April to 31st

March of the next year and for higher classes, the academic session

starts from 1st July to 30th June of the next year;

(b) "Candidate" means any student who is pursuing education as

regular student in an educational institution recognised by Uttar Pradesh

Board of Secondary Sanskrit Education, Lucknow or Sampurnanand

Sanskrit university, Varanasi and its affiliated colleges;

(c) "Curriculum" means the curriculum conducted in the

concerned recognised/affiliated educational institution and recognised

by the competent authority;

(d) "Directorate" means office of the Director of Education

(Secondary) Prayagraj, Uttar Pradesh;

(e) "Director" means the Director of Education (Secondary), Uttar Pradesh;

(f) "District Nodal Officer" means the District Inspector of Schools at the district level;

(g) "Educational Institution" means the secondary Sanskrit School recognised by the Uttar Pradesh Board of Secondary Sanskrit Education established by law and the Sampurnanand Sanskrit University or Sanskrit College affiliated to it;

(h) "Finance Controller" means the Finance Controller of the Secondary Education, Uttar Pradesh;

(i) "Treasury at State Headquarters" means the treasury located at Jawahar Bhawan Lucknow;

(j) "State Government" means the Government of Uttar Pradesh; (k) "State Nodal Officer" means the Deputy Director of Education (Sanskrit), Uttar Pradesh, Prayagraj.

3. The rates of scholarship shall be as given in the table below:-

4. (1) Students studying in Government, Non-Government aided Secondary Eligibility for Scholarship

Sanskrit School/College, unaided recognized Sanskrit Secondary School/College and Sampurnanand Sanskrit University Campus, Varanasi will be eligible for scholarship.

(2) Those candidates who are resident of any other State, apart from Uttar Pradesh, Nepal or any other country and are studying Sanskrit education in any recognized Sanskrit Secondary School/Sampurnanand Sanskrit University or its affiliated college in Uttar Pradesh will also be eligible for scholarship.

(3) This scholarship will be payable to candidates of all categories.

(4) Only such candidates will be eligible for scholarship whose marks in the previous class were minimum 50% and attendance in each half year was 75% or more.

(5) It shall be mandatory for the student to have Aadhaar card as per the details mentioned in the school. Students of Nepal or any other country will be exempted from Aadhaar authentication. In respect of candidates from Nepal or other countries, the certificate given by the Principal and Manager/Registrar of the respective educational institution will be valid.

(6) There will be no income barriers to parents for scholarship.

(7) If a student fails in the annual examination of a class, then scholarship

facility will not be available again for the same class.

(8) If a student has not actually passed a class, or the result has been

withheld due to any reason, then scholarship will not be payable.

5. (1) The following steps will be followed to apply for the scholarship Application Process

through online medium:-

( a ) registration; ( b ) Aadhaar verification; ( c ) filling the application form; ( d ) verification of student details by the institution; ( e ) scrutiny; ( f ) verification of online applications by the District Inspector of

Schools;

( g ) Aadhaar based scholarship distribution; ( h ) renewal of application on the basis of registration number. ( i ) in respect of candidates from Nepal or other countries, the certificate given by the Principal and Manager/Registrar of the respective educational institution will be valid. (2) Application for scholarship (Annexure-A, B & C) will be made online through the 'Sanskrit Scholarship window' available on the website of Social Welfare Department, Government of Uttar Pradesh.

(3) Application of candidates studying in Prathama classes will be submitted

by the Principal of the concerned school.

(4) Application of candidates studying in Purva Madhyama and higher

classes will be submitted by the student him/her self.

(5) Hard copy of scholarship application will be submitted to the educational

institution along with all enclosures.

(6) Domicile certificate of Uttar Pradesh, if applicable, should be issued by

the competent authority.

(7) If a student takes admission from one educational institution to another by transfer, then the details of that candidate from the previous educational institution will be cancelled by the educational institution. The candidate may apply afresh from the educational institution in which he has taken admission, provided that he fulfills the eligibility criteria.

(8) It shall be mandatory for the student to apply online within the prescribed dates. After completing the application form online, the student will have to submit it finally, otherwise the application will not be accepted. After the data is locked by the student, there will be no change in it under any circumstances. In case of tampering of online data, action will be taken against the concerned as per the provisions of the Information Technology Act, 2000 (Act no. 21 of 2000) and the rules made thereunder.

6. (1) Applications from Prathama to Uttar Madhyama level will be verified

by the Principal of the concerned school.

Verification of Scholarship Application Form (2) Applications from Shastri and Acharya level will be verified by the

Principal of the concerned Sanskrit College.

(3) Applications of students studying in Sampurnanand Sanskrit University

campus will be verified by the Registrar, Sampurnanand Sanskrit University.

(4) Minimum 50% marks and 75% attendance of candidates from Prathama to

(6) The verified application forms from Secondary Sanskrit School/Sampurnanand Sanskrit University Campus and its affiliated colleges will be forwarded to the District Inspector of Schools of the concerned district within the stipulated time period. (7) The District Inspector of School will thoroughly examine the received application forms and compare them with the online filled applications. He shall thereafter submit the same for being put up to the District Committee for approval. (8) The details of the applicants approved by the District Committee will be forwarded to the State level with recommendations. (9) The application forms rejected due to any reason will be returned to the concerned educational institution with appropriate remarks. 7. (1) The print out of the application filled by the student will be submitted to the Principal/Registrar in the educational institution where the student is studying along with self-attested copies of all the required documents. (2) After uploading the application form online, it will be necessary to submit the hard copy of the application form along with the required enclosures to the educational institution within the working days prescribed in the time schedule.

District Level Committee

8. (1)The following committee will be constituted for sanctioning scholarship at district level at Sanskrit Secondary School/College/Sampurnanand Sanskrit University level:-

1. District Magistrate – Chairperson; 2. Chief Development Officer – Member; 3. District Inspector of Schools - Member Secretary/District Nodal Officer; 4. Principal, Government Inter College – Member.

(2)This committee will implement the Sanskrit Scholarship Scheme for students studying Sanskrit in Sanskrit Secondary Schools/Sampurnanand Sanskrit University campus and its affiliated colleges. The District Level Committee will also sanction Sanskrit Scholarship to students. Difficulties/problems arising from time to time in process of scholarship distribution at district level will also be resolved by this committee.

9. (1) The certificates enclosed with the application forms submitted by the candidates will be verified with the original certificates by the committee constituted at school level, for which the school/college will be fully responsible.

Educational Institution Level Committee

(2) After verification of the documents enclosed with the application form, the following committee constituted at the educational institution level will recommend for grant of scholarship on the applications found to be correct and eligible-

School/College Level Committee:

1. Principal/Headmaster – Chairperson; 2-Senior Teacher of the institution - Secretary/Nodal Officer; 3-Teacher nominated by the District Inspector of Schools - Member University Level Committee:

1. Registrar of the Sampurnanand University – Chairperson; 2. Senior Head of the Department - Secretary/Nodal Officer;

3. Faculty nominated by the Vice Chancellor - Member. 10. The following will be considered as irregular/suspicious applications:-

(a) if the educational institution includes the application in the master Irregular application forms

database by filling in wrong information;

(b) if the student is not found studying in the educational institution; (c) if the educational institution verifies and forwards the scholarship application from its end despite knowing that the student is studying in some other educational institution/school;

(d) if the student obtains scholarship by submitting a false declaration; (e) when a student/educational institution applies for scholarship by tampering/forging documents in order to obtain the scholarship amount and when a fake application is verified and forwarded by the educational institution;

(f) if the details of the candidate are not in accordance with the Aadhaar details (Candidates from Nepal or other countries will be exempted from Aadhaar);

(g) any other basis which the District Level Committee deems

Proceeding on finding irregularities appropriate. 11. If any irregularity is found in recommending the scholarship application, administrative action will be taken against the concerned student/Principal of the educational institution/concerned authority. District Inspector of Schools and the concerned personnel by registering a First Information Report under the appropriate sections of the Bhartiya Nyaya Sanhita, 2023 (Act no. 45 of 2023) as per the rules after investigation.

Website for Scholarship 12. Online application for scholarship will be made only through the Sanskrit scholarship window available on the scholarship related website of the Social Welfare Department, Government of Uttar Pradesh till the specified date. Forms filled through any other medium will not be accepted.

13. (1) Scholarship applications will be filled only in those classes in which the Renewal of applications candidate has taken admission for the first time. (2) Thereafter, the applications will be renewed, if he/she fulfils all the eligibility conditions. (3) In case of renewal of scholarship given last year, if the course continues, then scholarship will be given from the month of admission in the next class. (4) For renewal, every student will have to visit the scholarship portal, login with the old registration number, fill the form with the desired information and submit the application finally. (5) In case of failure in the annual examination of any class, the student will not be eligible for renewal of scholarship. (6) If a student seeks admission from one educational institution to another through transfer, then the details of that candidate in the previous educational institution will be cancelled by the educational institution. The student may apply afresh from the institution in which he/she has taken admission, provided he/she fulfils the eligibility criteria.

14. (1) Scholarship amount will be paid in two installments (first installment Scholarship distribution

before Dussehra and second installment before Holi). (2) For the first installment, verification will be done by counting the attendance from April to 15th August. Similarly, verification of attendance for second installment will be done by counting the attendance from September to 15th January. The attendance of students studying in Shastri and Acharya courses will be counted as per the academic session of the University. (3) The responsibility of verifying and forwarding the details of students recommended by the School Level Committee online will be of the concerned educational institution. If the data of the students is found to be erroneous, incorrect or incomplete, then the educational institution will not recommend scholarship to student and cancel his application at its own level, citing appropriate reasons.

(4) The details of recommendations and online submitted data with the digital signature of each District Inspector of Schools for scholarship and all other records related to scholarship distribution will be maintained in soft copy and hard copy at both the educational institution and District Inspector of Schools levels for a period of 10 years.

15. The time schedule for application for scholarship shall be as given below:-

16. (1) The educational institution will have to nominate a nodal officer for

at the

scholarship. A separate nodal officer will be nominated for each educational institution.

The digital signature of the nominated nodal officer will be valid for that educational

educational institution level institution only. There will be a system to keep the login credentials of the personnel

using digital signature in each educational institution and their log details will be

recorded on the portal along with date and time.

(2) Schools will have to obtain login ID and password from the District

Inspector of School and educational institutions will have to obtain digital signature

from authorized institutions. Each educational institution will have to obtain digital

signature of two authorized persons from authorized institutions.

(3) E-KYC of personnel using digital signature in the educational institution

will have to be updated on the scholarship website.

(4) The website for scholarship will remain active from the date fixed for

online application. Entries will be made by the candidates on the basis of documents.

The school nodal officer will keep checking/matching the application forms received

from the candidates.

(5) The application of students whose data is found

erroneous/incomplete/wrong will not be forwarded by the institution and will be

rejected it at its own level. The entire data available on the login of the educational

institution will be finalized and forwarded or rejected by the date specified. In no case

will the data be kept pending by the institution.

(6) The institution will inform all the students about the provisions of the

scholarship scheme and the last date fixed for filling and submission of the form by

using the information board and communication media available in all the classes.

(7) The facility of applying online will be provided to the students by the

concerned educational institution, if required.

(8) The complete details in computerized application data along with

enclosures regarding the scholarship applications filled online by the school / college

/Sampurnanand Sanskrit University campus and master data will have to be kept

secured in DVD/ hard disk.

(9) The signed hard copy relating to the scholarship application forms will be

made available by the concerned schools to the District Inspector of Schools Office

within the specified date.

(10) The District Inspector of Schools will schedule a meeting of the District

Level Committee to disposeoff the received applications and determine the scholarship

liability and accordingly forward the data to the State level.

Testing/Payment 17. (1) The data of students received from the districts at the level of National

System by NIC Informatics Centre (State Unit) Lucknow will be scrutinized on the basis of the criteria

determined by the State Government from time to time.

(2) The Finance Controller of the Directorate and the State Level Nodal

Officer nominated for the scheme will be provided a one-time default password by

NIC, which will have to be changed by the Nodal Officer himself on first login. The

beneficiary file will be generated using this changed password, after which the

scholarship amount will be transferred directly to the Aadhaar seeded bank accounts of

the students. The scholarship will be transferred in the Aadhaar seeded bank account as

per the arrangement of PFMS (Public Financial Management System). If there is any

hurdle in transferring the amount to the savings bank account of the students, it will be

resolved by the Director.

In respect of candidates from Nepal or other countries Scholarship amount

will be transferred to the savings bank account opened in India. These students will

have to mention the details of the bank account in the application.

Verification and payment process for second instalment

Obtaining the receipt of submission of application form

(3) In case the student does not have a bank account at Prathama level (class 6 to 8), his/her scholarship will be transferred to the Aadhaar linked (seeded) account of his parents and the scholarship of students of other classes will be transferred to their Aadhaar seeded account. (4) NIC (State Unit) will make such arrangement as per the requirement in the scholarship software for the use of Finance Controller Headquarters, so that there will be an option to transfer the transaction file to the PFMS (Public Financial Management System) server by login of the Finance Controller. (5) For the above purpose, Treasury at Jawahar Bhawan Lucknow and State Bank of India Jawahar Bhawan, Lucknow are nominated as Nodal Treasury/Bank. (6) The Finance Controller/Disbursing Officer, Headquarters will be responsible for maintaining the account of the undisbursed amount received back from the banks and all the necessary records related to it. (7) The details related to the transfer of funds will be made available on the website, on the basis of which various types of reports related to the distribution of the concerned district can be generated through their login ID and password. (8) The online forwarded data with the digital signature of the District Inspector of Schools will not be changed at any level. On the basis of the forwarded data by District Inspector of Schools to State Unit of NIC, the demand will be generated only by processing the data in the manner described inregulation 17(2)of these regulations with the software developed by the National Informatics Centre State Unit Lucknow. The District Inspector of School concerned will be fully responsible for the correctness of the data submitted online because on the basis of this locked data, the amount will be transferred to the candidates under the provisions of the regulation. 18. (1) Students' details available at the time of first instalment payment will be used for transfer of second instalment amount payment. (2) Separate payment will be made for second instalment. (3) Secondary Sanskrit School/College/University will verify the percentage of marks and attendance and forward the data to the District Inspector of Schools. (4) Students who could not get the first instalment payment due to not fulfilling the attendance standard, the second instalment of scholarship will be paid to such students on completion of 75 percent attendance in relation to the working days of the second half. Such application forms will be put up in the meeting of District Committee for decision along with the recommendation of the school. The details of eligible students will be verified and forwarded to the State level by the District Inspector of Schools. 19. (1) The receipt given by the institution will be printed along with the print-out of the application form. The institute will provide stamped and signed receipt to the student. (2) The applicant can get the information about the current status of his submitted form on the website, for which he will have to click on the "Know Application Status" given on the website and fill him registration number on the screen. 20. SMS on the mobile number of the student will be sent by different level assigned by departments.

21. (1)The student will apply online for scholarship and submit the application form after verification with Aadhaar Authentication (eKYC) and OTP, after taking admission in the institution. (2) Every student will have to get an Aadhaar card made as per the name and date of birth mentioned on the birth certificate/previous class Transfer Certificate/high school certificate. (3) In case of a married daughter, the name and address of her husband etc. will have to be updated in the Aadhaar card. (4) Scholarship will be transferred only in the Aadhaar seeded account. (5) Students from Nepal and other countries will submit the number of any identity card issued from their country. They will have to fill the bank details related to the account in the application form.

Responsibility of the Department

22. (1) It will be the duty of the Secondary Education Department to ensure timely action with the association of the Principal/Headmaster/Registrar of the educational institutions. If the action is not completed by any educational institution within the stipulated time period, then appropriate action against it.

(2) The District Inspector of School will verify the recognition of the educational institutions, the number of students and the actual number of students admitted in relation to it in the master database and lock it with digital signature.

(3) After verification by the District Inspector of School, the hard copy of the details of the educational institution will have to be kept secure in the office.

(4) On the basis of the reasons mentioned online by the educational institution regarding missing students, random investigation of the concerned educational institutions will be done and if any irregularity is found, necessary action will be taken as per rules to cancel the recognition of the concerned educational institution. (5) The State Nodal Officer will be responsible for the implementation of the scholarship scheme. The State Nodal Officer will be responsible for providing user ID and password for login and digital signature facility to the educational institutions / District Inspector of School.

(6) The responsibility to update the list of schools at the State level will be that of the State Nodal Officer Deputy Director of Education (Sanskrit), Uttar Pradesh, Prayagraj.

(7) The list of schools of the district will be updated by the District Inspector of School in the month of July every year.

(8) The District Inspector of Schools will be responsible for providing information to the State level in the month of July regarding schools not being physically operational in the district.

23. (1) It will be the responsibility of the National informatics Centre (NIC) to prepare online software as per the format and procedure specified by the State Government.

Responsibilities of National Informatics Centre

(2) The District Inspector of School will be able to use the login ID used for scholarship of the Social Welfare Department, Government of Uttar Pradesh for scholarship of students studying in Sanskrit schools and will provide login ID to the schools. For this, NIC will have to make arrangements in the software.

Responsibility of University Nodal Authority (3) It will be the duty of NIC to resolve all technical problems arising from filling application online to transfer of funds. 24. (1) For scholarship of students studying in Shastri/Acharya, the Nodal Officer will obtain digital signature from the concerned authorized institution, verify the master data and lock it. Detailed credentials of the agency/employee making the digital signature will have to be kept secure in the file.

(2) After the declaration of the examination results of the Shastri/Acharya level schools run by Sampurnanand Sanskrit University and its affiliated schools in the State, the results will be uploaded on the scholarship website as soon as possible and locked with digital signature.

(3) The Nodal Officer will verify the details related to the educational institution in the master data with digital signature and lock the data.

(4) The University will issue a registration number to each student and for renewal it will be mandatory for each student to fill the registration number given by the University.

(5) Action shall be taken to blacklist those educational institutions against which irregularities are proved. The action to cancel the affiliation/recognition of such educational institutions will be completed by the University/Sanskrit Parishad within a fixed time limit.

(6) District Nodal Officer will generate the demand through the software developed by NIC on the basis of the approved data using his digital signature.

25. NIC will develop a separate online window for Sanskrit Scholarship application

Scheme on the portal of Social Welfare Department, Government of Uttar Pradesh

through which details of students studying in Sanskrit schools/colleges and

Sampurnanand Sanskrit University will be uploaded.

Permissible proof 26. (1) It will be mandatory to enclose general domicile certificate with the of domicile

scholarship application form, which should be issued by the Tehsildar/ Sub-

Divisional Magistrate of the tehsil of residence of the applicant and should be

available on the website of Revenue Board, Uttar Pradesh.

(2) In respect of candidates from other States, Nepal or other countries,

domicile certificate will have to be given, and that will be certified by the Principal

and Manager/Registrar, which will have to be uploaded on the website while filling

the application form.

Master database of 27. (1) Every year, only such educational institutions will be included in the educational

master database, which have been given full recognition and affiliation for the institutions

courses being run before the beginning of the session.

(2) Educational institutions that get recognition/ affiliation after 30

September will be included in the master database in the next academic session.

(3) If any institution gets recognition after the prescribed date of

30 September and the name is included in the master data, then the District Inspector

of Schools will be fully responsible for it.

Responsibility of 28. The concerned educational institution will be fully responsible for filling educational

correct data related to scholarship online in the master database

Documentation 29. The concerned educational institution and the District Inspector of and verification of

Schools will complete the field verification and documentation of the master database details in master

by correcting any inaccuracies by the specified time. In case of discrepancies in the database

details filled in the master database, the District Inspector of School will contact the

Head of concerned educational institution and resolve the discrepancies.

Jurisdiction in case 30. In case of any type of dispute, the jurisdiction of the dispute will be of dispute

Prayagraj, Uttar Pradesh.
