Preliminary Notification by the Appropriate Government/Collector

Dated Bulandshahr, June 13, 2025

1. Under sub-section (1) of Section 11 of the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013, the State Government of Uttar Pradesh/Collector (for the purposes of appropriate Government) is of the opinion that a total of 11.8284 hectares of land in Village Kirra, Tehsil Khurja, District Bulandshahr is required for Kirra Industrial Scheme proposed by Khurja Development Authority, Khurja.

2. The State Social Impact Assessment Agency AGRIMAA TRUST has conducted the impact assessment study and submitted its recommendations to the appropriate Government, which have been approved by the appropriate Government.

3. The summary of the Social Impact Assessment Report is as follows:-

(a) After Kirra Industrial Scheme comes to District-Bulandshahr, there will be an increase in economic activity along with employment in the district.

(b) The potential benefits from the project are far greater than the social costs and adverse social impacts. The amount of land proposed for acquisition is very less in comparison to the total land value required for the project.

4. No family is likely to be displaced due to land acquisition.

5. The State Government/Collector gladly agrees to notify the land mentioned in the following schedule for public purpose for general information:-

6. To authorise the State Government/Collector to take necessary steps for the purpose of acquisition of land specified and provided under Section 12 of the Act and to survey the land, leveiling of any land, to carry out excavation and to do all such things as are necessary for the proper execution of the work.

7. Under Section 15 of the Act, any person whose interest lies in the land can submit an objection in writing to the Collector against the acquisition of land in his area within 60 days from the date of publication of the notification.

8. Under Section 11(4) of the Act, no person shall, from the date of publication of the notification till the completion of the land acquisition proceedings, deal with the land specified in the preliminary notification, such as by selling/purchasing or creating any encumbrance on the land, without the prior approval of the Collector.
