IN pursuance of the provisions of clause (3) of Article 348 of the Constitution of India, the Governor is pleased to order the publication of the following English translation of the Uttar Pradesh Niji Vishwavidyalay (Dwitiya Sanshodhan) Adhyadesh, 2025 (Uttar Pradesh Adhyadesh Sankhya 8 of 2025) promulgated by the Governor. Uchcha Shiksha Anubhag-1 is administratively concerned with the said Ordinance:–
THE UTTAR PRADESH PRIVATE UNIVERSITIES (SECOND AMENDMENT) ORDINANCE, 2025
(U.P. ORDINANCE NO. 8 OF 2025)
[Promulgated by the Governor in the Seventy sixth Year of the Republic of India]
AN
ORDINANCE
further to amend the Uttar Pradesh Private Universities Act, 2019.
WHEREAS the State Legislature is not in session and the Governor is satisfied that circumstances exist which render it necessary for to take immediate action;
NOW, THEREFORE, in exercise of the powers conferred by clause (1) of Article 213 of the Constitution of India, the Governor is pleased to promulgate the following Ordinance:–
Short title 1. This Ordinance may be called the Uttar Pradesh Private Universities (Second mRrj izns'k vlk/kkj.k xtV] 11 tqykbZ] 2025 3 Amendment of 2. In Schedule 2 of the Uttar Pradesh Private Universities Act, 2019
Schedule 2 of (hereinafter referred to as the "principal Act") after serial no. 48, following serial
U.P. Act no. 12 number shall be inserted, namely :–

Power to remove 3. (1) The State Government may, for the purposes of removing any difficulty
difficulties
in relation to the establishment of Dr. K. N. Modi University, Modinagar, Ghaziabad,
Uttar Pradesh, by order published in the Gazette, direct that the provisions of the
principal Act shall during such period, as may be specified in the order, have effect
subject to such adaptations, whether by way of modification, addition or omission, as
it may deem necessary or expedient :
Provided that no such order shall be made after two years from the date of
commencement of this Ordinance.
(2) Every order made under sub-section (1) shall be laid before both Houses of the
State Legislature, as soon as may be, after it is made.
