भारत का संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करके राज्यपाल, उत्तर प्रदेश शैक्षिक (सामान्य शिक्षा संवर्ग) सेवा नियमावली, 1992 को संशोधित करने की दृष्टि से निम्नलिखित नियमावली बनाती हैः-
उत्तर प्रदेश शैक्षिक (सामान्य शिक्षा संवर्ग) सेवा (पंचम संशोधन) नियमावली, 2025
1-(1) यह नियमावली उत्तर प्रदेश शैक्षिक (सामान्य शिक्षा संवर्ग) सेवा (पंचम संशोधन) संक्षिप्त नाम और प्रारम्भ नियमावली, 2025 कही जायेगी।
(2)यह तुरन्त प्रवृत्त होगी।
नियम-5 का संशोधन 2- उत्तर प्रदेश शैक्षिक (सामान्य शिक्षा संवर्ग) सेवा नियमावली, 1992 जिसे आगे उक्त नियमावली कहा गया है, में नियम-5 में, नीचे स्तम्भ-1 में दिये गये विद्यमान उप नियम 18 और 19 के स्थान पर स्तम्भ-2 में दिया गया उप नियम रख दिया जायेगा, अर्थात :-
स्तम्भ-1
स्तम्भ-2 (18) जिला बेसिक शिक्षा अधिकारी, सह जिला विद्यालय निरीक्षक, प्रधानाचार्य,
(एक) 50 प्रतिशत आयोग द्वारा संचालित संयुक्त राज्य सेवायें परीक्षा के माध्यम से
(18) जिला बेसिक शिक्षा अधिकारी, सह जिला विद्यालय निरीक्षक, प्रधानाचार्य, राजकीय
(एक) पचास प्रतिशत आयोग द्वारा संचालित सम्मिलित राज्य सेवा परीक्षा के माध्यम से 2 उत्तर प्रदेश असाधारण गजट, 14 जुलाई, 2025 स्तम्भ-1 स्तम्भ-2 सीधी भर्ती द्वारा, (दो) 50 प्रतिशत मौलिक रूप सेः-
(क) राजकीय उच्चतर माध्यमिक विद्यालयों और राजकीय नार्मल स्कूल के प्रधानाध्यापकों और पुरूष शिक्षण शाखा के अन्य समकक्ष पदों,
(ख) राजकीय बालिका उच्चतर माध्यमिक विद्यालयों और राजकीय बालिका नार्मल विद्यालयों की प्रधानाध्यापिकाओं और महिला शिक्षण शाखा के अन्य समकक्ष पदों, (ग) उप-विद्यालय निरीक्षक(बालक/ बालिकाओं)/निरीक्षण और शिक्षणेत्तर शाखा में समकक्ष पदों पर नियुक्त, जिन्होंने भर्ती के वर्ष के प्रथम दिवस को तीन वर्ष की सेवा पूरी कर ली हो, में से 61 प्रतिशत, 22 प्रतिशत, और 17 प्रतिशत के अनुपात में, आयोग के माध्यम से पदोन्नति द्वारा।
सीधी भर्ती द्वारा, (दो) पचास प्रतिशत मौलिक रूप से नियुक्तः- (क) राजकीय उच्चतर माध्यमिक विद्यालयों और राजकीय नार्मल स्कूल के प्रधानाचार्य और पुरूष शिक्षण शाखा में अन्य समकक्ष पदों, (ख)राजकीय बालिका उच्चतर माध्यमिक विद्यालयों और राजकीय बालिका नार्मल स्कूल के प्रधानाचार्य और महिला शिक्षण शाखा में अन्य समकक्ष पदों, (ग) उप विद्यालय निरीक्षकों(बालक/ बालिकाओं)/खण्ड शिक्षा अधिकारियों और अन्य की निरीक्षण शाखा में समकक्ष पदों पर नियुक्त, जिन्होंने भर्ती के वर्ष के प्रथम दिवस को 03 वर्ष की सेवा पूरी कर ली हो, में से क्रमशः 33 प्रतिशत पुरूष शिक्षण शाखा, 33 प्रतिशत महिला शिक्षण शाखा और 34 प्रतिशत निरीक्षण शाखा के अनुपात में, आयोग के माध्यम से पदोन्नति द्वारा।

2-उक्त नियमावली में नियम-8 में, नीचे स्तम्भ-1 में दिये गये विद्यमान उप नियम के नियम-8 का संशोधन स्थान पर स्तम्भ-2 में दिया गया उप-नियम रख दिया जायेगा, अर्थातः-

(1) जिला बेसिक शिक्षा अधिकारी, (2) सह जिला विद्यालय निरीक्षक, (3) जिला अनौपचारिक शिक्षा अधिकारी, (4) सहायक उप शिक्षा निदेशक, (5) शिक्षा निदेशक (माध्यमिक और बेसिक) के वैयक्तिक सहायक, (6) उप पाठ्य-पुस्तक अधिकारी, (7) उप सचिव और अवर उप सचिव मुख्यालय और क्षेत्रीय कार्यालय,
(1) जिला बेसिक शिक्षा अधिकारी, (2) सह जिला विद्यालय निरीक्षक, (3) जिला अनौपचारिक शिक्षा अधिकारी, (4) सहायक उप शिक्षा निदेशक, (5) शिक्षा निदेशक (माध्यमिक और बेसिक) के वैयक्तिक सहायक, (6) उप पाठ्य-पुस्तक अधिकारी, (7) उप सचिव और अवर उप सचिव मुख्यालय और क्षेत्रीय कार्यालय,

अन्य बातों के समान होने पर, सीधी भर्ती के मामले में ऐसे अभ्यर्थी को अधिमान दिया जायेगा, जिसने एन0सी0टी0ई0 मान्यता प्राप्त पाठ्यक्रम में शिक्षा स्नातक (बी0एड0) की 4 उत्तर प्रदेश असाधारण गजट, 14 जुलाई, 2025 स्तम्भ-1 स्तम्भ-2

(एक) भारत में विधि द्वारा स्थापित किसी विश्वविद्यालय में स्नातकोत्तर उपाधि या सरकार द्वारा उसके समकक्ष मान्यता प्राप्त कोई उपाधि। (दो) शिक्षा विभाग, उत्तर प्रदेश का एल0टी0 डिप्लोमा या बी0टी0 या बी0एड0 या किसी विश्वविद्यालय की कोई समकक्ष उपाधि। (तीन) हाईस्कूल या इण्टरमीडिएट कक्षाओं या उपरोक्त से उच्चतर कक्षाओं में भारत में विधि द्वारा स्थापित किसी विश्वविद्यालय अथवा महाविद्यालय अथवा सरकार द्वारा मान्यता प्राप्त किसी ऐसी संस्था से कम से कम तीन वर्ष का पढ़ाने का अनुभव।
(एक) भारत में विधि द्वारा स्थापित अथवा सरकार द्वारा मान्यता प्राप्त किसी विश्वविद्यालय/मानित विश्वविद्यालय/संस्था से स्नातकोत्तर उपाधि। (दो) एन0सी0टी0ई0 द्वारा मान्यता प्राप्त पाठ्यक्रम में शिक्षा स्नातक (बी0एड0) की उपाधि। (तीन) हाईस्कूल या इण्टरमीडिएट कक्षाओं या उच्चतर कक्षाओं में भारत में विधि द्वारा स्थापित अथवा सरकार द्वारा मान्यता प्राप्त किसी विश्वविद्यालय अथवा महाविद्यालय अथवा सरकार द्वारा मान्यता प्राप्त किसी ऐसी संस्था में नियमित रूप से नियुक्ति हों तथा तीन वर्ष तक निरन्तर पढ़ाने का अनुभव एवं केन्द्र/राज्य सरकार के कोष या अनुदान से नियमित वेतन आहरित किया हो।
