IN pursuance of the provisions of clause (3) of Article 348 of the Constitution of India, the Governor is pleased to order the publication of the following English translation of the Uttar Pradesh Rajya Lok Sewa Aayog (Prakriya ka Viniyaman) (Sanshodhan) Adhiniyam, 2025 (Uttar Pradesh Adhiniyam Sankhya 6 of 2025) as passed by the Uttar Pradesh Legislature and assented to by the Governor on August 21, 2025. The Karmik Anubhag-4 is administratively concerned with the said Adhiniyam.
THE UTTAR PRADESH STATE PUBLIC SERVICE COMMISSION (REGULATION OF PROCEDURE) (AMENDMENT) ACT, 2025

AN
ACT
to amend the Uttar Pradesh State Public Service Commission (Regulation of
Procedure) Act, 1985.
IT IS HEREBY enacted in the Seventy-sixth Year of the Republic of India as
follows:–
1. (1)This Act may be called the Uttar Pradesh State Public Service Short title and commencement Commission (Regulation of Procedure) (Amendment) Act, 2025.
(2) It shall be deemed to have come into force with effect from the 3rd day of
June, 2025.
2. For Section 10 of the Uttar Pradesh State Public Service Commission (Regulation of Procedure) Act, 1985, the following section shall be substituted, namely:–
Amendment of Section 10 of U.P. Act no. 23 of 1985
''10.(1) Every question paper shall be set by four different paper setters, who
shall not belong to the same place.
(2) Sealed question papers received from paper setters shall be kept in the
custody of the Controller of Examinations.
(3) The sealed envelopes, containing question papers received from the four 4 mRrj izns'k vlk/kkj.k xtV] 21 vxLr] 2025 (4) The Moderators shall moderate all the four question papers, place them in separate covers under their seal, without making any mark of identification on the cover and hand them over to the Controller of Examinations or his nominee against a receipt.
(5) The Controller of Examinations shall choose any two of the moderated question papers of a subject without opening the sealed covers and send it as such to two different Press, which shall be responsible for printing the question papers including the proof-reading, and for preparing packets of question papers in different Colours/Confidential Code for all examination centers under its seal, in accordance with information furnished by the Controller of Examinations.
(6) The press shall be responsible for maintaining the secrecy of the question papers, and the Controller of Examinations shall issue necessary directions and take necessary precautions to ensure such secrecy. ''
U.P. Ordinance no. 5 of 2025 Repeal and saving 3. (1) The Uttar Pradesh State Public Service Commission (Regulation of Procedure) (Amendment) Ordinance, 2025 is hereby
repealed.
(2) Notwithstanding such repeal, anything done or any action
taken under the provisions of the principal Act as amended by the
Ordinance referred to in sub-section (1) shall be deemed to have
been done or taken under the corresponding provisions of the
principal Act as amended by this Act as if the provisions of this Act
were in force at all material times.

STATEMENT OF OBJECTS AND REASONS
The Uttar Pradesh State Public Service Commission (Regulation of Procedure) Act, 1985 (U.P Act no. 23 of 1985) has been enacted to provide for certain matters relating to the procedure of the State Public Service Commission and the conduct of the Business.
In order to conduct the examinations conducted by The Uttar Pradesh Public Service Commission, Prayagraj more efficiently, error-free, fairly and with quality, it was decided to amend Section 10 of the aforesaid Act to provide for preparation of 04 question paper sets instead of 03 question paper sets by reputed subject experts and moderators with accuracy and for printing two sets of question papers instead of 01 question paper from different printing press.
Since the State Legislature was not in session and immediate legislative action was necessary to implement the aforesaid decision, the Uttar Pradesh State Public Service Commission (Regulation of Procedure) (Amendment) Ordinance, 2025 (U.P. Ordinance no.5 of 2025) was promulgated by the Governor on June 3, 2025.
This Bill is introduced to replace the aforesaid Ordinance.
