संख्या 693 दिनांक 9 जुलाई, 2024 को निर्गत की गयी थी तथा अन्तिम रूप से दो समाचार-पत्रों अमर उजाला

(हिन्दी अंक) व हिन्दुस्तान टाईम्स (अंगे्रजी अंक) में दिनांक 11 जुलाई, 2024 को प्रकाशित की गयी थी। डिप्टी

कलेक्टर/असिस्टेंट कलेक्टर मेरठ सदर व डिप्टी कलेक्टर सरधना को प्रभावित परिवारों के पुनर्वासन एवं

पुनव्र्यवस्थापन के उद्देश्य से प्रशासक नियुक्त किया गया था।

अधिनियम की धारा 15 की उपधारा (2) के प्रावधानों के अनुपालन में कलेक्टर द्वारा प्रस्तुत रिपोर्ट के

विचारोपरान्त धारा 19 (1) के अन्तर्गत राज्यपाल घोषणा करने का निर्देश देते हैं कि उन्हें यह समाधान हो गया है

कि अनुसूची "क" में वर्णित भूमि का क्षेत्रफल सार्वजनिक प्रयोजन हेतु आवश्यक है तथा अनुसूची "ख" में उल्लिखित

जिला मेरठ, तहसील सदर/सरधना परगना, ग्राम की शून्य हैक्टेयर भूमि को विस्थापित परिवारों के पुनर्वासन एवं

पुनव्र्यवस्थापन हेतु पुनर्वासन एवं पुनव्र्यवस्थापन क्षेत्र के रूप में चिन्हित किया गया है।

घोषणा के प्रकाशन के साथ पुनर्वासन एवं पुनव्र्यवस्थापन योजना के सारांश के प्रकाशन हेतु कलेक्टर मेरठ को

निर्देशित करते हैं। पुनर्वासन और पुनव्र्यवस्थापन योजना का सारांश इसके साथ संलग्न है।

प्रतिकर और पारदर्शिता अधिकार अधिनियम, 2013 की धारा 11 की उपधारा (1) के अन्तर्गत जो प्रारम्भिक अधिसूचना

संख्या 693 दिनांक 9 जुलाई 2024 के क्रम में मेरे द्वारा घोषणा का प्रकाशन कर दिया गया है तथा सरकारी अधिसूचना

के साथ पुनर्वासन और पुनव्र्यवस्थापन योजना का सारांश संलग्न कर दिया गया है। पुनर्वासन और पुनव्र्यवस्थापन

योजना का सारांश निम्नवत्‌ हैः-

उत्तर प्रदेश राज्य सरकार की माननीय कैबिनेट का निर्णय, अपर मुख्य सचिव के पत्रांक संख्या 1607/310-2-

2023-013/23 दिनांक 24 अगस्त, 2023 के माध्यम से मौजूदा जनपद मेरठ के भैसाली बस टर्मिनल सह डिपो को

मेरठ शहर के बाहर, मेरठ दक्षिण आरआरटीएस स्टेशन (ग्राम अमीनगर उर्फ भूड़बराल) के पास और मोदीपुरम

आरआरटीएस स्टेशन (ग्राम सिवाया जमाउल्लापुर, दुल्हैड़ा चौहान व मुकर्रबपुर पल्हैड़ा) के निकट नए चिन्हित स्थानों

पर स्थानांतरित करने के लिए एनसीआरटीसी को अवगत एवं निर्देशित किया गया है।

उक्त परियोजना के लिए अर्जन हेतु प्रस्तावित 3.9930 है0 भूमि के अर्जन से तहसील सदर, ग्राम अमीनगर

उर्फ भूड़बराल के लगभग 31 कुटुम्ब व तहसील सरधना, ग्राम सिवाया जमाउल्लापुर के 29, दुल्हैड़ा चौहान के 16 व

मुकर्रबपुर पल्हैड़ा के 3 कुल 79 कुटुम्बों के प्रभावित होने की संभावना है। परियोजना से प्रभावित परिवारों के सम्बन्ध

में पुनर्वासन और पुनव्र्यवस्थापन योजना तैयार की गई है जिसका सारांश निम्न प्रकार हैः-

➢ भूमि एवं उस पर स्थित संरचनाओं हेतु प्रतिफल की गणना भू-अर्जन अधिनियम, 2013 की सुसंगत धाराओं

एवं अनुसूची-1 के क्रम में किया जायेगा।

➢ पुनर्वासन और पुनव्र्यवस्थापन लाभों की गणना अधिनियम, 2013 की अनुसूची-2 के अनुसार की जायेगी।

➢ प्रत्येक प्रभावित कुटुम्ब को पाँच लाख रूपये की एक मुश्त धनराशि वार्षिकी या नियोजन के विकल्प के रूप

में प्रदान की जायेगी।

➢ प्रत्येक प्रभावित कुटुम्ब को पचास हजार रूपये की एक मुश्त धनराशि पुनर्वास भत्ते के रूप में प्रदान की

जायेगी।

➢ प्रत्येक विस्थापित परिवार को 12 माह की अवधि तक तीन हजार रूपये प्रतिमाह की दर से निर्वाह अनुदान

प्रदान किया जायेगा।

➢ प्रत्येक विस्थापित परिवार को पचास हजार रूपये की एक मुश्त धनराशि परिवहन व्यय के रूप में प्रदान की

जायेगी।

1-उपरोक्त पुनर्वास एवं पुनव्र्यवस्थापन स्कीम का क्रियान्वयन 18 माह की अवधि में करा लिया जायेगा।

2-उक्त भूमि का स्थल नक्शा कलेक्टर के कार्यालय में भूमि अर्जन के उद्‌देश्य से देखा जा सकता है।

WHEREAS preliminary notification no. 693 dated July 9, 2024 was issued under sub-section (1) of Section 11 of the Right to fair Compensation and Transparency in Rehabilitation and Resettlement Act, 2013, in respect of Village Aminagar urf Bhudbaral 2.813 hect. of Tehsil Sadar District Meerut and Village Siwaya Jamaullapur 0.9292 hect., Dulhera Chauhan 0.2345 hect. and Mukarrabpur Palhera 0.0161 hect. of Tehsil Sardhana District Meerut, total 3.9930 hect. is required for Uttar Pradesh State Road Transport Corporation for construction of bus stations/depot/public purpose, namely, project "Implementation of Delhi- Gzb- Meerut RRTS Corridor" through National Capital Region Transport Corporation (NCRTC) and lastly published in 2 local newspaper Amar Ujala (in Hindi) and Hindustan times (in English) dated July 11, 2024. The Deputy Collector/Assistant Collector Meerut was appointed as Administrator for the purpose of Rehabilitation and Resettlement of the project affected families.

After considering the report of the Collector submitted in pursuance to provision under sub-section (2) of the Section 15 of the Act, the Governor is pleased to declare under Section 19 (1) of the Act, that he is satisfied that the area of the land mentioned in the given Schedule "A" is needed for public purpose and the land to the extent of-………..Nill……hectares in Village-………..Nill…… Pargana- ………..Nill……District-………..Nill……as given in Schedule "B" has been identified as the Rehabilitation and Resettlement area for the purpose of Rehabilitation and Resettlement of the displaced families.

The Collector is further pleased under sub-section (2) of Section 19 of the Act, to direct the Collector of Meerut to publish a summary of the Rehabilitation and Resettlement Scheme with publication of the declaration to this effect. The summary of the Rehabilitation and Resettlement Scheme is attached herewith. SCHEDULE-A

NOTIFICATION OF DECLARTION BY COLLECTOR

[Under Sub-section (2) of Section 19 of the Act]

By the order of declaration made under Government notification no. 693, dated July 9, 2024, in respect of Village Aminagar urf Bhoodbaral 2.8132 hectares Tehsil Sadar District Meerut and Village Siwaya Jamaullapur 0.9292 hectares, Dulhera Chauhan 0.2345 hectares and Mukarrabpur Palhera 0.0161 hectares of Tehsil Sardhana, District Meerut total 3.9930 hectares of land is required for the construction of bus stand/depots of Uttar Pradesh State Road Transport Corporation/public purpose, namely Delhi- Ghaziabad-Meerut RRTS Corridor project through National Capital Region Transport Corporation, I hereby published the declaration made therein summary of Rehabilitation and Resettlement Scheme along with Government notification, a summary of the Rehabilitation and Resettlement Scheme is given below:-

The decision of the Hon'ble Cabinet of the State Government of Uttar Pradesh, vide letter no. 1607/310-2-2023-013/23 dated August 24, 2023 of the Additional Chief Secretary, has been informed and directed to shift the existing Bhaisali Bus Terminal cum Depot of Meerut district to new identified locations outside Meerut city, near Meerut South RRTS station (Village Aminagar alias Bhoodbaral) and near Modipuram RRTS station (Village Siwaya Jamaullapur, Dulhera Chauhan and Mukarrabpur Palhera).

Delhi-Ghaziabad-Meerut RRTS Corridor would bring economic growth in the region and employment opportunities to the inhabitants would enhance. Also the traffic congestion between the National Capital and nodal cities would reduce to improve the overall environment of the area.

Due to the acquisition of 3.9930 hectare land proposed for the said project, about 31 families of Village Aminagar urf Bhoodbaral of Tehsil Sadar and 29 families of Village Siwaya Jamaullapur, 16 of Dulhera Chauhan and 3 of Mukarrabpur Palhera of Tehsil Sardhana total 79 families are expected to be affected because of the acquisition. Rehabilitation and Resettlement plan has been prepared in respect of the families affected by the project, the summary of which is as follows:-

➢ The compensation for land and assets attached with it would be evaluated and distributed as per Schedule-1 and other provisions laid down under RFCTLARR Act, 2013. ➢ The Rehabilitation and Resettlement assistance would be paid as per the provisions of Schedule-2 of the RFCTLARR Act, 2013. ➢ One time payment of Rs. 5,00,000/- in lieu of Job/annuity to each affected family . ➢ One time Resettlement allowance of Rs. 50,000/-to each affected family. ➢ Subsistence grant of Rs. 3000/- per month for a period of 12 months to all displaced families. ➢ One time transportation allowance @ Rs. 50,000/- per displaced family.

1. The implementation of the Rehabilitation and Resettlement Scheme will be completed within 18 months.

2. The plan for the land may be inspected in the office of the Collector for the purpose of land Acquisition.
