IN exercise of the powers conferred by the proviso to Article 309 of The Constitution the Governor is pleased to make the following rules:–
THE UTTAR PRADESH DIRECT RECRUITMENT THROUGH PUBLIC
SERVICE COMMISSION (SCREENING EXAMINATION) RULES, 2025
Short title, 1. (i) These rules may be called The Uttar Pradesh Direct Recruitment
commencement Through Public Service Commission (Screening Examination) Rules, 2025.
and applicability (ii) They shall come into force at once.
(iii) They shall apply to all the recruitment made directly by selection
through Commission either on the basis of Screening examination & interview.
Overriding effect 2. These rules shall have effect notwithstanding anything to the contrary
contained in any other rules or orders.
Definitions 3. In these rules unless anything repugnant in the subject or context:
(a) 'Commission' means Public Service Commission, Uttar Pradesh;
(b) 'Government' means Government of Uttar Pradesh;
(c) 'Governor' means Governor of Uttar Pradesh;
(d) 'post' means any gazetted post or posts of Group 'B', the selection for
which is made only through interview by the Commission;
(e) 'service rules' means the rules and Government orders governing the
service and include the rules prescribing method of recruitment for post;
(f) 'Screening Examination' means screening test to be conducted by the
Commission with the purpose of finding out suitable candidates for admission
to the interview;
(g) 'direct recruitment' means recruitment made only through the interview
by the Commission;
(h) 'suitable candidates' means candidate securing minimum number of
marks as fixed by Commission at Screening Examination thereby enabling
him to appear in the interview as the case may be;
(i) 'Screening Examination' or 'Interview' means the Screening
Examination or Interview as per relevant service rules and Government
orders.
Holding of 4. (a) Notwithstanding anything otherwise contained in relevant service rules
Screening regarding direct recruitment, the Commission may, hold Screening
Examination Examination for selection of suitable candidates for admission to interview.
(b) Where a Screening Examination is held only such candidates as qualify
in the Screening Examination will be entitled for Interview as per the
standard of the Commission.
(c) The final merit order will be determined by adding 75% marks in
screening test and 25% marks in interview.
4 mRrj izns'k vlk/kkj.k xtV] 29 vDVwcj] 2025(d) Screening Examination will consist of a question paper of two hours' duration in which one part will be of General Knowledge / General Studies and the other part will be related to the subjects mentioned in the essential qualification of the post in which one subject has been chosen by the candidate. The Examination Plan and Syllabus of the screening test will be prepared by the Commission at its discretion in relation to the essential qualification of the post.
(e) The question papers will be set in the language permitted for Screening Examination and in English and Hindi in cases where selection by interview is prescribed in service rules and Government orders.
(f) The Screening Examination shall be held at places and on dates and time as is fixed by Commission.
Other terms
5. Subject to the provisions of rule-4, the other provisions contained in the conditions for direct
relevant service rules shall remain unaffected.

6. Notwithstanding anything contained in these rules the selection pending on the date of commencement of these rules shall be continued and concluded in accordance with the relevant service rules and Government orders, as if these rules had not been in force.
