WHEREAS preliminary notification no. 735 /VIII-A.Ji.A.(Bhu.A.)/RRTS/Ghaziabad, Dated October 30, 2024 was issued under sub-section (1) of Section 11 of Right to Fair Compensation and Transparency in Rehabilitation and Resettlement Act, 2013, in respect of 2.3027 hectares of land in village Duhai, Pargana Jalalabad, Tehsil Ghaziabad, District Ghaziabad is required for public purpose, namely under Delhi-Meerut RRTS Corridor project for the connecting road on Duhai depot and Duhai station for service road through National Capital Region Transport Corporation and lastly published on dated November 5, 2025 in news paper Dainik Jagran and Amar Ujala. The English version of the preliminary notification dated October 30, 2024 was amended on January 13, 2025, and this amendment was published in news paper Dainik Jagran and Amar Ujala on January 14, 2025. The Deputy Collector / Assistant Collector Ghaziabad was appointed as Administrator for the purpose of Rehabilitation and Resettlement of the project affected families.

2. After considering the report of the Collector submitted in pursuance to the provision under sub- section (2) of the Section 15 of the Act, the Governor is pleased to declare under section 19 (1) of the Act that he is satisfied that the area of the land mentioned in the given Schedule "A" is needed for the public purpose.

3.The Governor is further pleased under sub-section (2) of Section 19 of the Act, to direct the Collector of District Ghaziabad to publish a summary of the Rehabilitation and Resettlement Scheme with publication of the declaration to this effect. The summary of Rehabilitation and Resettlement Scheme is attached herewith.

NOTIFICATION OF DECLARATION BY COLLECTOR

By the order of declaration made under Government notification no 735 /VIII- A.Ji.A.(Bhu.A.)/RRTS/Ghaziabad, Dated October 30, 2024, 2.3027 hectares of land in village Duhai, Pargana Jalalabad, Tehsil Ghaziabad, District Ghaziabad is required for public purpose, namely under Delhi-Meerut RRTS Corridor project for the connecting road on Duhai depot and Duhai station for service road through National Capital Region Transport Corporation, I hereby published the declaration made therein summary of Rehabilitation and Resettlement Scheme along with Government notification, a summary of the Rehabilitation and Resettlement Scheme is given below:

Delhi-Meerut RRTS Corridor project for the connecting road on Duhai depot and Duhai station for service road would bring economic growth in the region and employment opportunities to the inhabitants would enhance. Also the traffic congestion between the National Capital and Nodal Cities would reduce to improve the overall environment of the area.

For this project, approximately 2.3027 hectares of land will be acquired in village Duhai, Tehsil Ghaziabad, District Ghaziabad, which is expected to affect around 94 families, out of which 10 families may face residential or commercial displacement. The construction of this project will ensure the continuous availability of an affordable, reliable, safe and seamless transportation system within the urban cluster of Delhi, Ghaziabad and Meerut. It will help reduce accidents, pollution, travel time, energy consumption and antisocial incidents. The project will also help regulate urban development and land use for sustainability and regional growth and is important for the planned development of efficient movement of people and goods within the NCR (National Capital Region). For the project affected families, R&R draft scheme has been prepared. The salient features of the Resettlement and Rehabilitation scheme are as follows:–

➢ The compensation for land and assets attached with it would be evaluated and distributed as per Schedule-1 and other provisions laid down under RFCTLARR Act, 2013.

➢ The Rehabilitation and Resettlement assistance would be paid as per the provisions of Schedule-2 of the RFCTLARR Act, 2013.

➢ One time payment of Rs.5,00,000/- in lieu of Job/annuity to each affected family.

➢ One time resettlement allowance of Rs.50,000/-to each affected family.

➢ One time allowance @ Rs.25000/- per family for reconstruction of shop, who lost their shop due to acquisition.

➢ One time transportation allowance @ Rs.50,000/- per displaced family.

➢ Subsistence grant of Rs.3000/- per month for a period of 12 months to all displaced families.

1.The implementation of the Rehabilitation and Resettlement Scheme will be completed within 18 months.

2. The plan for the land may be inspected in the office of the collector for the purpose of land Acquisition.
