IN exercise of the powers conferred by the proviso to Article 309 of the Constitution, the Governor is pleased to make the following rules with a view to amending the Uttar Pradesh Lekhpals Service Rules, 2006.
THE UTTAR PRADESH LEKHPALS SERVICE (FIFTH AMENDMENT)
RULES, 2025
Short title and 1. (1) These rules may be called the Uttar Pradesh Lekhpals Service
commencement (Fifth Amendment) Rules, 2025.
(2) They shall come into force at once.
Amendment of 2. In the Uttar Pradesh Lekhpals Service Rules, 2006, hereinafter referred to as
rule-5
the said rules, for existing rule 5 set out in Column-1 below, rule as set out in Column-2
shall be substituted, namely:-

COLUMN-2 Rule as hereby substituted Recruitment shall be made from the

Direct Recruitment to a Post in the

through the Selection Committee from
amongst substantively appointed
chainmen (Class IV), who have
completed six years service as such on
the first day of the year of recruitment
and have passed the Intermediate
examination of the Board of High School
and Intermediate Education, Uttar
Pradesh or an examination recognised by
the Government as equivalent thereto.
Insertion of 3. In the said rules, after rule 15, the following new rule 15(a) shall be
new rule 15(a) inserted, namely:-
(1) Recruitment by promotion on the basis of seniority subject to

(i) Appointing Authority........................................................Chairman
(ii) Two gazetted officers nominated by Appointing
Authority, have supervisory capacity of the post for which selection

(2) The appointing authority shall prepare eligibility list of the candidates in
accordance with the Uttar Pradesh Promotion by Selection (on the posts out side the
purview of the Public Service Commission) Eligibility list Rules, 1986 as amended
from time to time, and place the same before the Selection Committee along with
their character rolls and such other records, pertaining to them as may be considered
proper:
4 mRrj izns'k vlk/kkj.k xtV] 20 uoEcj] 2025(3) The Selection Committee shall consider the case of candidates on the basis of records, referred to in sub-rule (2), and if it considers necessary, it may interview the candidates also.
(4) The Selection Committee shall prepare a list of selected candidates in order of seniority as it stood in the cadre from which they are to be promoted and forward the same to the appointing authority.
4. In the said rules in rule 16, for existing sub rule (1) set out in column-1 below, the Amendment
of rule-16 sub-rule as set out in column-2 shall be substituted, namely:-
