IN pursuance of the provisions of clause (3) of Article 348 of the Constitution of India, the Governor is pleased to order the publication of the following English translation of the Uttar Pradesh Ganna Upkar (Nirsan) Adhiniyam, 2025 (Uttar Pradesh Adhiniyam Sankhya 3 of 2026) as passed by the Uttar Pradesh Legislature and assented to by the Governor on January 2, 2026. The Cheeni Udyog Anubhag-3 is administratively concerned with the said Adhiniyam.

to repeal the Uttar Pradesh Sugarcane Cess Act, 1956.
IT IS HEREBY enacted in the Seventy-sixth Year of the Republic of India as follows :–
Short title 1. This Act may be called the Uttar Pradesh Sugarcane Cess (Repeal) Act, 2025.

STATEMENT OF OBJECTS AND REASONS
The Uttar Pradesh Sugarcane Cess Act, 1956 (U.P. Act no. 22 of 1956) has been declared ultra vires and beyond the legislative capacity of the State by the Honorable Supreme Court, New Delhi in its decision given on December 13, 1960 in Diamond Sugar Mills Limited and Others vs. State of Uttar Pradesh and Others.
Thus, after the decision of the Honorable Supreme Court dated December 13, 1960, the Uttar Pradesh Sugarcane Cess Act, 1956 is no longer in existence.
In view of the above, l the aforesaid Act it has been decided to repea .
The Uttar Pradesh Sugarcane Cess (Repeal) Bill, 2025 is introduced accordingly.
