STATEMENT OF OBJECTS AND REASONS

To promote ease of doing business in the State of Uttar Pradesh, it has become necessary to amend various State Acts and remove criminal provisions relating to minor, technical and procedural lapses. These provisions are being replaced with rationalised monetary penalties. The purpose of this initiative is to reduce compliance burden, improve regulatory certainty and encourage investment in the State. This approach is aligned with the national reform effort undertaken through the Jan Vishwas (Amendment of Provisions) Act, 2023.

The State aims to achieve a USD 1 trillion economy. For this, a predictable and non punitive regulatory framework is essential. In view of the above, it was decided to amend certain Acts to decriminalise certain provisions thereof.

Since the State Legislature was not in session and immediate legislative action was necessary to implement the aforesaid decision, the Uttar Pradesh Sugamya Vyapaar (Amendment of Provisions) Ordinance, 2025 (U.P. Ordinance no. 14 of 2025) was promulgated by the Governor on 7th November, 2025.

The Bill is introduced to replace the aforesaid Ordinance.

By order,

J. P. SINGH-II, Pramukh Sachiv.
