IN exercise of the powers conferred by sub-section (2) of Section 4 of the Census Act, 1948 (Act no.37 of 1948), the Governor is pleased to appoint the Officers mentioned in Column (3) of the Schedule-1, Schedule-2, Schedule-3 and Schedule-4 given below as Census Officers with the designation shown against each in Column (4) thereof, to take, or aid in, or supervise the taking of the Census of India 2027 within their respective jurisdiction mentioned against each in Column (5) of the said Schedule.

2. In exercise of the power conferred by sub-section (4) of Section 4 of the said Act, the Governor is further pleased to delegate to the Officers referred to in Paragraph-1 the power of appointing Census- Officers within their respective jurisdictions and such person, when so appointed, shall be bound to serve accordingly.

3. In exercise of the powers under sub- section (3) of the said afore section, the Governor is also pleased to authorize the officers named in above schedule to issue declaration in writing that any person has been duly appointed as Census Officer by him for any Local Area and to authorize the Director of Census Operations, Uttar Pradesh to issue declaration that an officer referred to in above schedule, had been duly appointed as Census Officer by the State Government.

4. As per the provisions of Section 11 of the Census Act, 1948, any Census-Officer or any person lawfully required to give assistance towards the taking of Census who refuses to perform any duty imposed upon him/her under by this Act or any rule made thereunder, or any person who hinders or obstructs another person in performing any such duty, or any Census-Officer or any person lawfully required to give assistance towards the taking of a Census who neglects to use reasonable diligence in performing any duty imposed upon him or in obeying any order issued to him in accordance with this Act or any rule made thereunder, or any person who hinders or obstructs another person in performing any such duty or obeying any such order, shall be liable to be punished with fine which may extend to one thousand rupees and in case of a conviction shall also be punishable with imprisonment which may extend to three years.
