IN pursuance of the provisions of clause (3) of Article 348 of the Constitution of India, the Governor is pleased to order the publication of the following English translation of the Uttar Pradesh Rajya Vishwavidyalay (Dwitiya Sanshodhan) Adhyadesh, 2026 (Uttar Pradesh Adhyadesh Sankhya 2 of 2026) promulgated by the Governor. The Uccha Shiksha Anubhag-1 is administratively concerned with the said Ordinance.

THE UTTAR PRADESH STATE UNIVERSITIES (SECOND AMENDMENT) ORDINANCE, 2026

(U.P. ORDINANCE NO. 2 OF 2026)

[Promulgated by the Governor in the Seventy-sixth Year of the Republic of India]

AN

ORDINANCE

further to amend the Uttar Pradesh State Universities Act, 1973.

WHEREAS the State Legislature is not in session and the Governor is satisfied

that circumstances exist which render it necessary for her to take immediate action;

NOW, THEREFORE, in exercise of the powers conferred by clause (1) of

Article 213 of the Constitution of India, the Governor is pleased to promulgate the

following Ordinance :–

1.(1) This Ordinance may be called the Uttar Pradesh State Universities Short title and commencement (Second Amendment) Ordinance, 2026.

(2) It shall come into force with effect from the date of its publication in the

Official Gazette.

Section 4 of

President's Act

2. In Section 4 of the Uttar Pradesh State Universities Act, 1973 (hereinafter referred to as the "principal Act"), in sub-section (1-A), after clause (o), the following clauses shall be inserted, namely:–

"(p) a University to be known as Swami Shukdevanand University, no. 10 of 1973 as

Shahjahanpur;".

3. In Section 50 of the principal Act, after sub-section (1-L), the following Amendment

sub-section shall be inserted, namely :–

"(1-M) Until the First Statutes of Swami Shukdevanand University, Shahjahanpur are made under this Section, the Statutes of Mahatma Jyotiba Phule Rohilkhand University, Bareilly as in force immediately before the establishment of the said University shall apply to it subject to such adaptations and modifications as the State Government may, by notification, provide;".

4. In Section 52 of the principal Act, after sub-section (2-K), the following Amendment

sub-section shall be inserted, namely :–

"(2-L) Until the First Ordinances of Swami Shukdevanand University, Shahjahanpur are made under sub-section (2), the Ordinances of Mahatma Jyotiba Phule Rohilkhand University, Bareilly, as in force immediately before the establishment of the said University, shall apply to it subject to such adaptations and modifications as the State Government may, by notification, provide.".

5. In the Schedule to the principal Act,–

Amendment

(a) for the entries appearing at serial no. 7, the following entries shall of Schedule

be substituted, namely :–

"7 . Mahatma Jyotiba Phule Rohilkhand University, Bareilly –

Districts of Bareilly, Budaun, Pilibhit, Shahjahanpur.

Districts of Bareilly, Budaun, Pilibhit.".

(i) Until the establishment of Swami Shukdevanand University, Shahjahanpur. (ii) Upon the establishment of Swami Shukdevanand University, Shahjahanpur.

(b) after serial no. 21, the following serial number and entries relating thereto shall column-wise be inserted, namely:–

Shahjahanpur District.".

"22. Swami Shukdevanand University, Shahjahanpur.

Power to remove

difficulties

6. (1) The State Government may, for the purpose of removing any difficulty in relation to the establishment of Swami Shukdevanand University, Shahjahanpur, by order published in the Gazette, direct that the provisions of the principal Act shall during such period, as may be specified in the order, have effect subject to such adaptations, whether by way of modification, addition or omission as it may deem to be necessary or expedient :

Provided that no such order shall be made after two years from the date of commencement of this Ordinance.

(2) Every order made under sub-section (1) shall be laid before both the Houses of the State Legislature , as soon as may be, after it is made.
