U.O.-15/VI-Pu-9– 2025-1862153, dated January 20, 2026:

IN exercise of the powers conferred by second proviso to sub-section (3) of Section 265, second proviso to sub-section (2) of Section 266 and Section 308 of the Bharatiya Nagarik Suraksha Sanhita, 2023 (Act no. 46 of 2023), and in furtherance of the objective of conducting the examination-in-chief, cross-examination and re-examination of prosecution and defence witnesses through audio-video electronic means, the Governor is pleased to notify the places specified hereunder, wherein video-conferencing rooms/facilities have been duly established and are presently operational, as "designated places" for the purposes of the aforesaid provisions of law:
(i) All Indian Embassy/ High Commission of India; (ii) All Court premises situated in the State; (iii) Court of another State or Union Territory within the territory of India; (iv) Mediation Centre or office of District Legal Services Authority; (v) District offices of Directorate of Prosecution; (vi) Jail or prison; (vii) Observation Home, Special Home, Children's Home, Shelter Home or any institution referred to as a child facility;
(viii) Women's Rescue Homes, Protection Homes, Shelter Homes, Nari Niketans or any institution referred to as a women's facility:
(ix) District Collectorates; (x) State-level headquarters of all departments for serving/former public servants of the State Government;
(xi) Uttar Pradesh Bhawan, Chanakyapuri, New Delhi for serving/former public servants of the State Government;
(xii) Regional/Zonal office of the Inspector General of Police, district police lines and all police stations for officers/personnel working/having worked in the police;
(xiii) All Central or State Government or local bodies medical colleges, district hospitals and community health centers under the Department of Medical Education and Department of Medical Health and Family Welfare for doctors/registered medical practitioners/medical staff besides patients and their attendants;
(xiv) Forensic Science Laboratories (State Headquarters and Regional Laboratories) for officers/personnel working/having worked in forensic science laboratories;
(xv) Main/Lead district-level branches of State Government-owned banks and nationalized banks:
(xvi) Where a required person is unable to reach the Court Point or the designated place due to illness or physical infirmity or where securing such person's presence cannot be ensured without undue delay or excessive expense, the Court may permit conducting of proceedings through video conferencing from the place where such person is located, provided that a portable or other appropriate video conferencing system is operational at that location and all security and procedural safeguards as prescribed under the applicable and prevailing Video Conferencing Rules can be duly ensured. 2. The head of the respective department will be responsible for the establishment, maintenance, and smooth functioning of each of the above video conferencing rooms/facilities.
3. Designated locations with video conferencing rooms/facilities shall comply with the provisions of the Video Conferencing Rules, 2020 (as amended).
This notification shall come into force with immediate effect.
