IN exercise of the powers conferred by the proviso to Article 309 of the Constitution, the Governor is pleased to make the following rules, with a view to amending the Uttar Pradesh Transport

(Subordinate) Technical Service Rules, 1980:

THE UTTAR PRADESH TRANSPORT (SUBORDINATE) TECHNICAL SERVICE (SIXTH AMENDMENT) RULES, 2026

1. (1) These rules may be called the Uttar Pradesh Transport (Subordinate) Short title and commencement

Technical Service (Sixth Amendment) Rules, 2026.

Substitution of Rule 2

(2) They shall come into force at once. 2. In the Uttar Pradesh Transport (Subordinate) Technical Service Rules, 1980, hereinafter referred to as the said rules, for existing Rule 2 set out in Column-1 below, the rule as set out in Column-2 shall be substituted, namely:–

Motor Vehicle Inspector

(1) Must have passed the High School Examination of the Board of High School and Intermediate Education, Uttar Pradesh or examination recognized by the Government equivalent as thereto; and

(2) (i) A diploma in Automobile Engineering (3 years course); or

(ii) A diploma in Mechanical Engineering awarded by the State Board of Technical Education (3 years course); or

(iii) Any qualification in either of the above disciplines/ branches declared equivalent, by the Central Government or State Government; and

(3) Working experience of at least one year in a reputed automobile workshop which undertakes repairs of both light motor vehicles, heavy goods vehicles and heavy passenger motor vehicles fitted with petrol and diesel engine; and

(4) Must hold a driving license authorizing him to drive motor cycle, heavy goods vehicles and heavy passenger motor vehicles;

(5) Must have thorough knowledge of Hindi language written in Devanagari.

8. In the said rules, after existing Rule 15, the following Rule 15(A) shall be Insertion of new Rule 15(A) inserted, namely:–

Selection Commission:–

15(A). Direct recruitment to the post of Assistant Motor Vehicle Inspector is the service shall be made in accordance with the Uttar Pradesh Direct Recruitment to Group 'C' Posts (Mode and Procedure) Rules, 2015, as amended from time to time.

9. In the said rules, the Rule 16 and 17 which were ommitted by fourth amendment Restoration of Rule 16 and 17 2014, shall be restore as follows:-

Procedure for recruitment by promotion:– 16. Recruitment by promotion shall be made on the basis of seniority subject to the rejection of the unfit in accordance with the Uttar Pradesh Promotion by Selection in Consultation with Public Service Commission (Procedure) Rules, 1970 as amended from time to time.

Combined Select list:– 17. If appointment has to be made both by direct recruitment and by promotion a combined select list shall be prepared by taking the names of candidates alternatively from the list preapared under Rule 15 and Rule 16, the first name being from the list prepared under Rule 16.

10. In the said rules, for existing Rule 18 set out in Column-1 below, the rule as set Amentment of rule 18

Appointment:– 18.(1)The appointing authority shall make appointment by taking the names of candidates in the order in which they stand in the list prepared under Rule 15.

(2) Where in any year of recruitment, appointments are to be made both by direct recruitment and by promotion, regular appointments shall not be made unless selections are made from both the sources and a combined list is prepared in accordance with Rule 17.

(3) If more than one orders of appointment are issued in respect of any one selection, a combined order shall also be issued, mentioning the names of the persons in order of seniority as determined in the selection or as the case may be, as it stood in the cadre from which they are promoted. If the appointments are made both by direct recruitment and by promotion, the names shall be arranged in accordance with the order, referred to in Rule 17.
