IN pursuance of the provisions of clause (3) of Article 348 of the Constitution of India, the
Governor is pleased to order the publication of the following English translation of the Uttar Pradesh
Rajya Vishwavidyalay (Sanshodhan) Adhiniyam, 2026 (Uttar Pradesh Adhiniyam Sankhya 13 of 2026) as
passed by the Uttar Pradesh Legislature and assented to by the Governor on February 24, 2026. The
Uccha Shiksha Anubhag-1 is administratively concerned with the said Adhiniyam.
THE UTTAR PRADESH STATE UNIVERSITIES (AMENDMENT ) ACT, 2026 (U.P. ACT no. 13 of 2026) [As passed by the Uttar Pradesh Legislature] AN ACT
further to amend the Uttar Pradesh State Universities Act, 1973.
IT IS HEREBY enacted in the Seventy-seventh Year of the Republic of India as follows:-
1.(1) This Act may be called the Uttar Pradesh State Universities Short title and commencement
(Amendment ) Act , 2026.
(2) It shall be deemed to have come into force with effect from the 14th day of January, 2026.
2. In Section 4 of the Uttar Pradesh State Universities Act, 1973 (hereinafter referred to as the "principal Act"), in sub-section (1-A), after clause (n), the following clause shall be inserted, namely:-
"(o) a University to be known as Kashi Naresh University, Bhadohi;"
3. In Section 50 of the principal Act, after sub-section (1-K), the following Amendment of Section 4 of President's Act no. 10 of 1973 as amended and re-enacted by U.P. Act no. 29 of 1974 Amendment of Section 50
sub-section shall be inserted, namely :-
"(1-L) Until the First Statutes of Kashi Naresh University, Bhadohi are made under this section, the Statutes of Mahatma Gandhi Kashi Vidyapith, Varanasi, as in force immediately before the establishment of the said University shall apply to it subject to such adaptations and modifications as the State Government may, by notification, provide.".
4. In Section 52 of the principal Act, after sub-section (2-J), the following Amendment of Section 52
sub-section shall be inserted, namely :-
"(2-K) Until the First Ordinances of Kashi Naresh University, Bhadohi are made under sub-section (2), the Ordinances of the Mahatma Gandhi Kashi Vidyapith, Varanasi, as in force immediately before the establishment of the said University, shall apply to it subject to such adaptations and modifications as the State Government may, by notification, provide.".
5. In the Schedule to the principal Act,—
Amendment of Schedule
(a) for the entries appearing at serial no. 19, the following entries shall substituted, namely :-
"19 . Maa Vindhyavasini University, Mirzapur –
Districts of Mirzapur, Sonbhadra, Bhadohi (Sant Ravidas Nagar). Districts of Mirzapur, Sonbhadra.".
Until the establishment of Kashi Naresh University, Bhadohi. Upon the establishment of Kashi Naresh University, Bhadohi.
(b) after serial no. 20, the following serial number and entries relating thereto shall column-wise be inserted, namely:-
"21. Kashi Naresh University, Bhadohi. Bhadohi (Sant Ravidas Nagar)
District.".

relation to the establishment of Kashi Naresh University, Bhadohi, by order published in
Power to remove difficulties the Gazette, direct that the provisions of the principal Act shall during such period, as
may be specified in the order, have effect subject to such adaptations, whether by way of
modification, addition or omission as it may deem to be necessary or expedient :
Provided that no such order shall be made after two years from the date of
commencement of this Act.
(2) Every order made under sub-section (1) shall be laid before both the Houses of
the State Legislature , as soon as may be, after it is made.

7. (1) The Uttar Pradesh State Universities (Amendment)
Ordinance Repeal and saving

(2) Notwithstanding such repeal, anything done or any action taken under the provisions of the principal Act as amended by the Ordinance
referred to in sub-section (1) shall be deemed to have been done or taken
under the corresponding provisions of the principal Act as amended by this
Act as if the provisions of this Act were in force at all material times.

STATEMENT OF OBJECT AND REASONS
The Uttar Pradesh State Universities Act, 1973 (President's Act no. 10 of 1973) has been enacted to amend and consolidate the laws related to certain universities in the State of Uttar Pradesh.
The State Government has set a goal of establishing new universities in the State in order to provide quality higher education. In pursuit of this goal, the need has been felt to establish a new State University in district Bhadohi (Sant Ravidas Nagar) to ensure the availability of quality higher education to students from rural and backward areas.
Kashi Naresh Government Post-Graduate College, Gyanpur, Bhadohi is the oldest, most prestigious and largest student-strength college of the district. By establishing this college as a university, the spread of education in rural areas will be promoted, research will be encouraged, and students of Bhadohi and adjoining districts will not be required to go to other cities for quality higher education. In view of the above, it was decided to establish Kashi Naresh Government Post-Graduate College, Gyanpur, Bhadohi (Sant Ravidas Nagar) as Kashi Naresh University, Bhadohi.
Since the State Legislature was not in session and immediate legislative action was necessary to implement the aforesaid decision, the Uttar Pradesh State Universities (Amendment) Ordinance, 2026 (U.P. Ordinance no. 1 of 2026) was promulgated by the Governor on January 14, 2026.
This Bill is introduced to replace the aforesaid Ordinance.
