IN pursuance of the provisions of clause (3) of Article 348 of the Constitution of India, the Governor is pleased to order the publication of the following English translation of the Uttar Pradesh Nagar Palika (Sanshodhan) Adhiniyam, 2026 (Uttar Pradesh Adhiniyam Sankhya 16 of 2026) as passed by the Uttar Pradesh Legislature and assented to by the Governor on February 24, 2026. The Nagar Vikas Anubhag-1 is administratively concerned with the said Adhiniyam.
THE UTTAR PRADESH MUNICIPALITIES (AMENDMENT ) ACT, 2026

AN
ACT
further to amend the Uttar Pradesh Municipalities Act, 1916.
IT IS HEREBY enacted in the Seventy-seventh Year of the Republic of India as
follows:-
Short title and 1. (1) This Act may be called the Uttar Pradesh Municipalities (Amendment )
commencement Act , 2026 .
(2) It shall be deemed to have come into force with effect from
the 2nd day of February, 2026.
2. In clause (b) of sub-section (1) of Section 8 of the Uttar Pradesh
Amendment of Section 8 of Municipalities Act, 1916, the words and symbol "leper's homes," shall be omitted.

3. (1) The Uttar Pradesh Municipalities (Amendment)
Repeal and saving
U.P. Ordinance no. 4 of 2026 Ordinance, 2026 is hereby repealed.
(2) Notwithstanding such repeal, anything done or any action taken under the provisions of the principal Act as amended by the Ordinance referred to in sub-section (1) shall be deemed to have been done or taken under the corresponding provisions of the principal Act as amended by this Act as if the provisions of this Act were in force at all material times.

STATEMENT OF OBJECTS AND REASONS
The Uttar Pradesh Municipalities Act, 1916 (U.P. Act no. 2 of 1916) has been enacted to consolidate and amend the law relating to municipalities in the State of Uttar Pradesh.
The Hon'ble Supreme Court vide its order dated 07.05.2025 in Writ Petition (Civil) no. 83/2010 Federation of Lepy. Organ (Folo) & Anr. versus Union of India & Others and Writ Petition (Civil) no. 1151/2017 Vidhi Centre for Legal Policy versus Union of India & Others, directed the States to form a Committee to identify laws which discriminate against and/or are derogatory towards leprosy-affected or cured persons, and urged them to take urgent remedial action to remove such discriminatory provisions.
In order to ensure compliance of the aforesaid order, laws prevalent in the State which have discriminatory provisions in relation to persons affected by leprosy and/or persons cured of leprosy were identified by the Committee constituted for the aforesaid purpose and suitable amendments were sought in such identified legal provisions. In view of the above, it was decided to amend Section 8 of the aforesaid Act.
4 mRrj izns'k vlk/kkj.k xtV] 25 Qjojh] 2026Since the State Legislature was not in session and immediate legislative action was necessary to implement the aforesaid decision, the Uttar Pradesh Municipalities (Amendment) Ordinance, 2026 (U.P. Ordinance no. 4 of 2026) was promulgated by the Governor on 2nd February, 2026.
This Bill is introduced to replace the aforesaid Ordinance.
