IN pursuance of the provisions of clause (3) of Article 348 of the Constitution of India, the Governor is pleased to order the publication of the following English translation of the Uttar Pradesh Rajkosheeya Uttardayitva Aur Budget Prabandh (Sanshodhan) Adhiniyam, 2026 (Uttar Pradesh Adhiniyam Sankhya 18 of 2026) as passed by the Uttar Pradesh Legislature and assented to by the Governor on February 24, 2026. The Vitt (Aay-Vyayak) Anubhag-1 is administratively concerned with the said Adhiniyam.
THE UTTAR PRADESH FISCAL RESPONSIBILITY AND BUDGET MANAGEMENT (AMENDMENT) ACT, 2026 (U.P. Act no. 18 of 2026) [As passed by the Uttar Pradesh Legislature] AN ACT
further to amend the Uttar Pradesh Fiscal Responsibility and Budget Management Act, 2004.
IT IS HEREBY enacted in the Seventy-seventh Year of the Republic of India as follows:-
Short title 1. This Act may be called the Uttar Pradesh Fiscal Responsibility and Budget Management (Amendment) Act, 2026.
mRrj izns'k vlk/kkj.k xtV] 25 Qjojh] 2026 3 Amendment of2. In Section 4 of the Uttar Pradesh Fiscal Responsibility and Budget
Section 4 of U.P. Management Act, 2004 , in sub-section (3),–
Act no. 5 of 2004 (a) for clause (c), the following clause shall be substituted, namely:-
"(c) maintain fiscal deficit at not more than three percent of the estimated
Gross State Domestic Product in each of the Years 2026-2027, 2027-2028,
2028-2029, 2029-2030 and 2030-2031;"
(b) for clause (f), the following clause shall be substituted, namely:-
"(f) ensure that the total debt stock is maintained at not more than
30 percent of the estimated Gross State Domestic Product at the end of the
Years 2026-2027, 2027-2028, 2028-2029, 2029-2030 and 2030-2031
respectively;"
STATEMENT OF OBJECTS AND REASONS
The Sixteenth Central Finance Commission has made recommendation to the effect that as part of fiscal consolidation, the States should maintain their fiscal deficit to a maximum of 3 percent of the estimated Gross State Domestic Product in each of the Years 2026-2027, 2027-2028, 2028-2029, 2029-2030 and 2030-2031.
The Government of India has accepted this recommendation. The State Government is intended to fix ceiling Fiscal Deficit accordingly.
The State Government is also intended to limit its Debt Stock to not more than 30 percent of the estimated Gross State Domestic Product at the end of the respective Years 2026-2027, 2027-2028, 2028-2029, 2029-2030 and 2030-2031.
The Uttar Pradesh Fiscal Responsibility and Budget Management (Amendment) Bill, 2026 is introduced accordingly.
