IN pursuance of provisions of clause (3) of Article 348 of the Constitution, the Governor is pleased to order the publication of the following English translation of notification no. 515/LXXXI- 4–2026 dated March 23, 2026 :

The following draft notification which the Governor proposes to issue in exercise of the powers under rule 7 of the Wetlands (Conservation and Management) Rules, 2017, is hereby published for the information of the general public and with a view of inviting objections in respect thereof as required under sub-rule (3) of Rule 7 of the said rules;

Objections, if any, with respect to the proposed notification shall be sent in writing addressed to the Pramukh Sachiv, Environment, Forest and Climate Change Section 4, Uttar Pradesh Shasan, Bapu Bhawan, Lucknow. Only such objections shall be taken into consideration as received within 60 days from the date of publication of this notification in the Official Gazette.

DRAFT NOTIFICATION

WHEREAS, there exist a water body known as Bhikanpur Mundha Wetland measuring an area of 7.7360 hectares situated in Tehsil Amroha, District Amroha detailed description whereof is given in the Schedules below, which is considered to be critically significant for its ecosystem service and biodiversity values for the local communities and society at large;

AND, WHEREAS, the aforesaid water body is a part of our cultural heritage; provides a wide range of ecosystem services such as water storage water purification, flood mitigation, erosion control, aquifer recharge, micro climate regulation, aesthetic enhancement of landscapes; and is important for environmental conservation, enrichment and development of adequate flora and fauna, ecology, landscape and humanitarian values;

NOW, THEREFORE, in exercise of powers conferred by sub-rule (3) of Rule 7 of the Wetlands (Conservation and Management) Rules 2017, the Governor is pleased to declare the above area "Bhikanpur Mundha " as wetland which will be known as Bhikanpur Mundha Wetland, District Amroha.

The boundary and description of the area included under Bhikanpur Mundha Wetland is mentioned in Schedule-I of this notification.

Details of the zone of influence of the Bhikanpur Mundha Wetland are mentioned in Schedule-II of this notification.

Description of prohibited and regulated activities in Bhikanpur Mundha Wetland and its zone of influence are mentioned in Schedule-III of this notification.

Description of permitted activities in Bhikanpur Mundha Wetland and its zone of influence are mentioned in Schedule-IV of this notification.

SCHEDULE-III Description of prohibited and regulated activities in Bhikanpur Mundha Wetland and its zone of influence Prohibited activities– 1. Conversion for non-wetland uses including encroachment of any kind. 2. Setting up new industries /expansion of existing industries. 3. Manufacturing, handling, storage and disposal of hazardous substance /construction and demolition waste. 4. Solid waste dumping. 5. Sink for untreated sewage / industrial effluent/waste water. 6. Construction activities (except boat jetties). 7. Plastic, polythene and other non bio-degradable waste pollution. Regulated activities– 1. Withdrawal of water/impoundment /diversion or any other hydrological intervention. 2. Harvesting of resources (living/non-living). 3. Grazing. 4. Construction of boat jetties and facilities for temporary use, such as pontoon bridges. 5. Aquaculture activities within the Wetland boundaries. 6. Road proposed under prevalent master plan prepared under the Uttar Pradesh Urban Planning and Development Act, 1973 and project including construction activities under Central Government, State Government and Authorities/ local bodies constituted by them. 7. All activities having adverse effect on the wetland ecosystem. Note: There will be no adverse effect on construction done before final publication of this notification. Permission for regulated activities within the wetland and within its Zone of Influence may be granted by the Uttar Pradesh State Wetland Authority on the recommendation of District Wetland Committee as and when required. SCHEDULE-IV Description of permitted activities in Bhikanpur Mundha Wetland, District Amroha and its zone of influence is as under All activities, except those described in Schedule-III, which are not in contravention of the Wetlands (Conservation and Management) Rules, 2017.
