IN exercise of the powers conferred by the proviso to Article 309 read with Article 233 of the Constitution, the Governor in accordance with the recommendations of High Court of Judicature at Allahabad, is pleased to make the following Rules with a view to amend the Uttar Pradesh Higher Judicial Service Rules, 1975:–

THE UTTAR PRADESH HIGHER JUDICIAL SERVICE

(NINETEENTH AMENDMENT) RULES, 2026

1. (i) These rules may be called "The Uttar Pradesh Higher Judicial Service

(Nineteenth Amendment) Rules, 2026".

Short title and commencement

Substitution of Clause (c) in Rule 5

(ii) They shall come into force at once. 2. In the Uttar Pradesh Higher Judicial Service Rules, 1975, hereinafter referred to as the said rules, for existing Clause (c) of Rule 5 set out in column-1 below, the Rule as set out in column-2 shall be substituted, namely:-

5. Source of Recruitment:- The

recruitment to the service shall be made:-

(c) By direct recruitment from amongst the advocates who have been in practice, for not less than seven years, as on the last date fixed for the submission of application forms:

Provided that only such advocates shall be eligible who have in the last three years from the year of publication of advertisement for recruitment, independently conducted cases, before any Court or Tribunal, not less than:– (i) 30 for Unreserved categories; (ii) 24 for candidates entitled to

reservation as per these rules;

Explanation: Appearance in a particular bunch/tagged/ together/similar cases, shall be counted as appearance in one case.

The certification to the above effect shall be made by such authority as may be notified by the selection committee from time to time.

The certification to the above effect shall be made by such authority as may be notified in the advertisement issued for the purpose of recruitment.

(II) from amongst the Judicial Officers who have already completed seven years or more continuous practice as an Advocate/Pleader including Government pleaders and Public Prosecutors before being recruited in the Provincial Civil Service (Judicial) on the last date of submission of application;

(III) A person who has been or is in judicial service and has a combined and continuous experience of seven years or more as an Advocate and a Judicial Officer on the last date of submission of application.

3- In the said Rules, the following sub-rule (3) shall be inserted in Rule 13, namely:-

(3) Likewise, in service Judicial Officer and former Judicial Officer who is a candidate for direct recruitment must produce a certificate of good character from the Registrar General of the High Court where he/she is in service or was in service.

4- In the said Rules, the following sub-rule (4) shall be inserted in Rule 17, namely:-

(4) In service Judicial Officers and former Judicial Officers applying under rule 5(c) shall submit their applications through the Registrar General of the concerned High Court where they are in service or were in service.
