IN pursuance of the provisions of clause (3) of Article 348 of the Constitution of India, the Governor is pleased to order the publication of the following English translation of the Uttar Pradesh Niji Vishwavidyalay (Dwitiya Sanshodhan) Adhyadesh, 2026 (Uttar Pradesh Adhyadesh Sankhya 15 of 2026) promulgated by the Governor. Uchcha Shiksha Anubhag-1 is administratively concerned with the said Ordinance.

THE UTTAR PRADESH PRIVATE UNIVERSITIES (SECOND AMENDMENT)

ORDINANCE, 2026

(U.P. ORDINANCE NO. 15 OF 2026)

[Promulgated by the Governor in the Seventy-seventh Year of the Republic of India]

AN

ORDINANCE

further to amend the Uttar Pradesh Private Universities Act, 2019.

WHEREAS the State Legislature is not in session and the Governor is satisfied that circumstances exist which render it necessary for her to take immediate action;

NOW, THEREFORE, in exercise of the powers conferred by clause (1) of

Article 213 of the Constitution of India, the Governor is pleased to promulgate the

following Ordinance :–

1.(1) This Ordinance may be called the Uttar Pradesh Private Universities Short title and commencement (Second Amendment) Ordinance, 2026.

(2) It shall be deemed to have come into force with effect from the 24th day

of April, 2026.

2. In Schedule-2 of the Uttar Pradesh Private Universities Act, 2019

(hereinafter referred to as the "principal Act") after serial no. 52, the following

Amendment of Schedule- 2 of U.P. Act no. 12 of 2019

serial number and the entries relating thereto shall be inserted, namely:–

Power to remove difficulties

3. (1) The State Government may, for the purposes of removing any difficulty in relation to the establishment of Metro University, Greater Noida,

Uttar Pradesh, by order published in the Gazette, direct that the provisions of the

principal Act shall during such period, as may be specified in the order, have effect

subject to such adaptations, whether by way of modification, addition or omission,

as it may deem necessary or expedient:

Provided that no such order shall be made after two years from the date of

commencement of this Ordinance.

(2) Every order made under sub-section (1) shall be laid before both Houses

of the State Legislature, as soon as may be, after it is made.

4. (1) The Uttar Pradesh Private Universities (Amendment) Ordinance, Repeal and saving

2026 (U. P. Ordinance no. 10 of 2026) is hereby repealed.

(2) Notwithstanding such repeal, anything done or any action taken under

the provisions of the aforesaid Ordinance shall be deemed to have been done or taken under the corresponding provisions this Ordinance.
