IN exercise of the powers conferred by the proviso to Article 309 of the Constitution, the Governor is pleased to make the following rules with a view to amending the Uttar Pradesh Service of Engineers (Irrigation Department) (Group "A") Rules, 1990:
THE UTTAR PRADESH SERVICE OF ENGINEERS (IRRIGATION DEPARTMENT)
(GROUP "A") (SEVENTH AMENDMENT) RULES, 2026
1.(1) These Rules may be called the Uttar Pradesh Service of Engineers Short title and Commencement
(Irrigation Department) (Group "A") (Seventh Amendment) Rules, 2026.
(2) The amendment of Sub-rule (iv) of Rule 5 shall be deemed to have come into force with effect from July 1, 2025 and amendment of Proviso shall be deemed to have
come into force with effect from September 27, 1990.
Amendment of
2. In the Uttar Pradesh Service of Engineers (Irrigation Department) (Group "A") Rule 5
Rules, 1990, in Rule 5, for existing Sub-rule (iv) and proviso set out in Column-I below, the Sub-rule and proviso as set out in Column-II shall be substituted, namely:-

5 (iv)- Chief Engineer, Civil or Mechanical- Level-I :- By promotion from amongst the substantively appointed Chief Engineers (Level-II) in the Civil or Mechanical Branch, as the case may be, who have completed twenty-seven years service, on the first day of the year of recruitment:
Provided that in case Chief Engineer (Level-I) in either branch is not available or is not found suitable for promotion, the posts of Engineer-in-Chief may be filled by promotion from amongst the substantively appointed Chief Engineers (Level-II) of the respective branch.
5 (iv)- Chief Engineer, Civil or Mechanical- Level-I :- By promotion from amongst the substantively appointed Chief Engineers (Level-II) in the Civil or Mechanical Branch, as the case may be, who have completed twenty-five years service, on the first day of the year of recruitment:
Provided that in case Chief Engineer (Level-I) in either branch is not available or is not found suitable for promotion, the posts of Engineer-in-Chief may be filled by promotion from amongst substantively appointed Chief Engineers (Level-II) of the respective branch on the first day of year of recruitment:
Provided further that the qualifying service to be calculated under Sub rules 5(ii), 5(iii) and 5(iv) shall include only the period of substantial service rendered on the post of Assistant Engineer and higher posts. Service rendered as Ad-hoc/officiating/work in charged /daily wages/fixed honorarium etc. will not be calculated for this purpose.
