IN pursuance of the provisions of clause (3) of Article 348 of the Constitution of India, the Governor is pleased to order the publication of the following English translation of notification no. 6/2026/599/ XXX-4–2026/30-4010(001)/4–2026, dated July 8, 2026:

WHEREAS with a view to control air pollution and protect the environment in the National Capital Region (Delhi-NCR), the "PARIVARTAN" (Programme for Accelerated Renewal and Incentivization of Vehicle Assets for Reducing Transport Air Pollution and Network Emissions) has been approved by the Ministry of Road Transport and Highways (MoRTH), Government of India, to replace highly polluting old commercial vehicles ;
AND WHEREAS, for effective implementation of the aforesaid scheme in the Uttar Pradesh NCR region and to encourage vehicle owners to purchase relatively less polluting new or used commercial vehicles, a decision has been taken to grant exemptions on motor vehicle tax (road tax) and registration fees. This applies to scrapping old trucks and buses adhering to Bharat Stage (BS-I, BS-II, BS-III, and BS-IV) emission standards through a Registered Vehicle Scrapping Facility (RVSF), and encouraging the purchase of new BS-VI or electric vehicles in their place ;
NOW, THEREFORE, in exercise of the powers conferred by Section 3 of the Uttar Pradesh Motor Vehicles Taxation Act, 1997 (U.P. Act no. 21 of 1997), the Governor is pleased to exempt tax and fees as detailed below, to encourage the scrapping of old trucks (LGV/MGV/HGV) and buses (LPV/MPV/HPV) conforming to Bharat Stage (BS-I, BS-II, BS-III, and BS-IV) emission standards through a Registered Vehicle Scrapping Facility (RVSF) under the " PARIVARTAN" across the 8 districts of Uttar Pradesh falling within the Uttar Pradesh NCR region, and replacing them with new BS-VI or electric vehicles, namely:-
mRrj çns'k vlk/kkj.k xtV] 8 tqykbZ] 2026 3 (a) under the aforesaid scheme, a 100 percent exemption on motor vehicle tax shall beprovided on the purchase of new vehicles, and a 50 percent exemption shall be provided on the purchase of pre-owned (used) vehicles. In both cases, the exemption on motor vehicle tax shall remain valid for a period of 10 years ;
(b) a complete exemption on the "Registration Fee" is granted for new vehicles purchased under the aforesaid scheme ;
(c) approval is granted to waive the pending tax liability of more than one year on trucks and buses conforming to BS-I, BS-II, BS-III, and BS-IV emission standards registered in the NCR region of Uttar Pradesh. This waiver shall be admissible only to those vehicle owners who scrap their old vehicles through an authorized Registered Vehicle Scrapping Facility (RVSF) and purchase and register a new BS-VI or electric vehicle in its place.
2. This Scheme applies only to those private buses and trucks that meet the eligibility criteria specified in the notifications and orders issued by the Ministry of Road Transport and Highways, Government of India.
