अधिसूचना
संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करके, राज्यपाल उत्तर प्रदेश अधीनस्थ (सहकारी समितियां और पंचायत) लेखा परीक्षा सेवा नियमावली, 2025 में संशोधन करने की –ष्टि से निम्नलिखित नियमावली बनाते हैं।
उत्तर प्रदेश अधीनस्थ (सहकारी समितियां और पंचायत) लेखा परीक्षा सेवा
(प्रथम संशोधन) नियमावली, 2026
1-(1) यह नियमावली उत्तर प्रदेश अधीनस्थ (सहकारी समितियां और पंचायत) लेखा संक्षिप्त नाम और प्रारम्भ परीक्षा सेवा (प्रथम संशोधन) नियमावली, 2026 कही जायेगी।
(2) यह तुरन्त प्रवृत्त होगी।
नियम 5 का 2-उत्तर प्रदेश अधीनस्थ (सहकारी समितियां और पंचायत) लेखा परीक्षा सेवा
संशोधन नियमावली, 2025 में नियम 5 में, नीचे स्तम्भ-1 में दिये गये विद्यमान उपनियम-5(1) के स्थान पर
स्तम्भ-2 में दिया गया उपनियम रख दिया जायेगा, अर्थातः- 2 उार प्रदेश असाधारण गजट, 14 जुलाई, 2026 स्तम्भ-1 स्तम्भ-2 5-सेवा में विभिन्न श्रेणियों के पदों पर भर्ती 5-सेवा में विभिन्न श्रेणियों के पदों पर निम्नलिखित स्रोतों से की जायेगीः-
भर्ती निम्नलिखित स्रोतों से की जायेगीः- (1) लेखा परीक्षक-
(1) लेखा परीक्षक-
(एक) नब्बे प्रतिशत आयोग के माध्यम
(एक) नब्बे प्रतिशत आयोग के से सीधी भर्ती द्वारा।
माध्यम से सीधी भर्ती द्वारा।
(दो) दस प्रतिशत निदेशक के प्रशासनिक नियंत्रण के अधीन कार्यालयों के मौलिक रूप से नियुक्त वरिष्ठ सहायकों, जिन्होंने भर्ती वर्ष के प्रथम दिवस को पाँच वर्ष की सेवा पूर्ण कर ली हो, में से, विभागीय चयन समिति के माध्यम से, पदोन्नति द्वाराः
(दो) दस प्रतिशत निदेशक के प्रशासनिक नियंत्रण के अधीन कार्यालयों के मौलिक रूप से नियुक्त वरिष्ठ सहायकों, जिन्होंने भर्ती वर्ष के प्रथम दिवस को इस रूप में पाँच वर्ष की सेवा पूर्ण कर ली हो, में से, विभागीय चयन समिति के माध्यम से, पदोन्नति द्वाराः
परन्तु यह कि यदि वरिष्ठ सहायक की पर्याप्त संख्या पदोन्नति हेतु उपलब्ध नहीं हो तो पात्रता क्षेत्र का विस्तार निदेशक, सहकारी समितियां एवं पंचायत लेखा परीक्षा, उत्तर प्रदेश के प्रशासनिक नियंत्रण के अधीन मौलिक रूप से नियुक्त ऐसे कनिष्ठ सहायकों, जिन्होंने भर्ती वर्ष के प्रथम दिवस को इस रूप में दस वर्ष की सेवा पूर्ण कर ली हो, में से किया जा सकता है।
परन्तु यदि वरिष्ठ सहायकों की पर्याप्त संख्या पदोन्नति हेतु उपलब्ध नहीं हो तो पात्रता क्षेत्र का विस्तार निदेशक, सहकारी समितियां एवं पंचायत लेखा परीक्षा, उत्तर प्रदेश के प्रशासनिक नियंत्रण के अधीन लिपिकीय संवर्ग के मौलिक रूप से नियुक्त ऐसे वरिष्ठ सहायकों को सम्मिलित करते हुए, जिन्होंने वरिष्ठ सहायक और कनिष्ठ सहायक के रूप में, भर्ती के वर्ष के प्रथम दिवस को इस रूप में कुल दस वर्ष की सेवा पूर्ण कर ली हो तथा इस संवर्ग में चयन हेतु विकल्प चुना हो, में से किया जा सकता है।

IN exercise of the powers conferred by the proviso to Article 309 of the Constitution, the Governor is pleased to make the following rules with a view to amending the Uttar Pradesh Subordinate (Co-operative Societies and Panchayat) Audit Service Rules, 2025.
THE UTTAR PRADESH SUBORDINATE (CO-OPERATIVE SOCIETIES AND PANCHAYAT) AUDIT SERVICE (FIRST AMENDMENT) RULES, 2026
1. (1) These rules may be called The Uttar Pradesh Subordinate (Co-Operative Short title and commencement
Societies and Panchayat) Audit Service (First Amendment) Rules, 2026.
(2) They shall come into force at once.
उार प्रदेश असाधारण गजट, 14 जुलाई, 2026 3Amendment of Rule 5 2. In The Uttar Pradesh Subordinate (Co-Operative Societies and Panchayat) Audit Service Rules, 2025 in Rule 5 for existing sub-rule 5(1) set out in Column-1 below, the sub-rule as set out in Column-2 shall be substituted, namely:–

5. Recruitment to the various categories of posts in the service shall be made from the following sources:-

(1) Auditor-
(i) Ninety percent by direct recruitment through the Commission.
(ii) Ten percent by promotion through the Departmental Selection Committee from amongst substantively appointed Senior Assistants of the offices under the administrative control of the Director who have completed five years service as such on the first day of the year of recruitment:
Provided that if the sufficient number of Senior Assistant is not available for promotion, the field of eligibility may be extended to such substantively appointed Junior Assistant under the administrative control of the Director, Co-operative Societies and Panchayat Audit, Uttar Pradesh, who have completed ten years service as such on the first day of the year of recruitment.

Provided that if the sufficient number of Senior Assistants is not available for promotion, the field of eligibility may be extended to include such substantively appointed Senior Assistants of the ministerial cadre under the administrative control of the Director, Co-operative Societies and Panchayat Audit, Uttar Pradesh, who have completed total ten years service rendered as Senior Assistant and Junior Assistant, as on the first day of the year of recruitment and have opted for selection to this cadre.
