अधिसूचना
विकसित भारत-रोजगार एवं आजीविका गारण्टी मिशन (ग्रामीण)ः वीबी-जी राम जी (विकसित भारत जी राम जी) अधिनियम, 2025 (अधिनियम संख्या 36, सन् 2025) जिसे आगे उक्त अधिनियम कहा गया है, के अधीन राज्य में बुवाई एवं कटाई के चरम मौसम के सम्बंध में अधिसूचित विकसित भारत-जी राम जी रोजगार एवं आजीविका गारण्टी मिशन (ग्रामीण) योजना, उत्तर प्रदेश, 2026 के अध्याय-तेरह के उपबंधों के साथ पठित उक्त अधिनियम की धारा 6 की उपधारा (2) के अधीन प्रदत्त शक्तियों का प्रयोग करके राज्यपाल उत्तर प्रदेश राज्य के लिए वित्तीय वर्ष 2026-27 हेतु विभिन्न —षि-जलवायु क्षेत्रों और स्थानीय —षि पद्धतियों के अनुसार पहचान किये गये चरम —षि मौसमों के आधार पर नीचे अनुसूची में यथावर्णित चरम —षि मौसम अवधियाँ अधिसूचित करते हैं, जिनके दौरान उक्त योजना के अधीन कोई कार्य नहीं लिया जायेगाः
परन्तु यह कि पूर्वोक्त निर्बंधन, अधिसूचित दिनों से पूर्व देय बेरोजगारी भत्ता का भुगतान, मजदूरी हेतु विलम्ब प्रतिकर का भुगतान और प्रशासनिक एवं योजना बनाने सम्बंधी कार्य इन अवधियों के दौरान जारी रहेंगे।
अनुसूची
अधिसूचित चरम —षि मौसम अवधियाँः-
फसलों (धान एवं गेहूँ) की बुवाई एवं कटाई के चरम मौसम निम्नवत है, जिनके दौरान उक्त योजना के अधीन किसी भी क्षेत्र में कोई कार्य प्रारम्भ, अनुमोदित अथवा निष्पादित नहीं किया जाएगा, अर्थात्ः-

1-जिला कार्यक्रम समन्वयक एवं कार्यक्रम अधिकारी यह सुनिश्चित करेंगे कि ग्राम पंचायतों की वार्षिक कार्ययोजना तैयार करते समय इन अधिसूचित 60 दिनों के दौरान कोई भी श्रमप्रधान कार्य लक्ष्य निर्धारित न किये जाएं। विकसित ग्राम पंचायत योजनाएँ (वी जी पी पी एस) तथा वार्षिक श्रम मांग तैयार करते समय यह अवश्य सुनिश्चित किया जाना चाहिए कि सभी कार्य उक्त अधिनियम की धारा 6 (4) के अनुसार अधिसूचित चरम —षि मौसम के अतिरिक्त अवधि में ही प्रस्तावित किए जाएँ।
2-जिला कार्यक्रम समन्वयक, कार्यक्रम अधिकारी तथा अन्य सभी कार्यान्वयन अभिकरण यह सुनिश्चित करेंगे कि उक्त अधिनियम की धारा 6 (4) के अनुसार उपरिलिखित अधिसूचित चरम —षि मौसम के दौरान किसी भी ग्राम पंचायत में कोई कार्य प्रारम्भ, अनुमोदित अथवा निष्पादित न किया जाए।
3-उपर्युक्त 60 दिवस की अवधि को श्रम मांग हेतु 'शून्य अवधि (Zero Period)' समझा जाएगा तथा इस अवधि के दौरान कोई बेरोजगारी भत्ता संदेय नहीं होगा।
4-ग्राम प्रधान एवं पंचायत सचिव इस अधिसूचना का व्यापक प्रचार-प्रसार सुनिश्चित करेंगे ताकि यह सुनिश्चित हो कि श्रमिकों को यह जानकारी हो कि इन 60 दिनों के दौरान उनसे —षि कार्यों में रोजगार प्राप्त करने की अपेक्षा की जाती है।
5-यदि कोई अधिकारी अथवा पंचायत उक्त अधिनियम की धारा 6 (4) का उल्लंघन करते हुए इस कार्य निलम्बन अवधि के दौरान कोई कार्य निष्पादित करता है, तो इसे अधिनियम का उल्लंघन समझा जाएगा तथा सम्बंधित नियमित अधिकारी/कर्मचारी, जिसने कार्य स्वी—त किया हो, मस्टर रोल जनरेट किया हो अथवा भुगतान की प्रक्रिया की हो, के विरुद्ध शासकीय नियमों के अनुसार कठोर दंडात्मक कार्यवाही जैसे कि विभागीय कार्यवाही, की जाएगी। संविदा/आउटसोर्स कर्मियों के मामले में उनकी सेवाएँ समाप्त कर दी जाएँगी।

IN exercise of the powers conferred under sub-section (2) of Section 6 of the Viksit Bharat- Guarantee for Rozgar and Ajeevika Mission (Gramin): VB-G RAM G (विकसित भारत-जी राम जी) Act, 2025 (Act no. 36 of 2025), hereinafter referred to as the "said Act", read with the provisions of Chapter XIII of the Viksit Bharat-G RAM G Guarantee for Rozgar and Ajeevika Mission (Gramin) Scheme, Uttar Pradesh 2026, notified under the said Act regarding the peak sowing and harvesting season in the State, the Governor is pleased to notify the Peak Agricultural Season periods for the State of Uttar Pradesh for the financial year 2026-27 as detailed in the Schedule below, based on identified agricultural peak seasons according to various agro-climatic zones and local farming patterns, during which no work shall be undertaken under the said scheme:
Provided that the aforementioned restrictions, the payment of unemployment allowance due prior to the notified days, payment of delay compensation for wages, and administrative and scheme-planning related works shall continue during these periods.
SCHEDULE
Notified Peak Agricultural Season Periods:–
The peak seasons for sowing and harvesting of crops (Paddy and Wheat) are as follows, during which no work under the scheme shall be initiated, approved, or executed in any areas, namely:-

The Governor is further pleased to issue the following guidelines for implementation of the above, namely:-
1. The District Programme Coordinator and Programme Officer shall ensure that no labor-oriented work targets are set while preparing the 'Annual Action Plan' of Gram Panchayats during these notified 60 days. While preparing the Viksit Gram Panchayat Plans (VGPPS) and Annual Labor Demand, it must be ensured that all works are proposed only outside the notified peak agricultural seasons in accordance with Section 6(4) of the said Act.
2. The District Programme Coordinator, Programme Officer, and all other implementing agencies shall ensure that no work is initiated, approved, or executed in any Gram Panchayat during the aforementioned notified peak agricultural seasons in accordance with Section 6(4) of the said Act.
3. The aforesaid 60 days period shall be considered a 'Zero Period' for labour demand, and no Unemployment Allowance shall be payable during this time.
4. The Gram Pradhan and Panchayat Secretary shall ensure wide publicity of this notification to ensure that workers are aware that they are expected to obtain employment agricultural activities during these 60 days.
5. If any officer or Panchayat executes work during this suspension period in violation of Section 6(4) of the said Act, it shall be deemed a violation of the Act and harsh punitive action, such as departmental proceedings in accordance with Government rules against the concerned regular officer/employee who sanctioned the work, generated the muster roll, or processed the payments, and termination of services in the case of contractual/outsourced employees, shall be executed.
