अधिसूचना
उत्तर प्रदेश साधारण खण्ड अधिनियम, 1904 (उत्तर प्रदेश अधिनियम संख्या 1 सन् 1904) की धारा 21 के साथ पठित उत्तर प्रदेश सहकारी समिति अधिनियम, 1965 (उत्तर प्रदेश अधिनियम संख्या 11 सन् 1966) की धारा 130 के अधीन शक्तियों का प्रयोग करके राज्यपाल, उत्तर प्रदेश राज्य सहकारी समिति निर्वाचन नियमावली, 2014 को संशोधित करने की –ष्टि से निम्नलिखित नियमावली बनाते हैंः-

1-(1) यह नियमावली उत्तर प्रदेश राज्य सहकारी समिति निर्वाचन (चतुर्थ संशोधन)
संक्षिप्त नाम और प्रारम्भ
नियमावली, 2026 कही जायेगी।
(2) यह सरकारी गजट में प्रकाशित किये जाने के दिनांक से प्रवृत्त होगी।
2 उत्तर प्रदेश असाधारण गजट, 22 जुलाई, 20262-उत्तर प्रदेश राज्य सहकारी समिति निर्वाचन नियमावली, 2014 (जिसे आगे नियम 27 का संशोधन
"उक्त नियमावली" कहा गया है) में नियम 27 में,-
(एक) नीचे स्तम्भ-एक में दिये गये विद्यमान उपनियम (2) के स्थान पर स्तम्भ-दो
में दिया गया उपनियम रख दिया जाएगा, अर्थातः-
स्तम्भ-एक
स्तम्भ-दो (2) तदुपरान्त जिला सहायक सहकारी निर्वाचन अधिकारी/मण्डलीय सहकारी निर्वाचन अधिकारी/सक्षम प्राधिकारी अधिकतम तीन (3) प्रमुख दैनिक समाचार-पत्रों में प्रकाशन के दिनांक से तीन दिनों के भीतर आपत्तियाँ आमन्त्रित करते हुए अनन्तिम अवधारण प्रकाशित करेगा। ऐसे प्रकाशन में सुनवाई का दिनांक उल्लिखित होगा और उसकी एक प्रतिलिपि सम्बन्धित समिति को भी उसकी टिप्पणी हेतु प्रेषित की जायेगीः (2) तदुपरान्त जिला सहायक सहकारी निर्वाचन अधिकारी/मण्डलीय सहकारी निर्वाचन अधिकार/सक्षम प्राधिकारी अनन्तिम रूप से किये गये अवधारण पर आपत्तियाँ आमन्त्रित करने के लिए, सुनवाई की तिथि अंकित कर उक्त अवधारण को किसी प्रमुख दैनिक समाचार-पत्र में प्रकाशित करेगा, जिसमें ऐसे प्रकाशन के दिनांक से सात दिन के भीतर आपत्तियाँ आमन्त्रित की जायेगी। जिसकी एक प्रतिलिपि सम्बद्ध समिति को भी टीका-टिप्पणी के लिए भेजी जायेगीः
प्रतिबन्ध यह है कि प्रारम्भिक, जिला/केन्द्रीय सहकारी समितियों की स्थिति में प्रकाशन मण्डल से प्रसारित होने वाले प्रमुख दैनिक समाचार-पत्र में प्रकाशित किया जायेगा और राज्य स्तरीय/शीर्ष सहकारी समिति की दशा में प्रकाशन मण्डल स्तरीय दैनिक समाचार-पत्र के सभी संरकरणों में प्रकाशित किया जायेगाः
परन्तु यह कि प्रारम्भिक, जिला या केन्द्रीय सहकारी समितियों के मामले में मण्डल से परिचालित होने वाले अधिकतम तीन (3) प्रमुख दैनिक समाचार-पत्रों में प्रकाशित किया जायेगा और राज्य स्तरीय शीर्ष सहकारी समिति के मामले में इसे मण्डल स्तर पर तीन (3) प्रमुख दैनिक समाचार-पत्रों के समस्त संस्करणों में प्रकाशित किया जायेगाः
परन्तु यह और कि प्रारम्भिक जिला या केन्द्रीय सहकारी समिति का अनन्तिम अवधारण जिसका कार्यक्षेत्र एक से अधिक राजस्व जिला तक विस्तारित हो, समिति के कार्यक्षेत्र में परिचालित होने वाले अधिकतम तीन (3) प्रमुख दैनिक समाचार-पत्रों, में प्रकाशित किया जायेगा।
अग्रत्तर प्रतिबन्ध यह है कि ऐसी प्रारम्भिक, जिला/केन्द्रीय सहकारी समिति, जिसका कार्यक्षेत्र एक राजस्व जनपद से अधिक हो, के अनन्तिम अवधारण का प्रकाशन ऐसे प्रमुख दैनिक समाचार-पत्र, जो समिति के कार्यक्षेत्र में प्रसारित होता हो, में किया जायेगा।
(दो) नीचे स्तम्भ-एक में दिये गये विद्यमान उपनियम (4) के खण्ड (क) के स्थान पर
स्तम्भ-दो में दिया गया खण्ड रख दिया जाएगा, अर्थात्ः-

स्तम्भ-दो (क) अनन्तिम अवधारण के अधीन प्राप्त आपत्तियों और टिप्पणियों पर जिला सहायक सहकारी निर्वाचन अधिकारी/मण्डलीय सहकारी निर्वाचन अधिकारी/सक्षम प्राधिकारी द्वारा ऐसे प्रकाशन के चौथे/पाँचवें/छठें दिन, जैसा कि अनन्तिम अवधारण में उल्लिखित हो, विचार किया जायेगा। आपत्तियों पर सुनवाई के पश्चात् सम्बन्धित पंजिका पर आपत्तियों एवं सुनवाई में प्राप्त कथन का संक्षिप्त विवरण अंकित कर उस पर आपत्तिकर्ता से हस्ताक्षर करायेगा और स्वयं भी हस्ताक्षर करेगा।
(क) अनन्तिम अवधारण के अधीन प्राप्त आपत्तियों और टिप्पणियों पर जिला सहायक सहकारी निर्वाचन अधिकारी/मण्डलीय सहकारी निर्वाचन अधिकारी/ सक्षम प्राधिकारी द्वारा ऐसे प्रकाशन के ग्यारहवें/बारहवें/ तेरहवें दिन, जैसा कि अनन्तिम अवधारण में उल्लिखित हो, में सम्बन्धित आपत्तिकर्ता से सुनवाई कर विचार करेगा और सुनवाई के पश्चात् सम्बन्धित पंजिका पर आपत्ति एवं सुनवाई में प्राप्त कथन का संक्षिप्त विवरण अंकित कर उस पर आपत्तिकर्ता से हस्ताक्षर करायेगा और स्वयं भी हस्ताक्षर करेगा।
3 उत्तर प्रदेश असाधारण गजट, 22 जुलाई, 2026(तीन) नीचे स्तम्भ-एक में दिये गये विद्यमान उपनियम (5) के स्थान पर स्तम्भ-दो में
दिया गया उपनियम रख दिया जाएगा, अर्थात्ः- स्तम्भ-एक
स्तम्भ-दो (5) तदुपरान्त, जिला सहायक सहकारी (5) तत्पश्चात जिला सहायक सहकारी
निर्वाचन अधिकारी/मण्डलीय सहकारी निर्वाचन अधिकारी/मण्डलीय सहकारी
निर्वाचन अधिकारी/सक्षम प्राधिकारी द्वारा निर्वाचन अधिकारी/सक्षम प्राधिकारी सम्बन्धित
प्राप्त आपित्तयों के निस्तारण के सम्बन्ध में रजिस्टर में आपित्तयों के समाधान के सम्बन्ध
यथा आवश्यक टिप्पणी सम्बन्धित पंजिका में में यथा आवश्यक टिप्पणी लिखेगें और
अंकित करते हुए निर्वाचन क्षेत्रों, स्थानों की निर्वाचन क्षेत्रों, सीटों की संख्या और आरक्षित
संख्या और आरक्षित स्थानों की संख्या का सीटों की संख्या का अन्तिम रूप से अवधारण
अन्तिम अवधारण करेगा। इस प्रकार किये गये करेगें। इस प्रकार किये गये अन्तिम अवधारण
अन्तिम अवधारण को अनन्तिम प्रकाशन के को अनन्तिम प्रकाशन के सातवें दिन
पन्द्रहवें दिन ऐसे समाचार-पत्र में प्रकाशित उपनियम (2) में यथा उल्लिखित समाचार-पत्रों
करेगा, जैसा उपनियम (2) में उल्लिखित है। में प्रकाशित किया जायेगा, और जिसकी एक
ऐसे अवधारण की एक प्रतिलिपि सम्बद्ध
समिति को भी भेजी जायेगी।
प्रतिलिपि सम्बन्धित समिति को भी प्रेषित की जायेगी। 3-उक्त नियमावली में, नीचे स्तम्भ-एक में दिये गये विद्यमान नियम 31 के स्थान पर नियम 31 का संशोधन स्तम्भ-दो में दिया गया नियम रख दिया जाएगा, अर्थात्ः-
स्तम्भ-एक
स्तम्भ-दो 31-जिला सहायक सहकारी निर्वाचन अधिकारी अपने अधिकारिता क्षेत्र/क्षेत्रों की ऐसी सहकारी समितियों, जिनका मुख्यालय उसके सम्बन्धित जिले में है और जिनका निर्वाचन होना है, के निर्वाचन से सम्बन्धित आयोग द्वारा अधिसूचित निर्वाचन कार्यक्रम को स्थानीय दैनिक समाचार-पत्र में अनन्तिम क्षेत्र अवधारण के पश्चात प्रकाशित करेगा।
31-जिला सहायक सहकारी निर्वाचन अधिकारी निर्वाचन क्षेत्र/क्षेत्रों के अनन्तिम अवधारण के पश्चात अपनी अधिकारिता की ऐसी सहकारी समितियों, जिनका मुख्यालय उसके सम्बन्धित जिले में है और जिनका निर्वाचन होना है, के निर्वाचन से सम्बन्धित आयोग द्वारा अधिसूचित निर्वाचन कार्यक्रम को, अधिकतम तीन (3) प्रमुख दैनिक समाचार-पत्रों में प्रकाशित करेगा।

IN exercise of the powers under section 130 of Uttar Pradesh Co-operative Societies Act, 1965 (U.P. Act no. XI of 1966) read with Section 21 of the Uttar Pradesh General Clauses Act 1904 (U.P. Act no. 11 of 1904), the Governor is pleased to make the following rules with a view to amending the Uttar Pradesh State Co-operative Societies Election Rules, 2014:– 4 उत्तर प्रदेश असाधारण गजट, 22 जुलाई, 2026 THE UTTAR PRADESH STATE CO-OPERATIVE SOCIETIES ELECTION
(Fourth Amendment) RULES, 2026
1. (1) These rules may be called the Uttar Pradesh Co-operative Societies Short title and commencement
Election (Fourth Amendment) Rules, 2026.
(2) They shall come into force with effect from the date of their publication in the Official Gazette
2. In the Uttar Pradesh State Co-operative Societies Election Rules, 2014 Amendment of Rule 27
(hereinafter referred to as the "said rules ") in Rule 27,–
(i) for the existing sub-rule (2) set out in Column-I below, the sub-rule as set out in Column-II shall be substituted, namely:–

COLUMN-II (Sub-rule as hereby substituted) (2) The District Assistant Co-Operative Election Officer/the Divisional Co-operative Election Officer/the competent authority shall thereupon publish in any major daily newspaper the provisional determination for inviting objections while fixing the date for hearing within seven days from the date of such publication. A copy thereof shall be sent to the concerned society for its comments:
(2) The District Assistant Co-operative Election Officer/Divisional Co-operative Election Officer/the Competent Authority, thereupon, shall publish the provisional determination in a maximum of three (3) major daily newspapers, inviting objections, thereon within three days from the date of such publication. Such publication shall indicate the date of hearing, and a copy thereof shall also be sent to the concerned society for its comments:
Provided that in case of Primary, District or Central Co-operative Societies, it shall be published in major daily newspapers being circulated from the Division and in case of the State Level Apex Co-operative Societies, it shall be published in all editions of daily newspapers at the Divisional Levels:
Provided that in case of Primary, District or Central Co-operative Societies, it shall be published in, maximum three (3) major daily newspapers being circulated from the Division and in case of the State Level Apex Co-operative Societies, it shall be published in all editions of the three major daily newspapers at the Divisional Levels:
Provided further that the provisional determination of a Primary, District or Central Co-operative Society having area of operation extending to more than one revenue Districts, shall be published in major daily newspapers having circulation in the area of operation of the Society.
Provided further that the provisional determination of a Primary, District or Central Co-operative Society having area of operation extending to more than one revenue District, shall be published in maximum three (3) major daily newspapers having circulation in the area of operation of the Society.
(ii) for the existing clause (a) of sub-rule (4) set out in Column-I below, the clause as set out in Column-II shall be substituted, namely:–

(a) The objections and comments received under provisional determination shall be considered by the District Assistant Co-operative Election Officer/ the Divisional Co-operative Election Officer/ the Competent Authority on the fourth /fifth /sixth day, as mentioned in the provisional determination of such publication. After hearing the objections, he shall give a brief statement of objections and the facts found during hearing on the concerned register and get it signed by the objector while signing it himself
(a) The objections and comments received under provisional determination shall be considered by the District Assistant Co-operative Election Officer/ the Divisional Co-operative Election Officer/ the Competent Authority on the eleventh/twelfth/thirteenth day, as mentioned in the provisional determination of such publication after hearing the objections, he shall give a brief statement of objections and the facts found during hearing on the concerned register and get it signed by the objector while signing it himself 5 उत्तर प्रदेश असाधारण गजट, 22 जुलाई, 2026 (iii) for the existing sub-rule (5) set out in Column-I below, the sub-rule as set
out in Column-II shall be substituted, namely:–

(5) Thereafter District Assistant Co-operative Election Officer/the Divisional Co-operative Election Officer/the competent authority shall write his comments as required pertaining to the resolution of objections in the concerned register and finally determine the constituencies, the number of seats and the number of reserved seats. The final determination made, shall be published on the fifteenth day of the publication of the provisional determination and a copy thereof shall be sent to the society concerned.
(5) Thereafter the District Assistant Co-operative Election Officer/ the Divisional Co-operative Election Officer/the competent authority shall write his comments, as required, pertaining to the resolution of objections in the concerned register and finally determine the constituencies, the number of seats and the number of reserved seats. The final determination made, shall be published on the seventh day of the publication of the provisional determination in the newspapers as mentioned in sub-rule (2) and a copy thereof shall be sent to the society concerned.
3. In the said rules, for the existing Rule 31 set out in Column-I below, the Rule Amendment of Rule 31 as set out in Column-II shall be substituted, namely:-

31. The District Assistant Co-operative Election Officer shall after the provisional determination of constituency /constituencies publish in the local daily newspaper the election schedule notified by the Commission for election of such societies of their jurisdictions having their Headquarters in their respective District and their election is to be held.
31. The District Assistant Co-operative Election Officer shall, after the provisional determination of constituency/constituencies, publish in maximum three (3) major daily newspapers, the election schedule notified by the Commission for election of such cooperative societies within his jurisdiction that are headquartered in his respective district and whose election is to be held.
