चूंकि, पहचान स्थापित करने के लिए आधार संख्या का उपयोग व्यक्ति को सुविधाजनक एवं निर्बाध रीति से सहायिकियां, प्रसुविधायें और सेवायें प्राप्त करने हेतु समर्थ बनाता है, पहचान स्थापित करने के लिए बहुविध दस्तावेजों की आवश्यकता समाप्त हो जाती है, प्रक्रियायें सुगम हो जाती हैं तथा पारदर्शिता एवं दक्षता में अभिवृद्धि होती है;
और, चूंकि, इलेक्ट्रॉनिक्स और सूचना प्रौद्योगिकी मंत्रालय, भारत सरकार ने भारतीय विशिष्ट पहचान प्राधिकरण (यू0आई0डी0ए0आई0) से परामर्शोपरांत, अपने पत्र संख्या ई0एफ0सं0 13(4)/2020-ईजी-II (खंड-II) दिनांक 8 जुलाई, 2026 द्वारा नियुक्ति एवं कार्मिक विभाग (जिसे आगे ''उक्त विभाग'' कहा गया है), उत्तर प्रदेश सरकार (जिसे आगे ''उक्त सरकार'' कहा गया है) को सुशासन के लिए आधार अधिप्रमाणन (समाज कल्याण, नवाचार, ज्ञान) नियमावली, 2020 (जिसे आगे ''उक्त नियमावली'' कहा गया है) के नियम 3 के उपनियम (1) के अधीन विहित प्रयोजनों के लिए अनुज्ञात किया था कि उक्त सरकार/विभाग को अधिप्रमाणन निष्पादित करने और आधार संख्या धारक की पहचान स्थापित करने के लिए अधिप्रमाणन के दौरान आधार संख्या के उपयोग की अनुमति दिये जाने तथा आधार (वित्तीय और अन्य सहायिकियों, प्रसुविधाओं और सेवाओं का लक्ष्यित परिदान) अधिनियम, 2016 (जिसे आगे ''उक्त अधिनियम'' कहा गया है) की धारा 4 की उपधारा (4) के खण्ड (ख) के उपखण्ड (दो) के साथ पठित उक्त नियमावली के नियम 5 के अधीन उसे अधिसूचित करने की अनुज्ञा दी जा सकती है;
और, चूंकि, उत्तर प्रदेश अधीनस्थ सेवा चयन आयोग द्वारा संचालित परीक्षा/चयन प्रक्रिया के विभिन्न चरणों के दौरान, जिसमें सेवा में कार्यभार ग्रहण करने का समय भी सम्मिलित है, अभ्यर्थियों की पहचान स्थापित करने के लिए उक्त नियमावली के नियम 3 के उपनियम (1) के अधीन यथा-विहित ''हाँ/नहीं'' अथवा/और, ई0के0वाई0सी0 2 उत्तर प्रदेश असाधारण गजट, 28 जुलाई, 2026 अधिप्रमाणन सुविधाओं (जिसे आगे ''उक्त प्रयोजन'' कहा गया है) का उपयोग करते हुए आधार अधिप्रमाणन ई0के0वाई0सी0 का निष्पादन किया जाएगा और उक्त प्रयोजन हेतु आधार अधिप्रमाणन का निष्पादन स्वैच्छिक आधार पर होगा तथा उत्तर प्रदेश अधीनस्थ सेवा चयन आयोग केवल उक्त प्रयोजन हेतु ही आधार अधिप्रमाणन निष्पादित करेगा;
अतएव, अब, उक्त अधिनियम की धारा 4 की उपधारा (4) के खंड (ख) के उपखण्ड (दो) के साथ पठित उक्त नियमावली के नियम 5 के अनुसरण में, उक्त विभाग एतद्द्वारा निम्नलिखित अधिसूचित करता है, अर्थात्ः- 1-(1) उत्तर प्रदेश अधीनस्थ सेवा चयन आयोग, अधिनियम में यथा उपबन्धित अधिप्रमाणन के प्रयोजनार्थ आधार संख्या धारक की सहमति प्राप्त करेगा।
(2) उक्त नियमावली के नियम 3 के उपनियम (2) के अनुसार, आधार अधिप्रमाणन स्वैच्छिक आधार पर है;
विभाग/आयोग आधार संख्या धारक को पहचान के वैकल्पिक एवं व्यवहार्य साधनों के सम्बंध में सूचित करेगा और आधार अधिप्रमाणन किये जाने से मना करने या असमर्थ होने की स्थिति में किसी भी आधार संख्या धारक को किसी सेवा से वंचित नहीं करेगा।
2-यह अधिसूचना सरकारी गजट में प्रकाशित किये जाने के दिनांक से प्रभावी होगी।

IN pursuance of the provisions of clause (3) of Article 348 of the Constitution of India the Governor is pleased to order the publication of the following English translation of notification no. 628/XLVII-Ka-3/2026-2060832, dated July 28, 2026:

WHEREAS the use of Aadhaar number to establish identity enables individuals to receive subsidies, benefits and services in a convenient and seamless manner, obviates the need for multiplicity of documents to establish identity, simplifies processes and promotes transparency and efficiency;
AND WHEREAS, the Ministry of Electronics and Information Technology, Government of India, after consultation with the Unique Identification Authority of India (UIDAI), had allowed vide its letter no. eF. No. 13(4)/2020-EG-II(Vol-II) dated 8th July, 2026 to the Department of Appointment and Personnel (hereinafter referred to as the "said Department"), Government of Uttar Pradesh (hereinafter referred to as the "said Government") for the purposes prescribed under sub-rule (1) of Rule 3 of the Aadhaar Authentication for Good Governance (Social Welfare, Innovation, Knowledge) Rules, 2020 (hereinafter referred to as the "said rules") that the said Government/Department may be allowed to perform authentication and be permitted the use of Aadhaar number during authentication for establishing identity of Aadhaar number holder and notify the same under rule 5 of the said rules read with sub-clause (ii) of clause (b) of sub-section (4) of Section 4 of the Aadhaar (Targeted Delivery of Financial and Other Subsidies, Benefits and Services) Act, 2016 (hereinafter referred to as the "Act");
AND WHEREAS, the Aadhaar authentication/eKYC shall be performed for establishing the identity of candidates during various stages of examination/selection process conducted by the Uttar Pradesh Subordinate Services Selection Commission, including at the time of joining the service, using Yes/No or/and eKYC authentication facilities (hereinafter referred to as the "said purpose") as prescribed under sub- rule (1) of Rule 3 of the said rules and the performance of Aadhaar authentication for the said purpose shall उत्तर प्रदेश असाधारण गजट, 28 जुलाई, 2026 3 be on voluntary basis and that the Uttar Pradesh Subordinate Services Selection Commission shall perform the Aadhaar authentication only for the said purpose;
NOW, THEREFORE, in pursuance of Rule 5 of the said rules read with sub-clause (ii) of clause (b) of sub-section (4) of Section 4 of the Act, the said Department hereby notifies the following, namely:-
1. (1) The Uttar Pradesh Subordinate Services Selection Commission, as provided in the Act, shall obtain the consent of the Aadhar number holder for the purpose of authentication herein.
(2) As per sub-rule (2) of Rule 3 of the said rules, Aadhaar authentication is on voluntary basis.
The Department/Commission shall inform to the Aadhaar number holder of alternate and viable means of identification and shall not deny any service to the Aadhaar number holder for refusing to, or being unable to, undergo Aadhaar authentication.
2. This notification shall come into effect from the date of its publication in the Official Gazette.
