IN pursuance of the provisions of clause (3) of Article 348 of the Constitution of India, the Governor is pleased to order the publication of the following English translation of the Uttar Pradesh Niji Vishwavidyalay (Sanshodhan) Adhiniyam, 2026 (Uttar Pradesh Adhiniyam Sankhya 22 of 2026) as passed by the Uttar Pradesh Legislature and assented to by the Governor on August 14, 2026. The Uccha Shiksha Anubhag-1 is administratively concerned with the said Adhiniyam.

THE UTTAR PRADESH PRIVATE UNIVERSITIES (AMENDMENT)

ACT, 2026

(U.P. ACT NO. 22 OF 2026)

[As passed by the Uttar Pradesh Legislature] AN

ACT

further to amend the Uttar Pradesh Private Universities Act, 2019.

IT IS HEREBY enacted in the Seventy-seventh Year of the Republic of India

as follows:-

1. (1) This Act may be called the Uttar Pradesh Private Universities Short title and commencement (Amendment) Act, 2026.

(2) It shall be deemed to have come into force with effect from the 24th day

of April, 2026.

Amendment of 2. In Schedule-2 of the Uttar Pradesh Private Universities Act, 2019

Schedule- 2 of (hereinafter referred to as the "principal Act") after serial no. 52, the following U.P. Act no. 12 of 2019

serial number and the entries relating thereto shall be inserted, namely:–

Power to remove difficulties

3. (1) The State Government may, for the purposes of removing any difficulty in relation to the establishment of Metro University, Greater Noida,

Uttar Pradesh, by order published in the Gazette, direct that the provisions of the

principal Act shall during such period, as may be specified in the order, have effect

subject to such adaptations, whether by way of modification, addition or omission,

as it may deem necessary or expedient:

Provided that no such order shall be made after two years from the date of

commencement of this Act.

(2) Every order made under sub-section (1) shall be laid before both Houses

of the State Legislature, as soon as may be, after it is made.

Repeal and saving 4. (1) The Uttar Pradesh Private Universities (Amendment) Ordinance, 2026

(U. P. Ordinance no. 10 of 2026) and the Uttar Pradesh Private Universities (Second

Amendment) Ordinance, 2026 (U.P. Ordinance no. 15 of 2026) are hereby repealed.

(2) Notwithstanding such repeal, anything done or any action taken under

the provisions of the Ordinance referred to in sub-section (1) shall be deemed to have

been done or taken under the corresponding provisions this Act as if the provisions of

this Act were in force at all material times.

STATEMENT OF OBJECTS AND REASONS

The Uttar Pradesh Private Universities Act, 2019 (U.P. Act No. 12 of 2019) has been enacted to provide for the establishment of new Private Universities and incorporation of existing Private Universities in the State of Uttar Pradesh for imparting higher education and to regulate their functions and for matters connected therewith or incidental thereto.

In order to provide for the establishment of a new Private University namely, Metro University, Greater Noida, Uttar Pradesh, it was decided to amend Schedule-2 of the aforesaid Act.

Since the State Legislature was not in session and immediate legislative action was necessary to implement the aforesaid decision, the Uttar Pradesh Private Universities (Second Amendment) Ordinance, 2026 (U.P. Ordinance No. 15 of 2026) was promulgated by the Governor on June 4, 2026.

This Bill is introduced to replace the aforesaid Ordinance.
