No. 576/EXIT/ECI/LET/FUNC/JUD/SDR/2017/Vol-I
Whereas, the schedule for the General Elections to the Legislative Assemblies of Goa, Manipur, Punjab, Uttarakhand and Uttar Pradesh has been announced by the Commission vide Press Note No. ECI/PN/1/2017 dated 4th January, 2017, and also announced by election to House of the People from 2—Amritsar Parliamentary Constituency in Punjab;
2. Whereas, as per the schedule so announced by the Commission, poll for the first round of election in Goa and Punjab is scheduled to be taken on 04-02-2017, and the poll for the last round of elections in the States of Manipur and Uttar Pradesh is to be taken on 08-03-2017; and 4. Now, therefore, in exercise of the powers under sub-section (1) of Section 126A of the Representation of the People Act, 1951, the Election Commission, having regard to the provisions of sub-section (2) of the said Section, hereby notifies the period between 7.00 a.m. on 04-02-2017 and 17.30 hours (5.30 p.m.) on 08-03-2017 as the period during which conducting any exit poll and publishing or publicizing by means of the print or electronic media or dissemination in any other manner, whatsoever, the result of any exit poll in connection with the current General Elections to the Legislative Assemblies of Goa, Manipur, Punjab, Uttarakhand and Uttar Pradesh, announced by the Commission vide Press Note dated 4th January, 2017, and also for the Bye-election from 2—Amritsar Parliamentary Constituency, shall be prohibited.
5. It is further clarified that under Section 126(1)(b) of the R.P. Act, 1951, displaying any election matter including results of any opinion poll or any other poll survey, in any electronic media, would be prohibited during the period of 48 hours ending with the hour fixed for conclusion of poll in each of the phases in connection with the aforesaid General elections.

यतः आयग ने दिनांक 04 जनवरी, 2017 क प्रेस नट संख्या ईसीआई/प्रेन/1/2017 क द्वारा उत्तर प्रदेश, उत्तराखंड, पंजाब, मणिपुर और गवा की विधान सभाअं क साधारण निर्वाचनं हेतु अनुसूची की घषणा करने क साथ-साथ पंजाब में 2-अमृतसर संसदीय निर्वाचन क्षेत्र से लक सभा क उप-निर्वाचन की भी घषणा की थी;
2. यतः आयग द्वारा इस प्रकार से घषित अनुसूची क अनुसार गवा और पंजाब में निर्वाचन का प्रथम चरण 04-02-2017 क कराया जाना निर्धारित है और मणिपुर और उत्तर प्रदेश राज्यं में निर्वाचनं क अंतिम चक्र हेतु मतदान 08-03-2017 क कराया जाना है;
3. यतः, लक प्रतिधित्व अधिनियम 1951 की धारा 126क क प्रावधानं क अनुसार, इस अवधि क दौरान कई एग्जिट पल आयजित करना और उसका परिणाम प्रकाशित करना एवं प्रचारित करना, आयग द्वारा यथा अधिसूचित अवधि तक प्रतिबन्धित है।
4. अब, इसलिए, लक प्रतिनिधित्व अधिनियम, 1951 की धारा 126क की उप धारा (1) क अधीन शक्तियं का प्रयग करते हुए, भारत निर्वाचन आयग, उक्त धारा की उप-धारा (2) क उपबंधं क द्दष्टिगत, 04-02-2007 क पूर्वाहन 7.00 बजे से दिनांक 08-03-2017 क अपराहन 17.30 बजे (5.30 अपराहन) तक क बीच की अवधि क ऐसी अवधि के रूप में अधिसूचित करता है जिसक दौरान आयग द्वारा दिनांक 04 जनवरी, 2017 क प्रेस नट द्वारा घषित गवा, मणिपूर, पंजाब, उत्तराखंड तथा उत्तर प्रदेश की विधान सभाअं क वर्तमान साधारण निर्वाचनं तथा साथ ही 2-अमृतसर संसदीय निर्वाचन क्षेत्र से उप-निर्वाचन क संबंध में किसी भी प्रकार क एग्जिट पल का संचालन करने तथा प्रिंट या इलक्ट्रॉनिक मीडिया द्वारा इसक परिणाम क प्रकाशन या प्रचार अथवा किसी भी अन्य तरीक से उसका प्रसार करने पर प्रतिबंध हगा।
5. इसक अतिरिक्त यह भी स्पष्ट किया जाता है कि लक प्रतिनिधित्व अधिनियम, 1951 की धारा 126(1)(ख) क अधीन, उपर्युक्त साधारण निर्वाचनं क संबंध में प्रत्येक चरण में मतदान की समाप्ति क लिए नियत समय पर समाप्त हने वाल 48 घंटं क दौरान किसी भी इलक्ट्रानिक मीडिया में किसी भी अपीनियन पल या अन्य किसी मतदान सर्वेक्षण क परिणामं सहित, किसी भी प्रकार क निर्वाचन संबंधी मामल क प्रदर्शन पर प्रतिबंध हगा।
