Home—General Division
Office of the District Magistrate, North Goa ___
And whereas, I am satisfied that there are sufficient grounds for proceeding under Section 144 of the Code of Criminal Procedure, 1973 and that the circumstances do not allow the serving of notice individually.
Order
No. 8/8/2014-MAG/L&O/LA/4239
Under Section 144 of the Code of Criminal
Procedure, 1973
Whereas, the State organised functions i.e. IFFI, Feast of Saint Francis Xavier, etc. are round the corner and there is every possibility that various individuals and bodies will organise protest, rallies, processions, morchas, etc. within the jurisdiction of Panaji Police Station thereby paralyzing normal flow of traffic and causing inconvenience to general public. Besides, such activities will also cause traffic congestions affecting the motorists and pedestrians and pose a possible risk of breach of peace and law and order problem.
And whereas, it has also been noticed that there are unwarranted traffic jams in various points of Panaji city during such morchas, rallies, dharnas etc. resulting in obstructions of smooth flow of traffic.
And whereas, in view of the above, I am of the considered opinion that it is expedient to notify designated places for morchas, rallies, dharnas etc., in Panaji city so as to avoid inconvenience to general public and any disturbance to peace and law and order.
Now therefore, in exercise of the powers vested in me under Section 144 of the Code of Criminal Procedure, 1973 I, Nila Mohanan, IAS, District Magistrate, North Goa do hereby order that the Campal Parade Ground and Azad Maidan, Panaji shall be the two designated locations of organizing protest rallies, morchas, processions, hunger strikes, dharnas, agitations and other forms of protest in Panaji city. Any such activities taking place outside these specified locations, shall be treated as illegal and any person or persons violating this order shall be punishable under Section 188 of the Indian Penal Code.
The organizers shall apply and get permission for organizing any of the activities mentioned hereinabove and shall also obtain permission for using the two locations specified above from the authorities controlling the same. No permissions shall be granted to use the above specified locations on days when State functions are scheduled.
This order comes into force with immediate effect and shall remain in force for a period of 60 days.
Given under my hand and seal of this office, this
16th day of November, 2017.
Nila Mohanan, IAS District Magistrate, North Goa.
