Note:- There is one Extraordinary issue to the Official Gazette, Series III No. 36 dated 07-12-2017 namely, Extraordinary dated 12-12-2017 from pages 1251 to 1252 regarding Order from Department of Home (Home—General Division), Office of the District Magistrate, North Goa.
And whereas, the Government proposes to constitute the said forest land as Reserved Forest under Section 4 of the Indian Forest Act, 1927 (Central Act No. 16 of 1927) (hereinafter called as the "said Act");

Whereas, the forest land as specified in the Schedule hereto is the property of the Government and the Government has proprietary rights over it (hereinafter called as the "said forest land");
And whereas, the Government is entitled to the
whole of the forest produce thereon;
Now, therefore, in exercise of the powers conferred by sub-section (1) of Section 4 of the said Act, the Government of Goa hereby declares that it has been decided to constitute the said forest land as Reserved Forest the situation and limits of which are as specified in Schedule I and II to this Notification; and further appoints, under clause (c) of sub-section 1 of Section 4 of the said Act, Shri Pravin H. Parab as the Forest Settlement Officer to inquire into and determine the existence, nature and extent of any rights alleged to exist in favour of any person in or over any land comprised within such limits, or in or over any forest produce and to deal with the same as provided in Chapter II of the said Act.

Whereas, it is reported by the Superintendent of Police, South Goa District, Margao, that it is difficult to identify culprits upon commission of crime, as the details furnished by them to the hotels/ /landlords, are usually found fictitious/bogus.
And whereas, the terrorists/anti-social elements can and often do camouflage their identity for their operations, as hotel owners/landlords neither follow the procedures of verifying the antecedents of the person to whom they rent their premises nor inform to the local police. Further, there are cases where the tenants further sublet the premises without the knowledge of landlords.
And whereas, it is imperative to take preventive action particularly during the impending peak tourist season in Goa.
c) Order that the Incharges of such acco- mmodation shall provide such facilities for inspection of the record to the Police authorities or any other authority authorized by the undersigned if so desired by them.
d) Order that the landlord/owner/tenant of the house/property to furnish particulars of the person to whom accommodation is provided to the jurisdictional Police Station on regular basis.
Violation of this Order shall be punishable u/s
188 IPC.
The circumstances do not permit serving of the notice individually in due time to the concerned, the order is hereby passed ex-parte. It shall be published for information of public through Press and also by affixing copies on the Notice Boards of the offices of all Sub-Divisional Magistrates, Mamlatdars and Police Stations.
This order shall come into force with effect from 02-12-2017 and shall remain in operation for a period of 60 days (both days inclusive) unless withdrawn earlier.

The above speed breakers shall be painted with white thermoplastic fluorescent paint and fixed with blinkers for better visibility.
Further, in exercise of the powers conferred on me under Section 116 of the above Act, I also authorise the erection of cautionary signboards "Speed Breaker" at about 40 mts. on either side of the speed breaker in advance of the speed breaker and traffic signboard showing the sign "Speed Breaker" at the placement of the speed breaker & thick rumbler strips in order to regulate the motor vehicular traffic.
The Secretary, Village Panchayat Ona, Maulinguem, Kudchirem, Bicholim and P.W.D. (Engineering Cell) is directed to publish this notification through the Director of Information and Publicity in local newspapers and to make necessary arrangements to construct the speed breakers and to erect the signboards at the places indicated above as per the specification laid down by the Ministry of Road Transport and Highways and as published in the Official Gazette, Series I No. 15 dated 15-07-2005 by the Government of Goa and report compliance within fifteen days time.

Conditions for the Auction
(1) Every contesting bidder other than applicant should deposit an EMD in the Office of the Administrator of Comunidades of North Zone, Mapusa, Bardez-Goa, in cash an amount equivalent to five times of the initial minimum amount lease bid as fixed above. The said EMD amount should be deposited in this office on the previous day of auction between 10.00 a.m. to 12.00 noon and only those persons who have deposited such amount a list thereof will be displayed in this office notice board by 1.00 p.m. on the same day alongwith the cost incurred by the applicants during the process of the file till the day of auction of the plot. (4) In the event of the applicant winning the bids one year's lease rent is to be immediately deposited in the Administrator's office.
(5) On the day of the auction if there are no bidders then the plots will stand allotted to the applicant on payment of one year's lease rent to the office of Administrator of Comunidades of North Zone, Mapusa.
