Whereas, it is reported by the Superintendent of Police, South Goa District, Margao, that criminals with an intention of committing crime in Goa, usually stay in hotels/rented premises with fictitious names and bogus residential/official address and telephone numbers and after commission of crime, it becomes difficult to identify culprits, as the details furnished by them to the hotels/landlords, are found fictitious/bogus.

And whereas, the terrorists/anti-social elements can camouflage their identity for their operations, as hotel owners/landlords neither follow the procedures of verifying the antecedents of the person to whom they rent their premises nor inform the same to the local police. Further, there are cases where the tenants further sublet the premises without the knowledge of landlords.

a) Order that Owners/Management of all Hotels, Lodging & Boarding, Private Guest Houses, Paying Guest Accommodation, Temporary Residential Accommodation including that of religious bodies to prohibit any visitors/guest to check-in without providing any photo identity proof such as Election Card, Driving License, Smart Card, Employment Card, Adhar Card or any other duly issued by Government. A self attested copy of same may be retained for record.

b) Order that no landlords/tenants/owner/person of any house/property which falls under the territorial jurisdiction of South Goa District, Goa shall let/sublet/rent out any accommodation to any person unless and until he/she has furnished the particulars of the tenants to the Police-in-charge of the concerned area.

c) Order that the In-charges of such acco- mmodation shall provide such facilities for inspection of the record to the Police authorities or any other authority authorized by the undersigned if so desired by them.

The circumstances do not permit serving of the notice individually to the concerned in due time. Therefore, the order is hereby passed ex-parte. It shall be published for information of public through Press and also by affixing copies on the Notice Boards of the offices of all Sub-Divisional Magistrates, Mamlatdars and Police Stations.

The Sub-Committee heard the concerned persons who have filed their objection to the Present Land Use Map and Register and prepared the report.

And whereas, under Section 27(4) of Town & Country Planning Act, 1974 the Sub-Committee placed the report in its 73rd Authority Meeting held on 28-8-18. And whereas, the Government after consulting Goa Town and Country Planning Board approved the Outline Development Plan for Vasco-da-Gama Planning Area under Section 36 of the Goa Town and Country Planning Act, 1974 (Act 21 of 1975);

And whereas, the Authority vide Notification No. MPDA/ODP-2026/2016-17/1300 dated 26-12-2016, issued under sub-section (1) of Section 37 of the Goa Town and Country Planning Act, 1974 (Act 21 of 1975) published the said Development Plan for the Vasco-da-Gama Planning Area-2026 in Official Gazette Extraordinary No. 2, Series III No. 38, dated 26-12-2016 as well as in the local newspapers, namely "The Navhind Times" and "Navprabha" both dated 29-12-2016 and that from the date of such publication the said Development Plan for the Vasco-da-Gama Planning Area-2026 came in to operation;

And whereas, now, the interested parties have brought to the notice of the Authority certain cartographical errors which have been cropped in the said Outline Development Plan for Vasco-da- -Gama Planning Area-2026 in respect of the property under Survey No. 8/1-B, Dabolim village of Mormugao Taluka is notified as "C2" instead of "C1" and the property surveyed under Survey No. 6/6 of Chicalim village of Mormugao Taluka is notified as "A2" instead of "S1":

7. I say that this Affidavit cum Declaration is sworn by me in order to change my name from 'Shivprakash G. Naik' to 'Shivprakash Ramesh Gauns' and my father's name from 'Gopal Jairam Naik' to 'Ramesh Jairam Gauns' in my Permanent Account Number (PAN) before the Income Tax Department, Government of India.

8. I say that whatever is stated by me in the foregoing paragraphs of this Affidavit cum Declaration is true to the best of my knowledge.
