Whereas, the Executive Engineer I(S), JICA-ODA Loan Project, Fatorda, Margao-Goa vide letter dated 16-02-2018 has sought permission to complete balance work including laying, hydro testing, reinstating and releasing the traffic with regard to laying of pipeline from Arlem to Borim junction chainage 1140 mt to 3360 mt;
And whereas, the Sub-Divisional Police Officer, Margao vide letter dated 29-03-2018 has submitted report wherein Dy. Superintendent of Police, Traffic South Goa, Margao, has given no objection to undertake above work;
And whereas, it is revealed that the work mentioned above is of urgent nature and it requires to divert the traffic for smoother movement of traffic;
.
And whereas, I am satisfied that the diversion of traffic is essential during execution of the above work;
Therefore, I, Anjali Sehrawat, IAS, District Magistrate, South Goa, Margao do hereby permit upon urgency of the work for closure of road and diversion of traffic to undertake the balance work including laying, hydro testing, reinstating and releasing the traffic by 15-05-2018.
3. The applicant/contractor is directed to obtain prior permission from other concerned competent authorities.
4. The applicant/contractor is directed to restore the original condition of the roads of each phase soon after the completion of the work by all means.
5. The applicant/contractor is directed to ensure that there are no leftover of construction/ /building material on the motorable road/ /road shoulder after the completion of the work to avoid inconvenience to general public and vehicular traffic.
6. The applicant/contractor shall deploy sufficient number of traffic marshall/ /volunteers with retro reflective jackets and LED flashing batons for diversion/traffic control and regulation during night to regulate the traffic at the site for smooth flow of traffic.
7. The applicant/contractor is directed to erect proper signages of "Road Closed", ''No Entry", "Take Diversion", etc. on both sides of road closure.
8. The applicant/contractor is directed to display proper signages, indicating flash light for diversion/closure/work in progress with flash lights for awareness of the motorists, pedestrians and other road users particularly during night.
9. The applicant is directed to approach IC Traffic Cell, Margao with a formal request for deployment of Traffic Police, if required for traffic regulation, on advance payment basis as per prevailing Govt. rates/service tax, etc. The same shall be provided as per availability.

11. The area around the road/digging site shall be properly barricaded and illuminated with red light, glowing/reflective tapes to prevent accidental falling of pedestrians, motorists, etc.
12. The applicant/contractor is directed to ensure that there are no loose gravels of soil/stones, leftovers on the road/shoulder of the road after the completion of the work.
13. The applicant/contractor is directed to publish an advertisement at least 03 days in advance in the local newspaper about the date of closure of road for commencing the said work to create awareness among the general public.
14. If any untoward incident arises due to poor barricading/non-applying of glowing/ /reflective tapes then the concerned contractor/PWD authorities shall be held responsible for the same.
15. The applicant/contractor is directed to display road diversion signages throughout the alternate route to avoid inconvenience to the motorists and general public.
16. The equipments/material if any kept on the proposed road shall be covered with illuminating warning sign during night time, so as to avoid from any untoward incident.
17. The applicant/contractor is directed to hire sufficient machinery and man power and to complete the desired work within the stipulated time frame.
23. The Executing Agency and Supervisory Agency should take precautions in this regard.
24. The applicant/contractor is directed to complete the entire works within the stipulated time frame by engaging additional manpower.
25. A detailed report should be submitted to the District Magistrate, South Goa, regarding completion of the work by 15-05-2018.
26. If the applicant/contractor fails to abide by the conditions laid above or if the NOC issuing authority feels so, the NOC is subject to cancellation/revocation at any given time.
