Read: 1. Letter No. F1/CCP/Pay Parking/Admn/ /2019-2020/3783 dated 11-07-2019 of the Corporation of the City of Panaji, Panaji- Goa.
2. Report No. DYSP/TRF/NORTH/982/2019 dated 09-08-2019 of the Dy. Supdt. of Police, Traffic (North), Panaji-Goa.
Whereas the Corporation of the City of Panaji (CCP) vide their letter cited at "1" above had proposed to notify various places as Pay Parking for Four Wheelers only in the City of Panaji.
And whereas, the Dy. Supdt. of Police, Traffic (North) Altinho vide their letter cited at "2" above has recommended the said proposal.
Now therefore, I, R. Menaka, IAS, Collector and District Magistrate (North Goa) as empowered under Section 117 of the Motor Vehicles Act, 1988 and under Rule 117 of the Goa Motor Vehicle Rules, 1991, do hereby notify the places of first phase as indicated in column "3" of the Schedule below as "Pay Parking" for Four Wheelers only. The Notification shall be applicable from 9:00 a.m. to 1) Wide publicity shall be given in press and Electronic Media for the information of the general motorist as well as the local residents well in advance.
2) Necessary signage's/notice board indicating type of Parking and Parking Fees (Rate Chart) and conditions as per format enclosed of minimum size of 2'x3' shall be displayed prominently in Pay Parking area at a minimum distance of 50 mts. each in all pay parking areas as per format enclosed.
3) All the parking lots/boxes shall be painted with thermoplastic fluorescent paint by keeping sufficient space for the drivers to alight/enter the vehicle.
4) Persons/Attendant engaged in collecting Parking Fees shall be compulsorily wearing proper uniform prescribed by the CCP and display proper Photo ID Cards with unique numbers issued by CCP which shall be OFFICIAL GAZETTE — GOVT. OF GOA SERIES III No. 24 12TH SEPTEMBER, 2019 displayed on the person. The attendant shall also carry a certified copy of rate chart notified by this authority for showing to the citizens as and when demanded.

5) The Parking Slip/Receipt issued to the motorist shall bear the letter head of CCP & the contact number of the responsible Officer of CCP to ensure that grievance if any is expressed to the concerned. Also complaints if any shall be redressed by such officer.
6) It shall be ensured that no vehicle will be allowed to be parked at the corners or close to an intersection which will block the vision of the motorists.
7) Double Parking, Parking on Footpaths, Parking on Zebra Crossing, Parking at the entrance of any residential Building having parking facilities shall not be allowed.
8) Persons collecting the Parking Fees should compulsorily be able to communicate fluently in the local language.
9) All the persons appointed for collecting the fees shall compulsorily undergo prior verification of character and antecedents from Police.
10) No Parking Fees shall be charged on Sundays.
11) Parking fees once charged shall be considered valid for any other parking location within the CCP jurisdiction for that time slot for the said vehicle.
12) All Government Vehicles shall be exempted
from paying Parking Fees.
13) Any breach of conditions may invite
withdrawal of this Notification.
The Commissioner, Corporation of the City of Panaji shall make necessary arrangements to construct/erect all the required signboards at all the places indicated above and report compliance latest by 16-09-2019. Unless all signboards are erected the collection of fees shall not commence.
This notification is issued in supersession of earlier notifications 1) No. 23/3/2014/MAG/Tis-City/ /2614 dated 01-10-2014 Reg. No Parking & No Standing Zone from Divja Circle upto Miramar Circle and 2) No. 23/3/2014/MAG/Tis-City/1766 dated 18-07-2014 Reg. The signboards shall be installed as per specifications laid in the Seventh Schedule under the Goa Motor Vehicles (Amendment) Rules, 2005 & shall be located 40 meters in advance of the speed breaker and at the placement of the speed breaker.
