Now therefore, I, Ajit Roy, IAS, District Magistrate, South Goa District, Margao in exercise of the powers vested in me under Section 144 of the Code of Criminal Procedure, 1973 do hereby prohibit any person/agency/organization from digging any road or a part thereof without the written permission of the undersigned, in the territorial jurisdiction of South Goa District. Further, the concerned persons/ /agencies involved in currently dug up roads or parts thereof, are also ordered to restore them to normal condition with immediate effect.
And whereas, the circumstances do not permit serving of the notice in due time to the person/ /persons involved in digging of road or a part thereof, the order is passed ex-parte. It shall be published for information of public through Press and also by affixing copies on the Notice Boards of all Sub-Divisional Magistrates, Mamlatdars and Police Stations.

And whereas, it has been reported by the Superintendent of Police, South Goa District, Margao vide Report No. SP/S-Goa/Reader/2126/2019 dated 16-05-2019 stating that fear of disturbance of the communal peace and harmony in the State of Goa is not ruled out in case of entry of Shri Pramod Mutalik, son of Hanmant Rao Mutalik, r/o Kulkarni Galli, Taluka Hukkary, District Belgavi, leader of "Sri Ram Sene" and his member associates in the South Goa District. It is apprehended that his communal speeches will promote enmity among various religious communities and will be prejudicial to maintenance of harmony, public peace and safety;
And whereas, on going through the report of Superintendent of Police, South Goa, and having examined the facts and circumstance brought out in the said report, I am satisfied that there are sufficient grounds for proceeding under Section 144 of Cr. P. C., 1973 to prohibit members of "Sri Ram Sene" and its leader Shri Pramod Mutalik from entering into jurisdiction of South Goa District and making aggressive statement and comments which could hurt the communal feeling of groups and lead to violence and in turn result into serious law and order problems;
And whereas, the circumstances do not allow serving of notice individually except to Shri Pramod Mutalik, leader of Sri Ram Sene;
Now therefore, I, Agnelo A. J. Fernandes, District Magistrate, South Goa District in exercise of the powers vested in me under Section 144 of Cr. P. C., 1973, do hereby prohibit the entry of Shri Pramod Mutalik, son of Shri Hanmant Rao Mutalik, leader of "Sri Ram Sene" and any of his associates or members within the jurisdiction of South Goa District, State of Goa for a period of 60 days with effect from 21st May, 2019.
