Whereas, in view of prevailing Health emergency posed by COVID-19, the notification referred at Sr. No. 2 read above, the restriction on movement of Heavy Commercial vehicles imposed in the above Notification was withdrawn w.e.f. 01-04-2020.

c) Honda Junction to end of the Goa State Border on State Highway No. 1 on Chorla Ghat.

1. The PWD shall station at least 02 heavy cranes at Chorla Ghat on foothills and at end of the border to tow away or clear any road blockade.

2. The PWD shall put up necessary signboards for the information of the vehicular traffic at the starting point of Chorla Ghat at Goa Karnataka Border all along the Ghat section upto Goa Border and all the diversion points (Dattawadi Sankhali Junction, PHC Sakhali Junction & Honda Junction).

3. Notice shall be published in newspapers regarding prohibition for information of public.

4. Concerned police station shall be informed well in advance regarding the road closure/ /diversion.

And whereas, Dy. Supdt. of Police, Traffic (North), Panaji, vide his letter referred at Sr. No. 1 above has requested to issue notification regarding prohibition of entry and plying of heavy commercial goods vehicles (multi axel vehicles) on the stretch of roads from the foothill of Chorla on SH No. 01 on the Keri to Belgaum road for the period upto 31-12-2020 as the Chorla Ghat Section/road is not feasible for carrying extra flow of heavy commercial vehicles and multi axel vehicles due to its width and topography.

Whereas the Police Inspector, Traffic Cell, Panaji has submitted a list of abandoned/unattended vehicles found on various roads in Panaji City.

And whereas the said vehicles are breeding grounds for mosquitoes which causes rise in the vector borne diseases and thus leads to health hazard.

Now, therefore, I, R. Menaka, District Magistrate North Goa in exercise of powers vested in me under Section 26 of the Indian Police Act, 1861 call upon all the persons interested in the said vehicles to submit their claims (if any) to the office of the Deputy Collector & SDM, Panaji under intimation to the office of Commissioner, City Corporation of Panaji within a period of 06 (six) months from the date of publication of this Proclamation.

If no objections/claims are received within the stipulated time, the vehicles will be forfeited in favour of State Government and shall be disposed by public auction as provided under law and no further claims will be entertained from any one and the proceeds will be forfeited to the Government.

The list of all identified vehicles is available with the office of the Deputy Collector & SDM, Panaji.

(2) The contesting bidders other than the applicant are also required to produce an Affidavit sworn stating that the contesting bidders, the contesting bidders' spouse and the minor children do not own any house or land within the State of Goa alongwith valid residential status of proof of fifteen years residency issued by the competent authority.

(3) The bidders participating for the auction should obtain NOC from the concerned Comunidade 3 (three) days before the auction and submit the same to the office of the Administrator of Comunidades of North Zone, Mapusa.

(4) In the event of the applicant winning the bid one year's lease rent is to be immediately deposited in the Administrator's office.

(5) On the day of the auction if there are no bidders then the plots will stand allotted to the applicant on payment of one year's lease rent to the office of Administrator of Comunidades of North Zone, Mapusa.

(6) The persons other than the applicant winning the bid should deposit one year's lease rent and also double the costs incurred by the applicant for processing the file on the spot. The EMD in such a case will be adjusted against the above payments. In case successful bidders fail to deposit one year's lease rent and double the costs incurred by the applicant for processing the file on the spot, in such a case the EMD deposited shall be forfeited. In such case the second highest bidder and so on will be considered for acceptance of their bids and fulfillment of payment conditions as laid down. Only cash payments shall be accepted. Also such defaulters shall not be allowed to participate in any future auctions of Comunidade plots.

(7) The Administrator of Comunidades of North Zone, Mapusa, Bardez-Goa, reserves the right to accept or reject any bids without assigning any reason and the decision of the Administrator shall be final in all matters.
