It is hereby notified to all concerned that public auctions of rights to manufacture liquor from cashew juice in respect of various zones located in North and South Goa in between bidders who undertake to manufacture the maximum quantity of liquor from particular zones for cashew season of the year 2022, shall be held before the committee constituted under Rule 72(2) of Goa Excise Duty Rules, 1964 at Swami Vivekanand Hall, Panaji - Goa and Ravindra Bhavan (Black Box Hall), Margao, Salcete - Goa for cashew zones of North Goa District and South Goa District respectively on the following dates from 11.00 a.m. onwards.

No bidder shall be admitted to the auction unless he/she makes a deposit of Rs.100/- as an earnest money separately in respect of each zone. The earnest money can be deposited in the Department between 07th February, 2022 to 22nd February, 2022 and thereafter deposits shall also be accepted at the place of auction before commencement of auctions of respective Talukas zone.
2. At the close of the auction the deposits of earnest money made by the unsuccessful bidders shall be refunded to them against the production of receipts of such deposits.
3. The licence shall be granted to the bidder who shall undertake to manufacture the highest quantity of liquor of 25% under proof or corresponding quantity of lesser strength after full payment of bid amount.
4. The amount of duty payable on the quantity of liquor undertaken to be produced by the bidder shall be paid by him in two equal installments. The first installment shall be paid by the bidder on the spot as soon as the bid OFFICIAL GAZETTE — GOVT. OF GOA SERIES III No. 46 10TH FEBRUARY, 2022 is accepted and 2nd installment shall be paid by him within fifteen days from the date of acceptance of his bid.
5. The successful bidders shall withdraw the earnest money deposits in the same manner as above within 10 days after the payment of 1st installment of the bid amount.
6. A bidder shall not be allowed to transfer the bid once the right to manufacture the highest quantity of liquor is adjudicated to him/her.
7. Attention to the bidders is drawn to the provision of Rules 76 of the Excise Duty Rules, 1964. In case the licensee refuses to pay for the juice supplied by cashew extractors or fails to obtain such supply from the cashew juice extractors for any reasons whatsoever, he shall not be entitled to claim for refund of duties on these grounds and therefore, the responsibility of getting the juice from zones bided shall fully rest upon him/her.

The licensee shall make use of proper vessels for
storage of cashew juice and distilled liquor and
erect proper still apparatus for distillation. No coal
tar barrels will be used at any stage. The licensee
shall maintain a register in terms of Rule 78.
The license shall be subject to the provisions of
Goa (Excise Duty) Act, 1964 and Rules made there
under as amended from time to time.

8. In event of failure to comply with the above conditions and the provisions of Rules 72 bid or failure to pay the first installment of the bid amount as required by sub-rule (3) of Rules 71, the earnest money of Rs.100/- deposited by the bidder with reference to sub-rule (4) of Rules 72 shall be forfeited. If second installment of bid amount is not paid within the period of 15 days as prescribed above, the first installment paid shall be forfeited in favour of the Government. Any loss in Excise Duty caused to the Government by reason of fresh auction being held as result of non - payment of the installment, shall be recoverable from the first bidder as an arrears of land revenue.
9. As per the Goa (Excise Duty) Rules, 1964 the accepted bidding price shall be the amount of Excise Duty for the zone put to auction and no refund shall be admissible if the duty assessed on the production in such zones is less than amount of the highest offer.
After the duty has been paid by successful bidder he/she shall declare within 5 days there from to the excise inspector of the respective taluka the number of stills and the place where he/she shall work them as required under rules 73 of the Excise Duty Rules, 1964.
The price of cashew juice for the purpose of Rule 76 of the Goa Excise Duty Rules, 1964 shall be No. 225/1/PWD/WD-XIV(NH)/ASW/2021-22/222
The general public are hereby informed that the
District Magistrate, South-Goa vide notification No.
37/128/2008/MAG/940, dated 17-01-2022, has
ordered for temporary traffic diversion to undertake
the work of rehabilitation of Margao railway over
bridge at km. 553/000 of NH-66 for vehicular traffic.
The four wheeler traffic including route buses
coming from Navelim side towards Margao to be
diverted at Colmorod junction towards KRC Station
road-Rawanfond circle-Power House junction to
Margao city and the two wheelers traffic to be
diverted via Khareband to their onward journey.
The traffic existing in the Margao city to be allowed
to use ROB Margao for proceeding towards Navelim
side. The route buses plying from Sanguem/
/Savordem/Quepem to be diverted at Rawanfond
circle towards power house circle for their onwards
journey to Margao city. This temporary closure is
for 30 days with effect from 15-02-2022.

That Mrs. Maria Francisca Carneiro alias Maria Francisco Pereira had expired on 04-09-1988 in the states of widow of late Mr. Antonio Jose Carneiro alias Francisco Carneiro intestate without any Will or executing any other disposition of her last wish, leaving behind her only daughter i.e. Mrs. Rumaldina D'Souza was married to Mr. Antonio D'Souza, son of late Mr. Jose D'Souza both having expired intestate, without any executing any Will, Gift or any other testamentary disposition of their last wish on 11-05-2006 and 13-09-1987 respectively, leaving behind their following children, namely, (1) Mrs. Sebastiana de Souza, daughter of late Mr. Antonio D'Souza, was married to Mr. Caetano Jose Sebastiao Gonsalves, both having expired intestate, without any Will or executing any other disposition of their last wish on 05-02-2016 and 30-06-1999 respectively, leaving behind their following children, namely, (i) Mrs. Augustinha Gonsalves married to Mr. Agustino Luis Ferrao, son of Mr. Augusto Francisco Rozario Ferrao, (ii) Mrs. Percila Gonsalves married to Mr. Clifton Santana Marto Pereira e Viegas, son of Mr. Eusebio Piedade Martires Viegas, (iii) Mr. Graciano Gonsalves married to Mrs. Siona Rodrigues, daughter of Mr. Conceicao Santano Rodrigues, (2) Mr. Floriano D'Souza, a bachelor having expired intestate without any Will or executing any other disposition of their last wish on 30-01-1995, leaving behind his collaterals as his heirs, (3) Mrs. Marcelina de Souza was married to Mr. Antonio Domingos Joao Alberto Fernandes alias Anthony I Fernandes, son of Mr. Inacio Piedade Fernandes. That the said Mr. Antonio Domingos Joao Alberto Fernandes alias Anthony I Fernades having expired intestate without any Will or executing any other disposition of his last wish on 16-12-2017, leaving behind his said wife as moiety holder and his child as their sole and universal heir, namely, Mr. Tomson Fernandes (interested party) marred to Mrs. Viola Ritin Fernandes, daughter of Mildred Fernandes, residents of H. No. 117, Parvem, Agonda, Canacona- Goa, (4) Mr. Felicio Jose Souza, a bachelor, having expired intestate without any Will or executing
