In exercise of the powers conferred by Sections 5 and 8 of the Goa Excise Duty Act, 1964 (Act 5 of This Notification shall remain in force only on 09-08-2022, 10-08-2022 and 12-08-2022 in the entire State of Goa, in view of Polling day and counting of votes for the General Elections to 186 Village Panchayats 2022.

Notification
1964) (hereinafter called the "said Act"), the Government of Goa hereby prescribes that, notwithstanding anything contained in the Government Notifications No. 2/6/2014-Fin(R&C)(A)/ /1386 dated 28-8-2014 and No. 2/6/2014-Fin(R&C) (B)/1389 dated 28-8-2014 both published in the
Official Gazette, Sr. II No. 22 dated 28-8-2014, no liquor shall be transported from one place to another within the State of Goa and the following shall be the maximum quantity of liquor which can be possessed by any person within the State of Goa without a permit issued in accordance with the
provisions of the said Act and the rules made thereunder during 09-08-2022, 10-08-2022 and 12-08-2022, in view of Polling day and counting of votes for the General Elections to 186 Village Panchayats 2022, namely:
(a) Three quart bottles of Indian made foreign liquor or foreign liquor other than beer and six bottles of beer of 650 ml. for any person including
his family.

In exercise of the powers conferred by sub-rule (4) of Rule 99 of the Goa Excise Duty Rules, 1964, the Government of Goa, being satisfied that it is necessary in the public interest, hereby directs that all licensed premises "for the sale of liquor" shall be closed on 09-08-2022, 10-08-2022 and 12-08-2022 in the entire State of Goa on account of Polling day and counting of votes for the General Elections to 186 Village Panchayats 2022.
However, the licensed premises having licence for "Bar and Restaurant" may be allowed to keep the restaurant open for serving food only and the Bar counter shall be closed and no liquor shall be allowed to be served on the above mentioned days. The owner of the licensed premises having "Bar & Restaurant"

Whereas, the term of the Sarpanchas, Dy. Sarpanchas, and other members of the Village Panchayats specified in column (2) of the Schedule below expired on 18-06-2022;
And whereas, the General Elections to the said Panchayats cannot be held;
And whereas, therefore, it was necessary to appoint an Administrator to run the affairs and all other activities of each of the said Panchayat till the General Elections are held and a new elected body of members headed by the Sarpanch takes the charge of the respective Panchayat;
And whereas, the Government has now decided to substitute the Administrators appointed vide Notification read in the preamble and appoint below mentioned officials as Administrators mentioned in column (4) of the schedule of the respective Panchayat mentioned against their names.
Now therefore, in exercise of the powers conferred by sub-section (1) of Section 180 of the Goa Panchayat Raj Act, 1994 (Goa Act 14 of 1994), the Government of Goa hereby appoints the persons specified in column (4) of the Schedule below as Administrator of the Panchayat mentioned in the corresponding entry in column (2) of the said Schedule with effect from the date of issuance of this Notification until the post of Sarpanch and Dy. Sarpanch has been filled after the Village Panchayat General Election 2022, or until further orders.

The aforesaid Administrator shall, during the period of his/her appointment, exercise all the powers, perform and discharge all the duties and functions conferred and imposed upon the Sarpanch or the Dy. Sarpanch or the members of the respective Panchayat under the provisions of the said Act and the rules made thereunder or any other law. However, no decision in exercise of the above powers shall be taken by the Administrator without approval of the Block Development Officer of the Taluka/Block.
The aforesaid official shall function as Administrator in addition to his own duties in his respective office/Department. Further, he shall attend respective Village Panchayat office on every Tuesday, Thursday and Saturday, besides during other exigent situations.
This issues with the approval of the Government.

In partial modification to Notification at Sr. No. (2) dated 08-07-2022, the appointment of Shri Rajendra OFFICIAL GAZETTE — GOVT. OF GOA SERIES II No. 16 (EXTRAORDINARY No. 4) 27TH JULY, 2022 Shirodkar, JE, sub-div. II, WRD, Mapusa, Bardez-Goa as Administrator of Village Panchayat Assagao stands cancelled.
Also, Notification at Sr. No. (3) dated 13-07-2022 stands cancelled.
Further, Notification at Sr. No. (1) dated 17-06-2022 appointing Administrators for Village Panchayat Assagao and Village Panchayat Candolim shall have effect from the date of its issuance.
This is issues with approval of the Government.
