Whereas, there was disparity in pay scale of Library Assistants working in Goa College of Engineering, Farmagudi and Goa College of Pharmacy, Panaji drawing Pay Band of Rs. 5200-20200 + Grade Pay of Rs. 2400/- whereas Library Assistants working in Goa College of Architecture, Panaji and Government Polytechnic, Panaji, Bicholim and Curchorem were drawing Pay Band of Rs. 5200-20200 + Grade Pay of Rs. 1900/-.
And whereas, the matter of removal of disparity in pay scales to the post of Library Assistants in Government Polytechnics and Goa College of Architecture, Panaji on par with the Library Assistants in Goa College of Engineering, Farmagudi and Goa College of Pharmacy, Panaji was submitted for examination and recommendations of Work Study-cum-Anomaly Committee constituted vide Order No. 8/1/2016-Fin (R&C)/(A) dated 30-11-2016, since Goa College of Engineering, Goa College of Architecture, Goa College of Pharmacy, Goa College of Arts and Government Polytechnics are coming under common cadre of Directorate of Technical Education.
Now, therefore, Department of Finance (Revenue & Control), Secretariat, Porvorim-Goa vide letter No. 8/1/2019-Fin(R&C)/(6)/161 dated 11-03-2022 has informed that the report of the Work Study-cum- -Anomaly Committee was placed before the Government, wherein, Government has agreed to OFFICIAL GAZETTE — GOVT. OF GOA SERIES II No. 44 2ND FEBRUARY, 2023 grant pay band of Rs. 5200-20200+GP 2400 to the post of Library Assistant w.e.f. 01-01-2006 with pay fixed notionally and monetary benefits to be paid w.e.f. 29-01-2022.
Accordingly, the pay scale of Library Assistants in all Government Degree Colleges and Government Polytechnics coming under Common Cadre of Directorate of Technical Education is brought on par granting pay band of Rs. 5200-20200+GP 2400/- w.e.f. 01-01-2006 with pay fixed notionally and monetary benefits to be paid w.e.f. 29-01-2022.

On the recommendation of the Screening Committee, the Officers of Directorate of Health Services indicated in the enclosed Annexure who have completed the requisite years of regular service of 05 years in Grade Pay of Rs. 6,600 in PB-3 including the service rendered in the pre-revised scale of Rs. 10,000-15,200 are granted 2nd financial upgradation under the Dynamic Assured Career Progression (DACP) Scheme with effect from the date indicated against his/her name in column No. 6 in terms of Order No. 25/1/2003-I/PHD dated 16-07-2009 and 25/1/2003-I/PHD dated 17-07-2009.
The Officers may exercise an option in terms of F.R. 22 (I) (a) (1) if he/she so desires within one month from the date of issue of his/her Order for fixing pay in the 2nd financial upgradation under Dynamic Assured Career Progression Scheme.
Each Officer shall give an undertaking that in case any excess payment that may be found to have been made as a result of incorrect fixation of pay or any excess payment detected in the light of discrepancies noticed subsequently will be refunded by them to the Government either by adjustment against future payments due to them or otherwise.
The expenditure on his/her pay and alowances shall be debited to the budget head under which their salary is drawn.

On the recommendation of the Departmental Promotion Committee as conveyed by the Goa Public Service Commission vide its letter No. COM/II/11/36(3)/2020/372 dated 12-12-2022, Government is pleased to promote the following Assistant Engineer/Assistant Surveyor of Works (Mechanical/Electrical), to the post of Executive Engineer/Surveyor of Works (Mechanical/Electrical), Group "A", Gazetted in the Pay Matrix Level 11 of the 7th Pay Commission, in Public Works Department on regular basis with immediate effect and post them in the places shown against their names in column No. 4 below.

vacancy and shall also hold the additional charge to the post of Surveyor of Works, O/o the Superintending Engineer, C.O. VII, PWD, Altinho until further order.
2. Shri Edwin Candido R. Ferrao Assistant Surveyor of Works, As Executive Engineer,
SW-I (R&B), Office of the Division XXII, PWD, Margao- Superintending Surveyor of Goa in the existing vacancy Works, PWD, Altinho and shall also hold the
additional charge to the post of Executive Engineer, Div. X, PWD, Margao until further order.
The above officers shall be on probation for a period of 2 years from the date of joining.
They shall exercise their option for pay fixation within a period of one month from the date of issue of this order under F.R. 22(I) (a)(1).
The Controlling Authority shall relieve the concerned officers immediately.
With issue of this order, the officers holding the additional charge to the post of Executive Engineer in Div. IV/X/XXII, PWD, Tonca/Margao and Surveyor of Works in C.O. VII, PWD, Altinho stands relieved with immediate effect.

Sanction of the Government is hereby accorded for awarding the works of construction of single seater pour flush water seal latrines with twin leach pits for five users and construction, operation & maintenance of Community Toilet Complexes at various places in Goa to M/s Sulabh International Social Service Organisation, Porvorim-Goa as under in supersession of all earlier Orders/Notification etc.
1. M/s Sulabh International Social Service Organisation, Porvorim-Goa (SISSO) will be awarded the works through direct placement of Work Order and will be exempted from EMD and Security Deposit.

3. Construction of single seater pour flush water seal latrines with twin leach pits for five users.
a. With aluminium door, galvulium sheet, tiles & twin leach pits (soil & rock) amounting Rs. 67,294/- including 18% GST and 5% implementation charges as per approved design.
b. Additional options to be given to the households and additional cost over and above the cost as per 2(a) will be borne by the eligible households including 18% GST and 5% implementation charges as per approved design.
Option—With FRP door, galvulium sheet & tiles
a) With twin leach pits (soil & rock) cost
Rs. 70,444/-.
b) With twin leach pits in ordinary rock cost
Rs. 71,697/-.
c) With sewer line (soil & rock) cost
Rs. 80,672/-.
Option—With RCC slab, FRP door, tiles & tap
a) With twin leach pits (soil & rock) cost of
Rs. 79,758/- .
b) With twin leach pits in ordinary rock cost
of Rs. 81,011/-.
c) With sewer line (soil & rock upto 10 metre)
cost of Rs. 89,638/-.
c. Documents required for submission of application form will be through online mode as under:
a. Duly filled in Application Form and Self
Declaration through online mode.
b. Identity proof (any one) - Aadhar Card/Voter
ID/Passport.
c. Proof of ownership (any one) - Electricity Bill/
/Water Bill/House Tax Receipt.
d. NOC of house/land owner if applicable.
e. Households whose annual income is less than Rs. 1.50 lakhs issued by the concerned Mamlatdar will be eligible for availing the benefits.
4. Construction, operation & maintenance of Community Toilet Complexes at various places in Goa by M/s. Sulabh International Social Service Organization who will prepare the detailed design and estimation as per prevailing GSR+20% supervision charges for accord of Technical Sanction by PWD on a case to case basis subject to the condition that the operation and maintenance will be carried out by them for 20 years period either through user fee charges or if the toilet complex is to be made free from user charges then the Department will pay the monthly charges, to be worked out as per prevailing GSR and electricity & water charges subject to the condition that require land will be provided by the household/V.P./ /Municipality.
5. Repairs/modification for the existing toilets shall be taken up as per actual requirement subject to the certification of the concerned Assistant Engineer.
6. Application alongwith required documents and sanctions will be through online platform through www.pwd.goa.gov.in.
7. Administrative approval and expenditure sanction for construction of single seater pour flush water seal latrines with twin leach pits for five users will be accorded by Hon'ble Minister (PWD) for 300 units and 100 units per Works Division for new construction and repairs/modification respectively and in case of additional requirements and for construction, operation & maintenance of community toilet complexes at various places in Goa, administrative approval and expenditure sanction will be accorded by Hon'ble Minister (PWD) as per the estimates to be prepared by the concerned Works Divisions.
8. In the case of sewer network if available, then the individual toilets and community complexes are to be compulsorily connected to the sewerage facility available in that area to achieve 100% sewerage connectivity.
9. Payment Terms:
a. 10% advance of the estimated cost with
work order,
b. 30% advance of the estimated cost on start
of the work,
c. 55% of the estimated cost after completion
of 40% of the work, and
d. 5% of the estimated cost after completion of
the entire work.
10. The work of construction of single seater pour flush water seal latrines with twin leach pits for five users and construction, operation & maintenance of Community Toilet Complexes at various places in Goa through M/s. Sulabh International Social Service Organisation, Porvorim- -Goa will be under Sewerage Works Division of this Department as per the below jurisdictional areas.
