a) All the Owners of the houses, buildings, flats and other residential accommodation and the Owners/Management of all Hotels, Lodging & Boarding, Shacks, Private guest houses, Paying Guest accommodation of religious bodies, temporarily residential accommodation, etc., in the whole of South Goa District should verify the bonafides of the persons through their proof of identity such as Election card, Driving License, Aadhar card, passport, etc. and make necessary arrangements for entry of details of Customers/Visitors in the PATHIK (Programm for Analysis of Traveler and Hotel Informatics) software prepared by Police.

Whereas, it is reported by the Superintendent of Police, South Goa District, Margao, that criminals with an intention of committing crime in Goa, usually stay in hotel/rented premises with fictitious names and bogus residential/official addresses and telephone numbers and after commission of crime, it becomes difficult to identify culprits, as the details furnished by them to the hotels, landlords are found fictitious/bogus/false.
And Whereas, anti-social/criminal or undesirable elements can camouflage their identity for their operations, which may be illegal/immoral and which may be required to be contained/regulated and as certain hotel owners/landlords/establishment have a tendency to rent out premises without verifying the antecedents of the person and information to local Police.
Now Therefore, on being satisfied for the need to take preventive action on the report of the Superintendent of Police, South Goa District, Margao, I, Asvin Chandru A., IAS, District Magistrate, South Goa District, Margao in exercise of the powers vested in me under Section 144 of the Code of Criminal Procedure, 1973, do hereby order that:-
b) Order that no landlords/tenants/owner/ /person of any house/property which falls under the territorial jurisdiction of South Goa District, Goa shall let/sublet/rent out any accommodation to any person unless and until he/she has furnished the particulars of the tenants to the Police In- charge of the concerned Police Station.
c) Order that the In-charges of such accommodation shall provide such facilities for inspection of the maintenance of record in the above said software by the Police authorities or any other authority authorized by the undersigned, if so desired by them.
d) And also all the head of nationalized Banks of South Goa District should deploy security guards for security of their ATM's round the clock and also to install CCTV cameras.
The circumstances do not permit serving of the notice individually to the concerned. Therefore, the order is hereby passed ex-parte. It shall be published for information of public through Press and also by affixing copies on the Notice Boards of the officers of all Sub Divisional Magistrates, Mamlatdar and Police Stations.

The subscribers to the Official Gazette are kindly reminded that their present subscription term ends on the 31st March, 2023, being the end of financial year.
