No. 318/CS-Multi/2023(1):- Whereas, the President of India has, by notification issued under Section 12 of the Representation of the People Act, 1951 (43 of 1951) and published in the Gazette of India on 06th July, 2023 been pleased to call upon the elected members of each of the Legislative Assemblies of the States, specified in Column (1) of the TABLE below, to elect to the Council of States, the number of member(s) specified against that State in column (2) of the said TABLE:

Now, therefore, in pursuance of sub-section (1) of Section 39 and Section 56 of the said Act, the Election Commission of India hereby—

(A) Appoints, with respect to the said election:

(a) the 13th July, 2023 (Thursday), as the last date for making nominations;

(b) the 14th July, 2023 (Friday), as the date for the scutiny of the nominations;

(c) the 17th July, 2023 (Monday), as the last date for the withdrawal of candidatures;

(d) the 24th July, 2023 (Monday), as the date on which a poll shall, if necessary, be taken; and (e) the 26th July, 2023 (Wednesday), as the date before which the election shall be completed;

and

(B) Fixes the hours from 09:00 a.m. to 04:00 p.m., as the hours during which the poll shall, if necessary, be taken in all the above mentioned States on the date specified above for the election.

(See Rule 3 of the Conduct of Election Rules, 1961)

ELECTION TO THE COUNCIL OF STATES

Notice is hereby given that:-

1) An election is to be held of a Member to the Council of States by the elected Members of the Goa Legislative Assembly;

2) Nomination papers may be delivered by a candidate or his proposer to Smt. Namrata Ulman, Secretary, Goa Legislative Assembly, Goa and the Returning Officer or to Shri Hercules Noronha, Joint Secretary, Goa Legislative Assembly, Goa and Assistant Returning Officer in the chamber of the Secretary, Goa Legislature Secretariat, Porvorim, between 11.00 a.m. to 3 p.m. on any day (other than public holiday) not later than the 13th July, 2023.

3) Forms of nomination paper may be obtained at the place and time aforesaid;

4) The nomination papers will be taken up for scrutiny at 11.00 a.m. on the 14th July, 2023, in the chamber of the Secretary, Goa Legislature Secretariat, Assembly Complex, Porvorim, Goa;

5) Notice of withdrawal of candidature may be delivered by a candidate or his proposer/or his election agent who has been authorized in writing by the candidate to deliver it to either of the officers specified in paragraph (2) above at the office specified in paragraph (2) above before 3.00 p.m. on the 17th July, 2023.

6) In the event of the election being contested the poll will be taken on the 24th July, 2023, between the hours 9.00 a.m. to 4.00 p.m. in the Room No. 015, Ground Floor, VIP Block, Goa Assembly Complex, Porvorim-Goa.
